Built in waves, and each wave plumbs differently

Most plumbing advice online assumes every house is the same box with the same pipe running through it. Corte Madera makes that assumption expensive. The town sits at the low end of central Marin where flat neighborhoods meet the bay margin and marshland, and its older streets climb the hill above. Those two settings were built in different decades with different materials, and they fail in different ways.

So before recommending anything we establish what the supply piping is, what the drain and lateral piping is, and whether a person can reach either. What follows is organized by the kind of house you have.

The flats: postwar tract houses on low ground

The flat neighborhoods, including the streets around Cove School, are largely a postwar and mid-century product: single story, attached garages, shallow crawl space or slab.

Supply lines in the oldest of them are galvanized steel, and galvanized does not fail by bursting. It closes. Rust builds inward until a three-quarter-inch pipe passes water through an opening closer to a pencil. Owners read that as a pressure problem and shop for a booster pump. It is a diameter problem, and new pipe is the only real fix. Drains of the same era are cast iron, and laterals leaving these houses are frequently clay or early plastic with jointed sections.

Low ground compounds it. Cameraing a lateral on the flats, we routinely find standing water sitting in the belly of the pipe instead of a clean flow line, and fine root hair entering at joints rather than at one crack. Flat runs have very little fall, so a joint that separated slightly will not drain past the defect. That is why a cable that clears the line in December is back at the same spot by February.

Christmas Tree Hill and the older upper streets

Christmas Tree Hill is the older part of town in feel and in fabric: smaller, tighter, built into a slope, reached by narrow lanes and stairs, added onto in stages rather than delivered as a tract.

All of that changes the job. Crawl spaces are partial and stepped, so a run that is simple under a flat house becomes three separate access problems. Additions mean the piping is not one system but two or three spliced together, and the splice is usually where the trouble is. We open hillside walls and find copper joined to galvanized at a fitting that has been corroding at the dissimilar-metal connection for decades. Water heaters live in closets sized for a smaller tank than anything sold today, which is why a hillside replacement turns into a venting and clearance conversation instead of a swap.

Slope changes the water itself. A hillside address and a flat address can sit on the same distribution system and see very different static pressure. We gauge at a hose bib before specifying a regulator, since one set for the wrong side of town guarantees either weak fixtures or early failure of connectors. Laterals up here also run long and steep, which is good for flow and hard on joints.

Remodeled houses: the old half still in the walls

A third category cuts across both. Plenty of local houses have been through serious remodels, and near the commercial corridor by The Village there is newer and rebuilt stock as well. They look modern and are frequently half old underneath: new fixtures tied into original branch piping behind the finish, with an original lateral out to the street. The finished half performs and the untouched half fails, so our first diagnostic question here is what was actually replaced and what was merely reconnected.

What is failing, and what the symptom is telling you

Weak flow at one fixture is usually an aerator, a cartridge or an angle stop. Weak flow everywhere at once is either a pressure regulator that has given up or a supply system that has narrowed. Rust-colored water on the first morning draw points at galvanized supply or a tank nearing its end. Hot water running out sooner than it used to is sediment occupying volume at the bottom of that tank. A drain that gurgles when another fixture runs is a venting problem, not a clog. Several fixtures backing up at once, especially the lowest ones, points past the house drain and out at the lateral. Trouble that appears only after heavy rain means groundwater entering through a defective joint.

Repair or replace, in four steps

We walk four options on every decision, in order, with the homeowner.

First, is the failure at a fitting or in the pipe body? A failed valve or a cracked closet flange is a component. A pinhole mid-run is the pipe telling you about the rest of the pipe.

Second, is this the first time? The same location for the third time in two years is a defect, and cabling it again is buying time at full price.

Third, what is the material and how much life is left in it? Galvanized supply and jointed clay lateral have a known end state. Copper, PEX and modern plastic lateral do not fail on a schedule.

Fourth, what does it cost to reach this twice? If getting to the pipe means opening finished ceilings or cutting a driveway, replacing the whole run while it is open is a small addition and returning later is not.

Access is the factor that usually decides it

Two houses can need identical pipe and price very differently, and it is almost never the pipe. Garage water heater location, continuous crawl space and an open side yard make a straightforward day. Partial crawl, an interior closet install and nowhere to stage material is the same material list plus labor. We walk the site rather than quote from a phone description.

Water heaters, and a rule changing underneath them

Water heater replacement is the most common plumbing project in this town, and the one where the rules are moving.

All of Marin County sits inside the Bay Area Air Quality Management District, so households here are covered by BAAQMD Regulation 9, Rule 6, the district's nitrogen oxides rule for natural gas fired water heaters. Its 2023 amendment established zero-NOx requirements for residential units, with a schedule running across 2027 and 2031 by unit size, which the district states applies "only upon burn out of one's current equipment". No existing gas appliance is banned, and we confirm what is in force the day we write your proposal.

Two state requirements apply regardless. Seismic bracing is statutory: Health & Safety Code section 19211 requires all new and replacement water heaters, and all existing residential water heaters, to be braced, anchored or strapped per the California Plumbing Code, and defines the appliance as a unit with a capacity of not more than 120 gallons. California's 2025 Building Energy Efficiency Standards then took effect January 1, 2026 per the California Energy Commission. That cycle set a single fuel baseline for new single-family construction, with heat pumps prescriptively required for water and space heating alike, which is not a mandate on your replacement.

If a heat pump unit is on your list, the deciding factor is usually electrical. These commonly need a dedicated 240-volt circuit, meaning a load calculation and, in plenty of older houses here, a service that has to be looked at first. Cast iron and plastic drains fail differently

Cast iron scales. The interior wall roughens and effective diameter shrinks, and solids and paper then catch on the roughness instead of sliding past. A cable punches through the obstruction and restores flow without touching the cause. Hydro jetting scours the wall itself and lasts far longer, but cast iron that has thinned in places will not survive it, so we camera the line before jetting rather than after.

The sewer lateral needs its own permit

Sewer service here is provided by Sanitary District No. 2, which on the Town's district page describes its service area as the Town, limited areas of the surrounding communities of Larkspur and Tiburon, and certain unincorporated land within Marin County. The district, not the Town building counter, is the authority for the pipe between your house and the main. Its permit list covers repair of an existing sewer lateral, installation of a new sewer lateral, new connection to a sewer main, installation of a grease trap or interceptor, and certain residential or commercial remodels that impact the sewer lateral.

Read that last item twice, because it catches people mid-project. Work that changes what the lateral carries can pull the lateral into scope on a job that began as a kitchen. Found at rough inspection, that is a schedule problem. Found during planning, it is a line item.

The district also publishes homeowner assistance: a low income grant program, a private sewer lateral pilot grant program, and a private sewer lateral loan program, each with an application on its page. Two permitting authorities in one small town

Plumbing inside the building envelope is permitted by the Town of Corte Madera Building Division, and the Town schedules building permit inspections through an online Building Permit Inspection Portal. Anything on the lateral or the connection to the main runs through the sanitary district. If the address is unincorporated county land rather than inside town limits, the building authority is the Marin County Community Development Agency instead. Getting that right on day one is the difference between an inspection that happens and a rejected application.

Where the money actually goes

We do not publish prices, because a price without the house attached is a guess. What moves the number, roughly in order: access, which on a hillside address can be the single largest variable. Then extent of pipe, since replacing a run is not proportionally dearer than replacing a section once the wall is open. Then material and method, meaning copper versus PEX on supply, or spot repair versus trenchless on a lateral. Then restoration, regularly underestimated, because opening plaster, tile or concrete means putting all of it back. Then permitting, where two agencies means two processes. Rebates and programs that apply here

Incentives in Marin are a different set from the ones in Sonoma County, and pages that blur the two waste homeowners' time.

Marin Water, the operating name of Marin Water, supplies the town and runs the conservation programs that touch plumbing directly. Its current list includes a rebate for hot water recirculating systems, which cut the water wasted waiting for hot water to reach a distant fixture, discounted smart water monitors through partnerships with Moen and Flume that send usage data and leak alerts to a phone, and a discount on laundry-to-landscape graywater systems. Terms are set by the district, so confirm status on their page before buying equipment.

Sonoma Clean Power's water heating rebate serves its own Sonoma County customers, so it is not a path from here. MCE is the community choice electricity provider in Marin and its offerings change, so we check what is open when we quote.

Repiping, pressure and water treatment

A repipe is the answer when the supply system itself is the problem rather than a fitting on it: galvanized, or copper producing pinholes in more than one place. We run repipes in copper or PEX depending on the house, the routing available and the owner's preference, and on a hillside address routing usually decides. Where layout permits, we stage the work to keep water on overnight rather than leaving a household dry.

Pressure regulation belongs in the same scope. A house with a failed or absent regulator chews through supply connectors, fill valves and appliance hoses, and the owner experiences that as bad luck instead of one correctable cause.

Water treatment is the third piece, and we take a narrower view of it than most. We publish no hardness figure for this town, because the only number worth quoting comes from your supplier's own water quality reporting. Where testing at your tap shows a treatable issue we install and service filtration and conditioning equipment. Where it does not, we say so and save you the equipment.

Gas piping, fixtures and the smaller work

Maintenance that pays off here

Know where your main shutoff is, and confirm it turns, before the day you need it. Older valves seize in the open position, and finding that out during an active leak costs you the only ten seconds that mattered. Flush the water heater on a schedule so sediment does not occupy volume you are paying to heat. Scope the lateral once if it has never been looked at, and again if mature trees sit over the run: autumn is the sensible time, since a defect found in dry weather is a planned repair and the same defect found in a February storm is not. Power shutoffs and what stops working

Hillside parts of town sit in the elevated fire risk landscape PG&E addresses through its Public Safety Power Shutoff program, under which the utility turns off power during severe weather to help prevent wildfire. A tankless water heater has electronic ignition and controls, so it produces no hot water without power. Sump and sewage ejector pumps stop, which matters most in exactly the low-lying spaces that need them. A standard atmospheric-vent gas tank will usually keep delivering the hot water already stored in it, an input into the tank-versus-tankless decision that rarely gets mentioned.
