A service upgrade is a sequence of decisions, and most of the money and nearly all of the calendar are settled in the first two. What follows is the real order of operations here.

What makes this job in Sebastopol its own problem
Sebastopol mixes older in-town homes with rural properties on larger lots across the apple-country hills, and those two housing types produce entirely different work orders. A bungalow off the plaza may carry a mid-century service on a wall remodeled around twice, with two-wire ungrounded circuits still inside the plaster. A place along the Gravenstein corridor may have a pole-mounted service far from the house, a well pump on its own circuit, and a detached shop on a feeder nobody has opened in decades.
Water is electrical here. Sebastopol is completely dependent on its own wells, drawing from the Wilson Grove Formation aquifer rather than imported surface water, and beyond the city limits most homes pump their own. Cutting power cuts water, which changes how we schedule a shutdown and how seriously backup power deserves to be treated.
Outages are a design input. West county sees Public Safety Power Shutoffs. PG&E defines one as "a temporary outage" it calls when conditions such as "forecasted high winds," "low humidity," and "dry material on the ground" raise wildfire risk around its lines (PG&E). If a generator inlet, transfer switch, or battery is anywhere in your five-year plan, the panel is the cheapest moment to make room.
The city sits on a regulatory seam. Sebastopol straddles the BAAQMD and Northern Sonoma County APCD boundary, so which air district's rules apply depends on where in town a property sits (Sonoma County, Air Quality Districts). Appliance rules are one of the forces pushing new 240-volt loads onto county services: the Bay Area district's 2023 amendment set zero-NOx requirements for residential water heaters on dates running from 2027 through 2031 depending on size and equipment type, which the district says apply "only upon burn out of one's current equipment" (BAAQMD, Reg 9 Rule 6). Nobody's gas water heater is banned. The electric path simply keeps getting easier to choose, and a service sized for 1968 is what stands between you and choosing freely.

What the first visit covers
We do not quote a panel from a photograph. Six things get established before a number means anything.
The service rating, confirmed rather than assumed. The figure stamped on a main breaker is not automatically the service size. On older homes here we regularly find a 100-amp main behind conductors and a meter socket rated for less. The smallest rated component in the chain is the actual service.
How the service arrives. Overhead drops to a mast and weatherhead behave differently from underground laterals in conduit. A corroded riser usually means the mast, weatherhead, and service entrance conductors get rebuilt alongside the panel. An underground service that has to grow may mean trenching, which on a rural parcel can be the largest single item.
The grounding electrode system. Plenty of pre-1970s houses have a ground connection to a water pipe since partially replaced with plastic, ground rods never driven, or a bonding jumper cut during a remodel. A new panel does not create a grounding system.
The branch circuits. Two-wire ungrounded circuits stay ungrounded behind a modern enclosure, and aluminum branch conductors from the late 1960s and 1970s need specific terminations and devices. Neither problem is solved by the panel, and both are cheaper to address while it is open.
The panel line itself. Two names come up constantly on houses built between the 1950s and the 1970s: Federal Pacific Stab-Lok and Zinsco. The problem with both is supply. Neither is in production and listed replacement breakers are not manufactured, so insurers and inspectors flag them on sight.
Everything you plan to add. A heat pump, a heat pump water heater, an induction range, a hot tub, a charger, an ADU, a battery. We would rather size once for the decade than have you buy two upgrades eight years apart.
Symptoms bringing people here are mundane and worth taking seriously: breakers tripping when the dryer and microwave overlap, lights dimming when the well pump starts, no open spaces, warmth or a burning smell at the cover, buzzing at the meter. Scorching or heat through the dead front is a stop-using-it-and-call situation.
The load calculation, and three questions that follow
The calculation is the argument. Everything after it is execution.
For an existing home it is not a tally of every nameplate. It derives a general lighting and receptacle load from floor area, adds small-appliance, laundry and fixed-appliance loads, counts the larger of heating or cooling once, then applies demand factors, because no house runs everything at the same moment. That is why adding a heat pump and a charger to a 100-amp service does not automatically fail. Anyone quoting a service size before running it is guessing with your money.
Does the calculated load fit the existing service? If it does, you may need no service upgrade at all: a panel replacement at the same rating because the enclosure is obsolete or full, or only a subpanel to gain spaces. Those are far smaller jobs and we would rather sell you one.
Can the existing equipment legally carry a new panel? The mast, meter socket, service conductors, grounding, and clearances get judged here. An adequate calculated load still means a service upgrade when the equipment feeding it is undersized, unlisted, obstructed, or corroded past use.
Does anything upstream of the meter have to change? The moment that answer is yes, PG&E joins the project and the calendar stops being ours alone.
Those answers produce four outcomes: no upgrade, panel swap at the same rating, full service upgrade, or load management instead of an upgrade. The fourth is the one most homeowners have never been offered.

Load management uses listed hardware to keep two large loads from drawing simultaneously, holding computed demand under the existing rating. A circuit-sharing device between a charger and a dryer is the simple version. A smart panel monitors and sheds continuously, which can let a modest service take on appliances a static calculation would reject. We are a SPAN Certified Installer, so when a SPAN smart panel is genuinely the right answer we install it to the manufacturer's specification rather than improvising around it. PG&E now points customers toward meter-mounted smart panels as a way to add large appliances without overloading an existing panel, while noting that ADUs, larger load additions, and outdated or unsafe equipment still require a traditional upgrade (PG&E, PanelBoost).
This is also where cost stops being mysterious. What drives the price is not the brand of breaker. It is the service rating you land on, overhead versus underground, whether the mast gets rebuilt, trenching, relocating the meter, building a grounding electrode system from nothing, replacing an undersized feeder to an outbuilding, and whether generator or battery hardware is in scope.
The permit, and who issues it for your address
Every service panel upgrade is permitted work, and in Sebastopol the first question is who issues it, because that varies by parcel.
Inside the city limits, permits go through the City of Sebastopol Building & Safety division. The city takes most applications through its e-permitting Public Portal, still requires hard copies for some types, and notes that "Applications are not considered submitted until payment is received" (City of Sebastopol). Outside the city limits, the authority is Permit Sonoma. This trips up more people than any other part of the process, because a Sebastopol mailing address is not the same thing as a Sebastopol city address.
The inspection is not decoration. It is the deliverable, because PG&E will not energize a rebuilt service without the jurisdiction's sign-off. Skipping the permit removes the only mechanism that restores your power, and it resurfaces at sale or appraisal.
One rule works in your favor, statewide. Where a charger is part of the project, California Government Code section 65850.7 requires every city and county to "adopt an ordinance... that creates an expedited, streamlined permitting process for electric vehicle charging stations," and to "administratively approve" such an application "through the issuance of a building permit or similar nondiscretionary permit." Review is ministerial. The statutory clock is in Government Code 65850.71. For an application covering at least one but not more than twenty-five stations, it is deemed complete five business days after submission and deemed approved twenty business days after that (California Government Code 65850.7). PG&E's half of the job
The dividing line is the point of connection. PG&E owns the service conductors and the meter. You own the meter socket, the panel, and everything downstream. If the service rating changes, or the meter moves, or an overhead drop becomes an underground lateral, the utility has work of its own and an application has to be filed.
PG&E's guidance is to bring in a licensed electrical contractor to plan the service renovation and to connect with the utility early. Once an application for service is submitted, PG&E assigns a representative within five business days who becomes the point of contact (PG&E, Building & Renovation). How new service equipment must be built, located, and made accessible is set out in the utility's own construction standards (PG&E, Greenbook Manual Online), and building to them the first time is the difference between one meter-set appointment and three. This step sets the calendar, which is why "how long does the install take" and "when can you do it" have different answers.
Install day
For a straightforward replacement the work is one day, with power off for most of it. On a well-served property that means no water, so fill what you need the night before.
The order on site is consistent. The meter is pulled and the service goes dead. The old enclosure comes off. New service equipment goes on, plumb and at the right height, with the mast or lateral rebuilt if the survey called for it. Grounding electrodes are driven or connected and the bonding is made up. Branch circuits get landed, and this is where the survey pays for itself, because circuits that were short, spliced in a wall, or terminated on the wrong conductor all surface at once. Terminations are torqued to the manufacturer's published specification, a real failure point when skipped. Then the directory is written accurately, a small thing homeowners use for twenty years.
Surprises are normal: a meter socket no longer listed, a mast that fails as soon as it is loaded, a bathroom circuit that turns out to feed a shed. We flag them as they appear rather than after the fact.

Inspection, reconnect, and closing the job
The jurisdiction inspects, city or county depending on the parcel. Concealed work may need a rough inspection before the final; a straight service change is usually one visit. The sign-off releases the reconnect, PG&E restores power and seals the meter, and the permit is finaled rather than left open.
The first year, and what maintenance means
Panels are not appliances and do not need annual service the way a furnace does. Sebastopol's west-county setting is cooler and more coastal than inland Santa Rosa, though summer still brings warm stretches, and damper coastal air is harder on exterior enclosures. On an outdoor panel or meter main, watch for corrosion at the seams, a dead front or gasket that no longer seals, and rust bleeding from a hinge or knockout.
The rest is short. Keep the code-required clear working space in front of the panel clear: no shelving, no stored boxes, no cabinetry built over it during a remodel. Test GFCI and AFCI devices on the schedule printed on them, and update the directory whenever a circuit is added or moved. Have terminations checked after the first full heating and cooling season, since thermal cycling can relax a connection that was correct on install day. And treat a repeatedly tripping breaker as information, because it is reporting an overload or a fault.
Where we work, and what else lands on the same panel
We cover downtown Sebastopol, the Gravenstein corridor, and west county. In town the work is tight sites, older services, remodeled walls, and meter relocations close enough to a neighbor to need a conversation. Out of town it is long service runs, detached buildings, and well pumps.

What the incentive picture looks like right now
Panels are rarely the rebated item. The panel is the enabling work that lets rebated equipment exist, so it belongs in the conversation while you are choosing a service size. All of it is worth re-confirming at project time.
Sonoma Clean Power runs an enhanced heat pump water heater rebate that is time-limited; once it steps down, the rebate is available only to customers on the CARE or FERA bill discount programs. Sonoma Clean Power also runs a smart-charger enrollment program rather than an installation rebate, paying a bill credit and a sign-up bonus for enrolling an eligible Wi-Fi connected charger, with eligible devices currently limited to WallBox and ChargePoint models (Sonoma Clean Power, EV Chargers). Here the charger model decides whether you can enroll, so that choice is not purely electrical.
California's 2025 Building Energy Efficiency Standards took effect January 1, 2026 (California Energy Commission), and their strongest prescriptive baselines apply to new construction, which is not the same as a replacement requirement.
How to choose an electrician for panel work in west county
Ask whether they will perform a load calculation and show it to you. Ask which agency permits your specific parcel, because someone who does not know whether your address is city or county has not looked. Ask whether the price includes the utility application and the coordination of the disconnect and reconnect. Ask what happens if the mast, meter socket, or grounding fails inspection, and get the answer before the wall is open. And ask whether they hold a C-10 electrical license.

It is nearly always the enabling work rather than the rebated item, so the funding attaches to the heat pump or the water heater that made the panel necessary and the electrical work rides inside that project. Sonoma Clean Power runs those programs, each with its own eligibility.
Will a new panel fix my old ungrounded two-wire outlets?
No. A modern enclosure feeding original two-wire circuits leaves those circuits ungrounded. Correcting them means pulling new conductors or applying the specific remedies the code allows for existing installations. It is separate work, far cheaper while the panel is already open, and we price it as its own line.
My house is on a well. What happens to my water during the work?
The pump stops when the power does, so plan for no running water through the working day and store what you need beforehand. The same dependency applies during a Public Safety Power Shutoff, and that is the reason we ask west county clients whether a generator inlet, transfer switch, or battery belongs in the scope while the enclosure is already open.
How long does the whole process take, from first visit to reconnect?
The install is typically one day. The schedule is driven by the permit and by the utility's sequence, since an application for service brings PG&E's timeline into the project. We file early, keep the permit and utility dates aligned, and give you a realistic window. Simple swaps with no service change move considerably faster.
