A second dwelling is a second everything

Guest cottages, converted barns and purpose-built accessory dwelling units are common on parcels around here, and the conversation almost always starts with the building. The part that decides the budget and the timeline is usually not the building.

It is a whole new load on an existing service. A second dwelling needs its own heating and cooling, its own water heating, its own kitchen and laundry, and increasingly its own vehicle charging. On a property whose service was sized decades ago for one house, that is a substantial addition, and the load calculation has to be run before anything is designed rather than after. This is the single most common reason an accessory dwelling project stalls.

Separate metering or shared service is a real decision. Feeding the second dwelling from the existing service keeps the project smaller but puts both dwellings on one supply and one bill. A separate service is a bigger job with utility involvement. Which is right depends on the calculation and on how the unit will be used, and it is a decision worth making deliberately at the start rather than by default at the end.

Water heating is where the easy mistake lives. Extending the main house's hot water to a detached unit means a long run, standing losses and a wait at the tap, and it ties the two dwellings together in a way people regret. A dedicated water heater in the unit is almost always better. In a small dwelling the practical options are a small storage tank, a heat pump water heater where the space suits it, or a correctly sized tankless unit, and the choice depends on the demand pattern and on the water rather than on a rule.

Heat pump water heaters need space and air, not just a corner. They take heat from the surrounding air, which means they need a certain volume of space to draw from, or ducting, and they cool and dehumidify the space they sit in. In a small unit, putting one in a tight closet without addressing that is how a good idea becomes a poor installation. Where there is a garage or a utility space with volume, they suit very well.

Heating and cooling should be its own system. A ductless head or two, sized to a small building, gives the unit independent control and avoids the problem of one thermostat trying to serve two buildings with different occupancy patterns. It also avoids running ducts between structures, which is rarely worth doing.

Drainage and the wastewater system come first, not last. Adding a dwelling adds fixtures and expected flow, and on a property with an onsite wastewater system that brings the county's regulation of septic into the project directly. Where the unit sits below the level at which waste leaves by gravity, it needs a sealed pump arrangement. Both belong before the drawings.

The permit path is its own thing. Accessory dwelling projects have their own requirements, and the mechanical, plumbing and electrical scopes attach to them. Establishing what applies to your parcel before design avoids redrawing.

Existing conversions, which are a different problem

Not every second dwelling here is new. Plenty are cottages and outbuildings that have been lived in for decades, converted informally at some point, and they bring a specific set of findings.

Heating is often a plug-in appliance or an old wall unit rather than a system. The electrical supply is frequently a long run from the main house on a circuit that was adequate for lighting a workshop, which produces voltage drop and equipment that runs hot. Insulation may be minimal or absent. And the plumbing is often the original improvised arrangement, with a water heater tucked wherever it fitted.

Bringing one of those up to a comfortable, safe standard is a rewarding project, and it follows the same order as any other old building: envelope first, then the supply, then equipment. Getting a proper load calculation and a look at the feeder before anything else is what stops money going into equipment that the supply cannot serve.

The main house, and the valley climate

Kenwood sits in the upper Sonoma Valley below Sugarloaf Ridge, and the climate is a genuine two-season one. Summers are warm with real hot spells, winters are cool and wet, and the swing between a hot afternoon and a cool evening is substantial.

Electrical: the calculation is the project

The arithmetic is standard: floor area gives the lighting and receptacle figure, fixed appliances enter at their code demand factors, only the greater of heating or cooling counts, and the sum is compared with what the service can carry.

With a second dwelling in the picture, that calculation covers both buildings and everything else on the parcel, which on a rural property may include a well pump, a shop, irrigation and outbuildings. Some of that runs seasonally and none of it is visible from a reading taken on a quiet afternoon, so it has to be accounted for by rating or measured while it runs.

Distance is the other factor. A detached unit is fed by a run that may be long, and voltage drop over distance means a circuit adequate on paper delivers less at the far end, so equipment runs hot and fails early. Conductor sizing on that feeder is a calculation rather than a habit, and it is worth getting right the first time given what trenching costs.

Where the number comes back short, there are two routes at different prices. Listed load management equipment lets new loads share what is already installed and is frequently the quicker and cheaper answer. A service upgrade is the larger job, and on a rural parcel it may involve utility coordination and distance. Pricing the first before committing to the second is worth doing.

Older buildings bring the usual findings of their age: panels amended over decades, ungrounded two-wire circuits behind modern-looking receptacles, and buried runs to outbuildings nobody has verified in years.

Water, waste and wells

Some properties here are on a community supply and some on private wells, and it changes the advice.

Well owners should get an analysis done, since nobody knows what is in the water until somebody measures it, and two appliance decisions hang on the answer: the rate at which sediment builds in a storage tank and shortens its life, and whether a tankless heat exchanger will scale up and fail early. Where a second dwelling is about to add a second water heater, that answer is worth twice as much. The pump is a 240-volt motor with a starting inrush well above its running current, and the pressure tank holds minutes of water rather than days.

Adding a dwelling also adds draw, which on a well is worth thinking about rather than assuming, particularly where the pressure tank and pump were sized for one household.

On the waste side, Sonoma County regulates septic systems and wells, and added fixtures and flow bring the system into scope. On hillside parcels the ground holds water through the wet months, which limits what a leach field can disperse, so a system that performs well in September can struggle in February.

Fire country

This is fire country, and it reaches the work. Clearances around equipment get honored rather than approximated, generators and fuel need real separation from structures, and outdoor units belong on non-combustible ground rather than in the mulch you have been asked to keep clear, which is also where they can actually reject heat.

Where an older building is being hardened, the recurring trap is venting: a screen fine enough to stop embers restricts airflow, and restricting attic or crawl space ventilation causes moisture damage. Listed ember-resistant vents that maintain the required free area are the answer, and for combustion air, sealed-combustion equipment removes the conflict rather than managing it.

Requirements in fire-prone areas are not uniform across parcels, so we check what applies to the address rather than assuming.

Power and backup, with two buildings

PG&E may cut power deliberately in severe weather to reduce the chance of its equipment starting a fire, under the Public Safety Power Shutoff program, and this valley is the terrain those decisions concern.

An outage takes the heat regardless of fuel, since controls, ignition and fans are electric, and on a well it takes the water.

Where there are two dwellings, the backup conversation needs a decision rather than a default: whether the second unit is covered at all, and if so which of its circuits. Covering both buildings fully is a much larger proposition than covering a short list across them, and the short list is usually the sensible answer. The well pump, refrigeration in the main house, the heating controls and fan in each, and some lighting is a workable scope, and the pump generally sets the sizing through its starting surge.

Doing that work while a panel is already open for a second-dwelling project costs a fraction of doing it separately, which is an argument for deciding it at the design stage rather than afterwards. Which air district, and what it requires

Sonoma County lists Kenwood among the southern communities covered by the Bay Area Air Quality Management District, so the district's zero-NOx appliance requirements apply here.

What they cover is less than what gets repeated about them. Installers are the ones bound, at the point of putting something new in; the categories arrive in stages rather than all at once; and the trigger the district settled on is burn-out of the existing appliance. Whatever is running in your buildings today is not caught by any of it.

There is a practical angle for a second-dwelling project, though. New equipment in a new unit is new equipment, so the direction of travel points toward electric water heating and an electric heating and cooling system in the unit anyway, which is also the arrangement that suits a small building. Doing that deliberately at design is easier than retrofitting it later.

Permits and the state rules

Kenwood is unincorporated, so building permits and inspections come from Sonoma County, and accessory dwelling projects have their own requirements alongside the mechanical, plumbing and electrical scopes attached to them. Where a property is on an onsite wastewater system, that is a separate approval path, and in fire-prone areas requirements about materials and construction details can attach to work that would be routine elsewhere.

Two state requirements sit on top of whatever the county asks for. Title 24 governs any equipment replacement, in its 2025 edition, the enforced version since January 2026. And seismic restraint under section 19211 covers water heaters up to 120 gallons and is written to include the tank standing in the building now, not only the one that replaces it. On a property with two dwellings that means two tanks to check rather than one.

Solar with a second dwelling on the parcel

The permitting itself is settled. Government Code 65850.5 requires an expedited process for small residential rooftop systems and a review that goes no further than health and safety.

Kenwood has good sun and a genuine afternoon cooling load, which is the consumption pattern current rules reward. Under the Net Billing Tariff, applying to interconnection applications from April 2023 onward, exports are credited at their hourly value to the grid rather than at the retail rate, so consumption is worth more than export, and storage carries the surplus into the evening.

A second dwelling changes the arithmetic favorably, because two dwellings consume more of what an array produces than one does, which is exactly what the current tariff rewards. Where the two are on one service that is straightforward. Where they are separately metered, the design has to follow the metering, which is another reason to settle that question early.

On a rural parcel a ground-mounted array is often available, oriented and tilted freely and sited clear of trees, and fire access pathways and setbacks take usable area out of any roof layout.

What drives the cost here

The electrical answer leads on any second-dwelling project, and it is the item most often discovered late. The calculation, the feeder to the unit and the decision about metering together determine a large share of the budget.

The wastewater system is second, since added flow can be the constraint that governs whether the project works as drawn.

Access and distance are third on hillside and rural parcels, where long runs and trenching take time that has nothing to do with parts.

Then the code items nobody budgets and every inspector checks: restraint on each tank, expansion where a regulator has closed the system, combustion air where anything burns fuel, compliant venting, and the permit fee.

Maintenance with two dwellings

Remember the second building exists. The commonest finding we make on properties like these is a cottage whose water heater has never been flushed, whose filters have never been changed and whose ground-fault devices have never been tested, because nobody thinks of it as a house.

Check both tanks for restraint, and check what the straps are fixed into, particularly in a converted outbuilding where the tank sits on something improvised.

Have the feeder to the detached unit assessed rather than assumed, especially if equipment out there has failed early.

On a well, check the pressure tank's air charge, service the sediment filter and test the water periodically, and think about whether the arrangement is still right for two households rather than one.

Keep the outdoor units clear of leaf and needle litter and on non-combustible ground, flush the water heaters annually, and spend a minute a year on ground-fault test buttons and shutoffs in both buildings. A maintenance plan keeps both of them on one calendar.
