That third path is load management. A listed device, either a standalone controller or a smart panel such as a SPAN, keeps two large loads from drawing at the same moment, so calculated demand stays under what the existing service carries. Where upsizing would mean trenching a new lateral or relocating the meter, that is the difference between a contained job and a large one. It depends on the loads and on what the building official accepts.

The scope, and what moves the price

We publish no figures, because a number without a scope is meaningless and no two panel jobs here have the same scope. What is useful is knowing the variables, so you can read any proposal and tell whether the work is really the same.

Overhead or underground. An overhead service means a mast, a weatherhead and a riser, replaced if undersized for the new rating. An underground service can mean trenching a new lateral, where length, what sits on top and what gets restored are all work.

Whether the panel stays put. The largest single swing. A replacement in place is contained. A relocation, forced by clearance or by a utility requirement on the meter, adds a feeder run, penetrations, patching and finish repair.

The construction. On a slab-on-grade house with an open-beam ceiling and no attic, every new circuit takes a route someone will look at forever. Surface conduit, a chase, a soffit, or a subpanel placed to shorten runs all price differently.

How many circuits get touched. Landing existing circuits in a new panel can trigger arc-fault or ground-fault protection on some of them. A house with knob-and-tube remnants or ungrounded two-wire circuits carries more of that than a 1998 tract house does.

What else happens the same day. Adding an EV charger in Novato, a heat pump circuit, or a battery-ready backfeed position while the panel is open costs meaningfully less than three separate mobilizations. Same on a solar interconnection: if a system is coming, specify the panel for it now.

Finish repair. Stucco, siding, drywall, paint. Someone is doing it, and a proposal silent about it is not cheaper. It is incomplete.

Install day

The power comes off. That is the shape of the day, and we say so when scheduling, because people plan around refrigerators, home offices and medical equipment.

The meter comes out under utility authorization, the old panel comes off the wall, and the new enclosure gets set. Mast and riser work happens here on an overhead service, lateral and conduit work on an underground one. New service conductors get landed, grounding electrode conductors get run, the bond to the water system is re-established, and every branch circuit is terminated.

Two things separate a good install from a fast one. The first is labeling: a directory reading "bedroom" on six circuits is not a directory, so circuits get identified, traced where the old labels are wrong, and written down accurately. The second is torque, because terminations tightened to the manufacturer's specification prevent the loose connections behind most heat damage inside panels.

If a battery, a generator transfer switch or a subpanel is in the scope, the interconnection and backfeed position are handled while the panel is open. PG&E may turn off power during severe weather to reduce the risk of its equipment causing a wildfire, through the program it calls a Public Safety Power Shutoff, and on the wooded edges of Novato standby power is a common reason a panel job happens at all. Inspection, and the utility resealing the meter

The permit closes with an inspection, and until it passes the work is not finished no matter how good it looks.

Requests go through the same portal. The city's guidance is that only issued permits can be scheduled and that whoever requests the inspection must be a listed contact on the permit record, and the Building Division states it strives to provide next-day inspections when it can. The inspector checks what is easy to skip: conductor sizing against the service rating, the grounding electrode system, bonding, breaker sizing against the circuits they feed, arc-fault and ground-fault protection where required, working clearance as installed, and labeling. Afterward, incentives, and what the panel wants from you

Rebate paperwork happens at the end, and it helps to know what a panel upgrade does and does not qualify for.

There is generally no consumer rebate for a service panel by itself. Incentives in Marin attach to the electric appliance the bigger service makes possible rather than to the service, so MCE's heat pump rebates pay toward a heat pump or a heat pump water heater and nothing toward the panel feeding it. Budget it as its own cost.

Rate plans deserve a look the same week. PG&E's electric vehicle rate plans come in two shapes. EV2-A uses a single meter covering both the house and the car, off-peak from midnight to 3 p.m. daily. EV-B requires a second, dedicated meter separating vehicle usage from household usage, and that second meter is an electrical scope decision, so it belongs in the install conversation rather than a later bill. A third plan, E-ELEC, is built for homes adding an EV, battery storage or a heat pump, and trades a Base Services Charge for lower per-kilowatt-hour prices.

Maintenance is light but not nothing. Keep the working space in front of the panel clear permanently, because a fence or stored boxes added later turn a compliant installation into a code problem. Test GFCI and AFCI devices with their own buttons, and treat a repeatedly tripping breaker as information.

The Novato areas we work in

Hamilton. Housing built out on the old airfield site is comparatively recent, with modern wiring methods and equipment in reasonable condition. The constraint is capacity, not condition: those panels were sized for a gas-appliance house and filled fast once a charger and a heat pump arrived.

Ignacio, Pleasant Valley and the later subdivisions. Consistent 1980s and 1990s construction, frequently 100 or 125 amp services that suited the original appliance set and no longer suit.

Choosing an electrician for this job

Ask whether they examined the meter, the service conductors and the grounding electrode system, or only the panel door. Ask to see the load calculation and which planned loads it includes, because a quoted panel size with nothing behind it is a guess. Ask what happens if the panel has to move. Ask who files the permit and with which authority. And ask who coordinates the inspection and the utility reconnection.
