St. Helena went paperless, and it changes how a job is scheduled

Most writing about permits stays abstract. This does not, because St. Helena has done something specific and it lands on your calendar.

The city's Building Division states that "ST. HELENA HAS GONE DIGITAL & PAPERLESS FOR ALL PERMITTING" and that it is "NO LONGER ACCEPTING PAPER APPLICATIONS AND PLANS." Everything runs through its eTRAKiT portal: applying, submitting plans, paying fees and booking inspections. Since the end of 2025, inspection requests go the same way.

The detail that shapes a project is the inspection window. The division performs onsite inspections "on Tuesdays, Wednesdays, and Thursdays from 9am to 12pm and 1pm to 3pm." Three days a week, two windows a day. That is the real constraint on how fast permitted work closes out here, and it is why we book the inspection when we book the work rather than afterwards.

Worth knowing how unusual that is inside one county. Eighteen miles south, the City of Napa states in capitals that it has no online portal for submittals and takes applications across a counter. Napa County, for unincorporated parcels, is digital only through its Online Permit Center. Three jurisdictions, three intake systems, one valley. A contractor who works mostly in one of them will be slow in the other two.

Which body owns your address

Inside the city limits, the St. Helena Building Division issues and inspects.

Outside them, up the valley and into the hills, the authority is Napa County, which handles building permits digitally through its Online Permit Center and is candid about its own most common failure: a submittal missing required documents, or missing the required bookmarks in its document files, gets delayed or rejected.

If the property is not on public sewer, a third body enters. Napa County's Well and Onsite Wastewater Treatment group regulates septic and wells for "the unincorporated area of Napa County and parcels not served by public sewer located within city limits" (Napa County). Read that reach carefully: it covers parcels inside a city that are not on sewer, not only unincorporated land.

The air district rule that reaches every address here

All of Napa County sits inside the Bay Area Air Quality Management District, so the district's appliance rules apply in full.

Regulation 9, Rule 6 sets a zero-NOx standard for residential water heaters and switches it on appliance by appliance between 2027 and 2031, sorted by size and type. Three points deserve precision, because the local version of the story is more alarming than the rule.

It reaches the sale and installation of new equipment rather than the unit already in your garage. Nobody is taking your working water heater away.

What it does change is planning. Because a zero-NOx unit is in practice an electric heat pump, the water heater question becomes an electrical question, and panel capacity decides whether the option is open to you at all. That is worth knowing years before the appliance fails rather than on the morning it does.

Statewide requirements apply regardless. The 2025 Building Energy Efficiency Standards have governed since January 2026, and seismic restraint under Health and Safety Code section 19211 reaches "all new and replacement water heaters, and all existing residential water heaters" up to 120 gallons. That last one covers the appliance you already own, which surprises people.

Heating and cooling in St. Helena

This is the upper valley, and it runs hotter than the city of Napa at the southern end, well above anything the coast sees. Cooling is a real seasonal load rather than a handful of uncomfortable afternoons, and winters are mild and wet. That combination is precisely the profile a heat pump was built for, which is why the equipment conversation here is genuinely open rather than a default swap.

The mistake we correct most often is sizing off the old furnace instead of off the cooling load. Oversizing is the quiet defect: too much capacity satisfies the thermostat quickly, shuts down, and never runs long enough to even out the rooms or pull moisture from the air. The house feels clammy and patchy while the equipment cycles itself toward early failure.

Duct condition is what fails most often in the older housing, where forced air was retrofitted into houses framed generations before central air existed. We measure static pressure before specifying, because high-efficiency machinery on undersized ducts delivers the rating on the label and nothing like it in the rooms.

Two industry facts sit under every repair-or-replace decision. R-22 production and import in the United States ended in 2020, so repairs to pre-2010 equipment draw only on reclaimed or stockpiled refrigerant, which turns a leak into a replacement discussion. R-410A is separately being phased down under the AIM Act, with newly manufactured residential equipment moving under a 700 GWP limit. Your existing system is fine; the phasedown governs what gets sold new.

Plumbing in St. Helena

Two questions decide most plumbing jobs here, and neither is about the fixture you called about.

The first is what the house drains into. In town there is public sewer. Out through the surrounding valley and hills a large share of properties run on septic, and a house draining slowly at every fixture is frequently not blocked at all: it is a tank overdue for pumping or a field that has stopped accepting water. Cabling a house line into a full tank buys a few days and nothing else.

The second is static water pressure. It sits behind an implausible number of separate complaints, because excess pressure loads every gasket, cartridge, supply hose and fill valve continuously and turns a slow weep into a burst. Once a regulator or check valve closes the system, water expands as it heats with nowhere to go, and so a thermal expansion tank is part of a correct water heater installation rather than an upsell. It is a two-minute gauge reading that regularly explains what a homeowner had taken for three unrelated problems.

The older housing stock around the town center adds its own pattern: galvanized supply lines that corrode inward until the upstairs shower drops off whenever the laundry runs, and clay or cast iron waste piping where roots enter at the joints.

Electrical in St. Helena

Most projects here are decided by a number nobody wants to go and get. The calculation works from square footage for lighting and receptacles, adds each fixed appliance at the demand factor the code permits, counts heating or cooling but never both, and measures the total against the capacity the service has. In upper-valley heat the cooling figure is almost always the one that governs.

Valley and hillside parcels change the arithmetic. A submersible well pump is a 240-volt motor whose starting inrush runs well above its running current, and that inrush is what makes the lights dip. Add a septic effluent pump, a shop subpanel, irrigation controls or wine storage cooling and the profile has nothing in common with a house on a town lot. Generous-looking services fail the calculation once the pumps are entered correctly.

When the numbers come back short, a service upgrade is not the only answer. Listed load management equipment can carry a new load on a service that would otherwise fall short, by limiting or pausing it when the rest of the house draws hard. A contractor whose only answer is a bigger service has not considered the alternative.

Solar in St. Helena

State law takes most of the discretion out of solar permitting. Government Code 65850.5 requires every city and county to adopt an expedited, streamlined process for small residential rooftop systems and to "administratively approve applications to install solar energy systems through the issuance of a building permit or similar nondiscretionary permit," with review limited to health and safety. Your permit is a compliance check against a published checklist rather than a negotiation.

What decides the design is different. Anyone whose interconnection application went in from April 2023 onward takes service on the Net Billing Tariff, which credits an exported kilowatt hour at its value to the grid in that hour rather than at the retail rate. Grid value is low mid-afternoon when every array in the North Bay is producing and high after sunset when none are. What performs now is built around consuming your own output, which is what moved storage from a luxury to a normal part of the design.

The other constraint is the panel. There is a code ceiling on the combined current a busbar may carry from the utility and the solar system together, and that single number is why a modest array lands cleanly on one house and forces a redesign next door.

Outages, wells, and designing backup at the panel

The hills around the upper valley live with PG&E Public Safety Power Shutoffs, called during severe weather to reduce the chance of utility equipment starting a fire.

For a household on city water the consequence is lights and refrigeration. For one on a well it is water itself, because the pump is simply an appliance and the pressure tank holds minutes. Anything with an effluent pump is in the same position. Among water heaters the behavior splits three ways: a gas tankless unit needs house power for ignition and controls and produces nothing, a heat pump unit does not run at all, and an old atmospheric gas tank keeps whatever heat it already had.

Backup gets designed at the panel. A generator interlock or transfer switch needs a home, battery interconnection depends on the busbar rating, and a critical loads subpanel carrying the well pump, the refrigerator and a few circuits is far cheaper to build while the panel is open than to retrofit. What drives the cost of this work

We do not publish flat prices, because the same appliance in two houses here is two different jobs. Access comes first: a crawlspace you can sit up in and one you crawl through are different jobs on the same drawing.

Material is the next lever, and it works in one direction. Modern pipe couples quickly. Anything transitioning off galvanized or cast iron brings fittings, support, and the real possibility that the length beside the one you cut is no better.

The largest single swing is whether the job stays inside one trade. A straight swap does. A fuel switch or a tankless conversion does not: it drags in gas sizing, a new vent path, condensate handling, or a 240-volt circuit and the panel calculation behind it. All of that is knowable at the walkthrough, which is when we would rather you heard it.

On valley and hillside parcels, distance is a genuine cost rather than a location surcharge. Longer feeders, trenching across ground that has to be put back, and equipment that cannot get where the work is. Last come the items nobody budgets for and every inspector checks: strapping, an expansion tank, combustion air, venting, and the permit.

Maintenance that earns its place

Flush a storage water heater annually before sediment insulates the burner from the water, and have the anode rod checked before it is fully consumed. Descale a tankless unit on schedule, because scale is the failure mechanism rather than a nuisance. Change filters on a schedule set by the household rather than a calendar, and have the capacitor and contactor tested before the first hot week rather than after.

On a well, check the pressure tank's air charge and service the sediment filter, because well water quality is the owner's responsibility rather than a utility's. On septic, hold to an inspection and pumping interval instead of waiting for symptoms, and keep vehicles off the dispersal field. Press the test buttons on ground-fault and arc-fault devices, because they can fail in the one way you would never notice: the outlet still works and the protection is gone. A maintenance plan carries the whole list so it does not live in your memory.

Yes. This is the upper valley, and summers run hotter here than at the southern end of the county, let alone the coast. Cooling carries genuine load through the afternoon. Because winters are mild, a correctly sized heat pump covers both seasons on one machine and spends most of its running hours doing useful work, which is worth pricing against a separate furnace and condenser rather than assuming the like-for-like swap.

My house was built before the war. What should I worry about?

Start with the supply piping. Galvanized steel closes from the inside, so the symptom is weak flow across the whole house rather than at one tap, and no amount of aerator cleaning touches it. Then the service, because a panel sized for a mid-century household has very little room for the 240-volt appliances people add now. Then the buried drain line, particularly under mature trees. None of it is urgent. All of it costs less scheduled than discovered.

Do I need a panel upgrade before adding a heat pump or a car charger?

Only the calculation can answer that, and the answer is not written on the panel door. We compare the busbar rating, the main breaker and the measured demand of the house, then add what you plan to install. Plenty of homes take the new load on the service they already have, particularly with listed load management equipment. What happens to my water during a power shutoff?

On city service the taps keep running. On a private well they stop the moment the circuit does, because the pump is electric. A tankless water heater will not fire without power for its ignition and controls, a heat pump water heater does nothing, and any sump or effluent pump sits idle while water keeps arriving. On a hillside parcel that belongs in the equipment conversation rather than a year after it.

Does my St. Helena water heater have to be strapped?

Yes, and this is the most commonly misread rule in California plumbing. Health and Safety Code section 19211 reaches "all new and replacement water heaters, and all existing residential water heaters" up to 120 gallons, requiring them to be braced, anchored or strapped against earthquake displacement. It is not limited to new installations. If yours has never been strapped, or is held by a single loose band, that is a correction rather than an upgrade.
