That is not an abstract concern. A furnace or an air handler on a garage floor, a water heater standing directly on a slab, an electrical panel or subpanel mounted low on a wall, and a condensing unit on a pad at grade are all decisions somebody made at installation, and on low ground some of them were the wrong decision. Raising equipment, or putting it on a plinth rather than on the floor, costs very little at the moment of replacement and cannot practically be done afterwards without doing the job twice.
So on a replacement here we treat siting as part of the specification rather than a detail: how high, on what, and with what protection. That is ordinary prudence on this ground rather than an upsell, and it is the sort of thing a contractor working mostly on flat suburban lots will not raise.

Below-grade fixtures, backwater valves and pumps
The second consequence is drainage, and specifically what happens to fixtures that sit below the level of the sewer main.
Any fixture lower than the next upstream manhole cover is exposed if the main surcharges during a heavy storm. A backwater valve is the protection, and fitting one during planned work is straightforward where retrofitting after a flooded floor is not. None of that is unusual for the housing stock and none of it is cause for alarm. What it does mean is that a quote written from a doorway is a guess. Electrical work, and the number that decides it
Nothing gets added on the strength of what the panel door says; the calculation comes first. Year round: flush the water heater annually and have the anode rod checked, since the rod exists to corrode in the tank's place.
