A high water table is a seasonal condition, not an event
This is different from flooding, and the distinction is the whole point. Flooding is water arriving from somewhere. A high water table is groundwater rising from underneath, and on flat low ground with a wet winter it rises every year, whether or not anything overflows.
The effect is that some parts of a property spend several months of the year in contact with saturated ground and the rest of the year dry. Here is what it actually does.
Crawl spaces get damp from below. Not from a leak, from the ground. Leach fields stop dispersing. A leach field can only put water into ground that will accept it. What to do about it
The measures are unglamorous and they work.
Seal the ground in the crawl space with a proper vapor barrier, lapped and turned up at the perimeter rather than laid loosely, and make sure the ventilation arrangement suits what has been done. That one change alters the moisture behavior of the whole house.
Get water away from the building. Gutters and downspouts that discharge well away from the foundation rather than beside it, and surface grading that falls away rather than toward, do more than most people expect. A large share of what looks like groundwater is roof water that was never taken anywhere.
Where water genuinely collects under a building, a properly installed sump with a discharge that goes somewhere sensible is the answer, and it needs to be on a circuit that will be backed up, because the season it is needed is the season the power fails.
