Why does Sebastopol water behave differently than water in Santa Rosa or Petaluma?
Sebastopol does not buy its drinking water from anybody. The city runs on its own wells, a different starting point from Petaluma, where most of the supply is Russian River water delivered by Sonoma Water. Groundwater takes on whatever it moves through, so it reaches the house carrying more dissolved mineral and more fine grit than a treated surface supply does.
That shows up in our work orders long before it shows up in a lab report. Tank heaters we pull from well-supplied houses here come out heavy at the bottom, aerators load with grit, and tankless heat exchangers plate over sooner than the manufacturer's default service interval assumes.
Outside the city limits it goes further. Rural properties through the apple-country hills run their own wells and septic systems, so no utility is involved at all: the owner has the pump, the pressure tank, any treatment, and the disposal field. Two houses ten minutes apart can be plumbed on completely different terms, which is why the first question we ask here is not what broke. It is what supplies the house and where the waste goes.

Which plumbing warning signs should I act on now, and which can wait?
Some symptoms are a scheduling problem and some are a countdown. Water on a ceiling, a wall, or a floor that should be dry is the second kind. Close the main shutoff and get eyes on it, because that repair is priced by how long the water ran, not by the fitting that failed.
The rest, in rough order of urgency:
- A toilet that gurgles when the washing machine drains. Air is being pulled through a trap because the main line is restricted. Not a toilet problem, and it worsens on a predictable curve.
- Pressure that dropped everywhere at once. On city supply that points at the regulator. On a private well it more often means the pressure tank has lost its air charge and the pump is short-cycling itself to death.
- Rusty water from the hot side only. The tank is telling you about its lining and its anode rod. From the cold side it is the supply piping, which belongs in a repipe conversation.
- Rumbling or popping from the water heater. Sediment is boiling under the burner.
What can wait a week: a slow bathroom sink, a running flapper, a dripping hose bib. Worth fixing, but not deciding anything for you.
Why do water heaters wear out faster on well water?
Hardness minerals stay in solution until you heat them. In a tank they precipitate and settle over the burner, and that layer insulates: the burner runs longer to move the same heat through it, and the steel underneath runs hotter than it was designed to. That is a fatigue mechanism, not just an efficiency loss, and it is why a heater on untreated groundwater can give up years earlier than the same model on a treated supply.
Tankless units fail differently. Nothing settles, because nothing sits still. The mineral plates onto the heat exchanger in a thin, stubborn layer that chokes flow and drives the unit into flow-rate faults. The answer is descaling on a real schedule rather than the one printed on the box.

Is my gas water heater about to be outlawed here?
No, and be careful with anyone who tells you otherwise. The rules are moving, though, and Sebastopol sits in an unusual spot while they do.
Most of Sonoma County's cities are fully inside the Bay Area Air Quality Management District. Sebastopol is only partially inside it, so whether the district's appliance rules reach you can depend on where in town the property sits. That is one of the few places a Sebastopol address genuinely behaves differently from a Santa Rosa address on the same job.
Where those rules apply, BAAQMD Regulation 9, Rule 6 established zero-NOx requirements for residential water heaters in a 2023 amendment, with compliance dates arriving across 2027 and 2031 by size and equipment type. We confirm what applies to your address and unit size when we write the proposal, because the answer in spring may not be the answer in fall.
Tank, tankless, or heat pump: how should I decide?
We run every water heater replacement in this city through three questions, in order: the water, the wire, and the wall.
The water comes first here, and almost nowhere else does it get top billing. On untreated groundwater with no filtration in front of it, a condensing tankless unit is a maintenance commitment you have to actually keep. Those who keep it get an excellent result; those who will not are better served by a tank they can flush, or by treating the water first and choosing freely afterward.
The wire decides whether a heat pump water heater is on the table at all. These units generally need a 240-volt circuit, so the question becomes what the panel has left and what a load calculation says, and that is the reason water heater conversations here turn into panel upgrade conversations more often than people expect.
The wall is physical reality: clearance, venting path, condensate drainage, and, for a heat pump unit, enough air volume to draw from without turning a utility closet into a cold box. A garage on a rural property usually has all of that; a tight interior closet in an older in-town house often does not.
What is happening when the drains slow down?
A single slow fixture and a whole house slowing down are different problems, and the mistake that costs money is treating the second like the first.
One fixture is almost always local: hair and soap in a lavatory trap, grease in a kitchen branch, a failing pop-up assembly. Cabling that branch solves it. When several fixtures slow together, when the lowest drain backs up first, or when a toilet burbles as something else drains, the restriction is downstream in the main line and cabling only buys time.
The older in-town blocks give us the classic version. Cast iron waste piping scales inward over decades until the effective diameter is a fraction of the pipe's nominal size, and the rough interior grabs everything going past. On the tree-lined properties it is root intrusion instead: roots find a joint or a crack, thread in, and build a mat that catches solids.

Is this a sewer problem or a septic problem?
This question splits Sebastopol in half, and people who moved here from a city often do not know which system they are on.
In-town properties connect to the municipal collection system, and the owner is responsible for the lateral running from the house out to the connection. Beyond the city limits, properties through west county are typically on septic: a tank, a distribution system, and a leach field, all on private land and under county oversight rather than a utility's.
The symptoms overlap enough to fool people, since slow drains, gurgling, and backup at the lowest fixture happen either way. What separates them is what a camera and a locate find. A collapsed or root-choked lateral shows a visible defect at a findable depth, while a failing septic system usually looks like a clean, intact house line feeding a system that can no longer accept the volume.
We handle the house side in both cases: drains, fixtures, vents, and the line out to the tank or the connection. Tank and disposal-field work in unincorporated areas falls under Permit Sonoma, and knowing which side of that line you are on before anyone digs is worth the hour.

When does repiping beat one more repair?
Supply piping fails on a pattern, and the pattern tells you more than any single leak. On the older streets we routinely find galvanized steel supply lines that have been in the walls for generations. Galvanized corrodes from the inside out, so the first symptom is not a leak, it is falling volume: the interior diameter closes with corrosion product until two fixtures cannot run at once.
Copper has its own signature. Pinhole leaks appearing in more than one place, particularly on horizontal runs, are a system-condition signal rather than a coincidence. The second pinhole should start the conversation, because the third is already forming.
Our rule: if leaks are clustering, if the material is at the end of its service life, if pressure and volume have degraded house-wide, or if walls are already opening for another project, a planned repipe costs less disruption than the repair sequence it replaces. If one fitting failed on otherwise sound piping, fix it and move on. We tell you which one it is, in writing, with the reasoning attached.
Do I need a permit, and who issues it in Sebastopol?
More often than homeowners expect, and the issuing authority depends on your address.
Inside the city, permits go through the City of Sebastopol's Building and Safety Department, which runs an e-permitting public portal. One detail from the city's own guidance is worth knowing: an application is not considered submitted until payment is received, which is a common way for a homeowner-pulled permit to sit in limbo. Outside the city limits, the authority is Permit Sonoma.
Two state requirements ride along with water heater work anywhere in California. Seismic bracing: Health and Safety Code section 19211 requires all new, replacement, and existing residential water heaters to be braced, anchored, or strapped per the California Plumbing Code, and defines a water heater as one with a capacity of not more than 120 gallons. Energy standards: every new and replacement unit must meet Title 24, and the 2025 Building Energy Efficiency Standards took effect January 1, 2026. That cycle put new single-family construction on a single fuel baseline, requiring a heat pump prescriptively for both water heating and space heating. It did not convert your replacement into a new-construction project.
Sewer lateral replacement, repipes, gas line work, and anything relocating drain or vent piping are permit-and-inspection work too. We pull them and meet the inspector, so the file closes out under our license.
What drives the cost of a plumbing job here?
Price is mostly access, condition, and scope, and only a little the part in the box.
Access is the biggest single variable in Sebastopol. A raised foundation with a workable crawlspace is a different job from a slab, where the same run has to be rerouted overhead or through walls. On sewer work, depth matters and so does what sits on top of the line: mature landscaping, a driveway, or a patio change the restoration side far more than the pipe side.
Condition is what the camera and the pressure test find. One clean break is a spot repair. A lateral that is scaled, offset at several joints, and root-infested is a replacement or a liner, and that call gets made from an image on a screen rather than an opinion.
Adjacent systems are what surprise people. A heat pump water heater needing a new circuit brings electrical into a plumbing project, and water that is destroying appliances brings filtration into it. Neither is padding: they are the reason the first repair did not hold. Permit time and haul-away are real labor too.

Are there rebates I can still use?
Some, and the picture changed this year, so being current matters more than usual.
Sebastopol's community choice electricity provider is Sonoma Clean Power, and SCP has raised its heat pump water heater rebate for a limited period, after which it continues only for customers enrolled in the CARE or FERA bill discount programs.

What happens to my plumbing when the power goes out?
PG&E may turn off power during severe weather to help prevent wildfires, which the utility calls a Public Safety Power Shutoff. West Sonoma County sees these events, and around Sebastopol they carry a plumbing consequence that homes on city supply never think about.
A property on a private well has an electric pump. No power, no pump, no pressure. The pressure tank holds a modest reserve and then the taps go dry: no flushing, no washing, no water at the hose bibs. Tankless water heaters stop too, because the ignition and controls are electric even though the fuel is gas. A conventional gas tank with a standing pilot keeps delivering the hot water already in it, but will not refill without pressure.
The preparations are unglamorous. Confirm the main shutoff closes, keep the pressure tank's air charge checked so it delivers its full reserve, and if backup power is under consideration, size the pump load in from the start rather than discovering later that the generator runs the refrigerator but not the well.
What maintenance prevents the expensive failures?
Most of the large plumbing bills we write were preventable by something small and boring.
- Flush the water heater on a schedule the water justifies. On groundwater that generally means more often than annually, and it means pulling sediment out rather than cracking the valve for thirty seconds.
- Descale a tankless unit before it faults, not after. A unit already throwing flow-rate errors has been running restricted for months.
- Check static pressure. A failed regulator lets street pressure into the house, shortening the life of every supply hose, angle stop, and fill valve at once.
- Exercise the shutoff valves yearly. The ones that have never been turned are the ones that will not turn when it counts.
- Camera the main line periodically if mature trees sit over it. Finding roots at the intrusion stage is a cleaning. Finding them at the collapse stage is an excavation.

Does a repipe mean tearing open every wall?
No. Access gets planned to minimize openings: attics, crawlspaces, closets, and soffits carry most of a well-designed repipe, with targeted wall openings only where a run changes plane or a fixture group reconnects. On a raised foundation with a workable crawlspace, the visible disruption is usually far less than homeowners brace for.
How do I know if tree roots are in my sewer lateral?
The pattern is repetition. A line that clears easily and backs up again on a roughly similar interval is describing a root mat regrowing, not a one-time blockage. Will a water softener fix scale on my fixtures?
It addresses hardness minerals, which are the source of the scale, but does nothing for suspended sediment. That needs a filter, and many properties here want both, in the right order, with a bypass and a drain designed in rather than added on. Softening also changes the chemistry your tank sees, which is a reason to keep inspecting the anode rod.
What causes low water pressure at only one fixture?
Something local, almost always. Aerators and showerhead screens catch grit, which is common on groundwater. Angle stops left partly closed after an earlier repair are another frequent cause, as are supply hoses kinked behind a vanity and cartridge valves fouled with sediment. When the drop is confined to one fixture, the whole-house regulator is not the culprit.
Are hydro jetting and cabling the same thing?
They solve different problems. A cable cuts a channel through an obstruction and restores flow quickly, which is right for many blockages. Jetting scours the pipe wall with high-pressure water and clears grease, scale, and root fragments a cable leaves behind. Jetting is not right for every pipe, since fragile or already-compromised material has to be evaluated first.
