The most common plumbing problems in Marin
Most Marin plumbing calls are about drains, not burst pipes: a toilet that gurgles when the washing machine drains, a shower that fills to the ankles, or a patch of lawn that stays green through a dry September. All three point downstream, past the fixture and out to the sewer lateral carrying everything from the building to the public main. In Marin that line is usually the oldest unrepaired thing on the property.
Two features of this county make it fail on its own schedule. The first is trees. Ross Valley, the older streets of San Rafael, Mill Valley's canyon lots and the flats behind Sausalito all sit under mature canopy, and roots go where the water is. Clay pipe joined with mortar gives them an opening every few feet. The second is grade. A hillside lot in Tiburon, Belvedere or Tam Valley sends its lateral downslope at whatever pitch the original builder could get, which often leaves a sag where the run flattens near the street, and a sag collects exactly what you would expect.
A second family of calls has nothing to do with drains. It is supply side: a pinhole leak staining a ceiling, water running rusty on the first draw of the morning, or pressure that vanishes when a second fixture opens. Those come from the material the house was piped in. On the prewar cores of San Rafael, San Anselmo, Fairfax and Sausalito we routinely open walls on galvanized steel that has closed itself down to a fraction of its original bore. In the postwar tracts across Terra Linda, Novato and Corte Madera the pipe is copper, and the failure mode changes to pinholes rather than restriction. Knowing which family your problem belongs to is most of the diagnosis.

Reading the symptom before anyone quotes a repair
A plumber who quotes a sewer replacement from a description over the phone is guessing. The sequence that actually resolves this is short.
Start with scope. If one fixture is slow and everything else drains normally, the problem is local to that branch. If fixtures on different sides of the house misbehave together, or using one backs water up into another, the trouble is in the shared line. That single distinction saves most homeowners a great deal of unnecessary work.
Then get eyes on it. A camera run from a cleanout tells you the material, the length, the joint condition, the depth, whether roots are present and where, and whether the line has a belly holding water. It also settles the question that decides the whole job: does this line need cleaning, one section replaced, or full replacement. We record the run and hand over the footage, because you will be asked for it later if the property changes hands.

On the supply side the equivalent test is a static pressure reading at a hose bib plus a flow check. In hillside neighborhoods fed from higher storage zones we regularly measure static pressure well above what fixture valves and supply hoses are built to tolerate, and a tired pressure-reducing valve is a common cause of leaks that keep coming back in different rooms. Fixing the fixture and ignoring the pressure just moves the failure.

The compliance clock a Marin sale can start
This is the part of Marin plumbing that surprises people, and it usually surprises them with a closing date already booked.
If your property sits in the Ross Valley Sanitary District, the private sewer lateral serving it has to carry a Certificate of Compliance. The district's own trigger list is "buying or selling a property, remodeling in excess of" a stated valuation, "or adding a bathroom." The district serves the City of Larkspur, the towns of Ross, San Anselmo and Fairfax, and unincorporated areas including Kentfield, Greenbrae and Sleepy Hollow. Where a buyer or seller takes on the obligation, the district allows 90 days from close of escrow to get compliant.
The sequence matters as much as the rule. A contractor inspects and cameras the lateral, pulls a sewer permit, performs whatever repair or replacement the line needs, then schedules a final inspection so the district can witness a pressure test before the certificate is issued. That last step cannot be skipped or self-certified, and a plumber who has not done it in Ross Valley before will lose you days learning the process.
Shared laterals are their own problem, and the district is blunt about it. A common lateral is one privately owned line serving more than one property. RVSD's Ordinance 100 prohibits building new ones, treats the existing ones as legacy, and states that common laterals "are considered private matters in which the District does not get involved." Absent a maintenance agreement among the owners served, each is "generally responsible for the entire portion of the lateral on their property, up to the next downstream lateral connection." Sorting out who owns what before work begins beats sorting it out mid-excavation, and the district itself recommends professional advice on it.
And Ross Valley is only one answer of several. There is no Marin rule here, only a district rule, and we have confirmed three that differ materially:

So the first question is never "what does Marin require." It is "which district is my parcel in," and the second is "what has already been done to this lateral, and when."

How we decide what the line needs
Once the camera footage exists, we run every recommendation through the same four checks, in this order.
Material. Vitrified clay with root intrusion at the joints behaves differently from cast iron that has scaled and channeled, and both differ from the early plastics. Material tells you whether cleaning buys years or weeks.
Access. Where the run goes, how deep it sits, and what is on top of it. A straight shot under a lawn is a different project from a run beneath a driveway, a retaining wall, mature landscaping, or a hillside foundation with limited working room.
Jurisdiction. Which agency issues the permit, whether a district compliance certificate applies, and whether the work crosses into the public right of way. Getting this wrong is the most common reason a job stalls after it starts.
Downstream. Where the lateral connects, and whether the failure is yours. If the camera puts the problem at or past the property line, the fix and the responsibility can change hands.
Only after those four are answered does repair versus replace have a real answer. A single root intrusion at one joint in otherwise sound pipe is a spot repair. A line with a belly, multiple offsets and a collapsed section is not a lining candidate and should not be sold as one. Trenchless methods are excellent when the host pipe still has structural continuity and correct grade; they are the wrong tool on a line that has lost either.
Code and inspection across Marin
Marin has no single building department, and this is the practical difference between a county page and a city page. Here is what governs the work and who signs off.
- Incorporated cities and towns issue their own permits. Belvedere, Corte Madera, Fairfax, Larkspur, Mill Valley, Novato, Ross, San Anselmo, San Rafael, Sausalito and Tiburon each run their own building department, and the process and forms are not identical between them.
- Unincorporated Marin goes through the county. Kentfield, Greenbrae, Marin City, Tamalpais Valley, Strawberry, Lucas Valley, the San Geronimo Valley and the West Marin communities are permitted by the Marin County Community Development Agency, Building and Safety Division.
- Water heaters must be braced. California Health and Safety Code section 19211 requires "all new and replacement water heaters, and all existing residential water heaters" to be braced, anchored or strapped per the California Plumbing Code, for units with a capacity of not more than 120 gallons. This applies to the tank already in your garage, not only to the one being installed.
- Title 24 applies to replacements. Since January 2026 the 2025 Building Energy Efficiency Standards have governed. That cycle put new single-family construction on a single fuel baseline, requiring a heat pump prescriptively for both water heating and space heating, and that baseline does not automatically transfer to a like-for-like replacement.
- All of Marin sits inside the Bay Area Air Quality Management District. Unlike Sonoma County, which splits between two air districts, Marin is BAAQMD from Sausalito to Tomales, so appliance rules apply countywide with no boundary question.
- Gas water heater rules are changing, and they are changing right now. BAAQMD Regulation 9, Rule 6 established zero-NOx requirements for residential water heaters with compliance dates that vary by unit size, beginning in 2027. Your existing gas water heater is not banned. We confirm the requirement in force on the day your project is permitted.
- A heat pump water heater is partly an electrical job. These units commonly need a dedicated 240-volt circuit, which puts panel capacity and a load calculation into the conversation before the plumbing scope is settled. That is why our electrical work in Marin County and our water heater work often land on the same visit.
The things that move a quote
Nobody can quote a Marin sewer or repipe from a photograph, and the reasons are physical rather than commercial.
On a lateral, length and depth do most of the work. A short, shallow run across a flat front yard is the least expensive version of this job that exists. Every additional foot of length or depth, and every obstacle on the surface, adds labor and restoration. Restoration is the line item homeowners underestimate: pipe under turf is one thing, pipe under a stamped concrete driveway, a mature hedge, a set of steps or a paved street is another, because the surface has to go back the way the jurisdiction requires. Hillside lots add access cost before a shovel moves, since equipment that cannot reach the trench means the work is done by hand.
Crossing a public right of way matters too, since that brings a separate encroachment process and its own restoration standard. Shared laterals add coordination. And where a district requires a witnessed test, the inspection calendar becomes part of the project timeline.
On a repipe, the driver is route. A house with an accessible attic and open crawl space can often be repiped overhead and underneath with limited wall opening. A slab-on-grade house with no attic has neither of those routes, so the pipe travels differently and the drywall and finish work grows accordingly. Fixture count, the number of bathrooms, whether the water heater is being relocated, and whether the house still has a working pressure-reducing valve all move the number. We price the job after we have seen the route, and you get the figure before we start rather than after.

Incentives, and which ones reach Marin
Marin's community choice electricity provider is MCE, not Sonoma Clean Power. That distinction matters, because Sonoma Clean Power's water heating rebates are for Sonoma County accounts, so a Marin homeowner reading about them is reading about a program they cannot enroll in.
MCE's heat pump rebates are the local option on a water heater conversion, and their conditions are timing conditions: twelve months of ownership and residency in a single-family detached home inside MCE territory, a participating contractor who files the application on your behalf, and an application submitted before the equipment goes in rather than after.

Maintenance that changes the outcome
Most of the expensive plumbing failures we see in Marin were visible a year earlier to anyone looking.
Flush the water heater on a schedule, confirm the seismic bracing is intact, and check that the temperature and pressure relief discharge line still terminates where it should. Find and exercise the main shutoff valve, because a gate valve that has not moved in twenty years frequently will not. Replace braided washing machine and dishwasher supply hoses on a cycle rather than after they let go.
For drains, the useful habit is periodic camera inspection rather than periodic cleaning. If your lateral is clay under mature trees, a run every couple of years tells you whether root intrusion is progressing slowly or fast, which lets you plan a replacement instead of reacting to a backup. Where we work across Marin
A county this small contains an unusual number of distinct plumbing problems.
Southern Marin. Sausalito, Marin City, Tamalpais Valley, Mill Valley, Strawberry, Tiburon, Belvedere, Corte Madera and Larkspur. Steep driveways, tight side yards, bayside flats, and canyon lots where the run to the main is long and awkward. Access dominates here, and it is why two identical-looking jobs a mile apart can be very different projects.
Ross Valley. Kentfield, Greenbrae, Ross, San Anselmo, Fairfax and Sleepy Hollow. Older housing stock, heavy canopy, and the sanitary district compliance requirement described above. If you are listing a house here, start the lateral conversation before the listing, not after the inspection contingency.
San Rafael and central Marin. The county seat holds two housing eras in one city. Older neighborhoods near downtown bring galvanized supply and clay drainage. Terra Linda and Lucas Valley bring Eichlers, and an Eichler is its own plumbing problem: slab-on-grade construction with the heating loop cast into the slab and no attic above the flat roof, which removes both routes a repipe would normally use. Novato and north Marin. Later tracts on the whole, with more garage water heater installations and more accessible service locations. Novato is served by North Marin Water District rather than the Marin Water system that supplies most of the county.
How to choose a plumber for Marin work
Five things separate a plumber who will finish this job from one who will start it. They hold a C-36 plumbing license and carry the insurance the jurisdiction requires. They pull the permit under their own license rather than asking the homeowner to pull it, a request that should end the conversation. They camera the line before quoting anything on the drainage side, and they hand over the footage. They can tell you which sanitary district your parcel sits in before you ask. And they have scheduled a district-witnessed test before, so the last step of a Ross Valley job does not become the longest one.
Ask that final question specifically. Plenty of capable plumbers work in Marin. Fewer have run the compliance process end to end.

Do I need a sewer lateral certificate to sell a house in Marin?
It depends on which sanitary district your parcel belongs to. In the Ross Valley Sanitary District, covering Larkspur, Ross, San Anselmo, Fairfax and unincorporated areas such as Kentfield, Greenbrae and Sleepy Hollow, a Certificate of Compliance is required when a property is bought or sold, when a bathroom is added, or when a remodel exceeds the district's valuation threshold. Other Marin districts set their own rules, so confirm yours early.
Which agency issues my plumbing permit?
Whichever jurisdiction your address sits in. Marin's incorporated cities and towns each operate their own building department, so a permit in Mill Valley is not the same application as one in Novato. If your address is unincorporated, the Marin County Community Development Agency handles it through its Building and Safety Division. We identify the correct authority and apply under our license as part of the job.
How can I tell a clog from a failing sewer line?
Count the fixtures involved. A single slow drain with everything else behaving normally is almost always local to that branch. When flushing a toilet pushes water up into a tub, when a washing machine discharge triggers a gurgle elsewhere, or when the problem returns weeks after a cleaning, the shared line is implicated. Only a camera run settles it, and the footage will also show you the material and the depth.
Is trenchless lining always the better choice?
No. Lining works beautifully where the existing pipe still holds its shape and its grade, because the liner follows the host pipe. Where a line has sagged into a belly, separated at an offset joint or partially collapsed, a liner reproduces the defect rather than curing it. The camera inspection tells us which situation you have. Anyone offering lining before looking inside the pipe is selling a method, not a solution.
Do I have to strap a water heater that is already installed?
Yes. State law reaches existing residential water heaters, not just new and replacement ones, for units up to 120 gallons. Bracing has to follow the California Plumbing Code, which means correct strap placement on the upper and lower thirds of the tank and anchorage into structure rather than into drywall. It is a small job, it is frequently found wrong at point of sale, and it is worth correcting before anyone inspects it.
Will I be forced off a gas water heater in Marin?
Not today, and not on the schedule some articles imply. All of Marin sits inside the Bay Area Air Quality Management District, whose zero-NOx standards phase in by equipment type and size, starting with small tank-type units in 2027 and reaching larger tanks and tankless only in 2031. Nothing obliges you to remove a working tank.
Can you repipe an Eichler in Terra Linda or Lucas Valley?
Yes, and it is a different job from a conventional repipe. There is no attic to run pipe through and no crawl space beneath, because the house is built on a slab with the original heating loop cast into it. That removes the two easy routes, so the new supply is planned around the building's actual construction, with careful attention to the existing in-slab system. We plan the route before quoting, not during demolition.
Are there rebates for a heat pump water heater here?
MCE runs the heat pump rebates that reach a Marin address, conditioned on twelve months of ownership and residency, a participating contractor filing the paperwork, and no retroactive applications. Sonoma Clean Power's water heating rebate does not apply, since MCE is the community choice provider here.
What causes low pressure in a hillside Marin home?
Two different things, and they get confused. Low flow at every fixture usually means restriction, and on older galvanized supply that restriction is mineral buildup narrowing the pipe from the inside. Low or wildly variable pressure with good pipe often points at a failing pressure-reducing valve, which is common in neighborhoods fed from higher storage zones. A gauge reading at an outside hose bib separates the two in about a minute.
How often should a sewer lateral be inspected?
If your line is clay and sits under mature trees, every couple of years is sensible, because root intrusion progresses at a rate the camera can show you. Newer plastic lines on open lots need it far less often. The value is planning: knowing a line has three or four years left lets you schedule the work around your life and your budget instead of around a backed-up bathroom.
Do you handle the district-witnessed pressure test?
Yes.
