The ground under part of Corte Madera is still moving
This is the most important thing a Corte Madera homeowner can know about their water heater, and almost nobody is told it.
A significant part of this town was reclaimed from San Francisco Bay marsh and tidal lands. The Town's own General Plan flooding chapter records that the bayside neighborhoods of Mariner Cove and Marina Village were built on filled baylands in the 1950s and have settled up to four feet since construction as the bay mud and former marsh solids consolidate under the weight of what was built on them. It projects up to two further feet of settlement by the end of the century. Land subsidence is listed alongside tides, precipitation and sea level rise as a factor in local flooding, and portions of the town sit in FEMA Special Flood Hazard Area zones AE and VE.
Three consequences follow for a water heater, and they are practical rather than theoretical:
Restraint anchoring has to be into sound structure. A tank strapped into a wall that has moved with the building is not restrained the way the inspector assumed when it passed years ago. On a settled property, we check what the straps are actually anchored to rather than confirming that straps exist.
Connections take stress over time. Differential movement works on rigid gas and water connections. Flexible connectors and proper support matter more here than on stable ground.
Elevation is a real design question in the flood zones. Where a property sits in a Special Flood Hazard Area, how high the appliance sits above the floor is not a stylistic choice, and a like-for-like swap that ignores it is a missed opportunity at best.
If you are on the hill side of town rather than the bayside fill, most of this does not apply to you, which is exactly why it is worth knowing which Corte Madera you live in.

The rest of the picture
The air rule sits on top of all that, and here it interacts with the ground in a way it does not elsewhere. Rule 9-6 is enforced at the point of sale, sorting appliances into years between 2027 and 2031, and a compliant replacement will in practice be a heat pump unit. Heat pump units are bulkier and want air volume around them. On a bayside property already thinking about how high the appliance should sit above a flood level, that is two constraints pulling on the same few feet of floor, and it is better planned than discovered.
The town is also largely a single mid-century build-out, with much of the housing dating to around 1960. That has a straightforward implication: supply lines, venting, panels and water heaters across whole streets reach the end of their service lives on a similar clock. Planning a replacement beats reacting to one.
Signs your water heater needs attention
Rust on the hot side only. The tank's glass lining has failed and the steel beneath is corroding. Not repairable.
A wet patch under the tank. A tank that leaks is done, and no repair changes that. In a low-lying property, where that water goes matters more than usual.
Straps that are loose, or anchored into something that has moved. Worth checking directly on the bayside fill.
Hot water running short. Sediment reduces usable capacity, and a failed element or deteriorated dip tube produces the same symptom.
Rumbling while heating. Sediment on the tank floor flashing water to steam.
Temperature that swings. Usually a thermostat or gas control valve, both repairable.
Twelve years or more. Ten to fifteen is the normal range, and with much of the town built in one wave, a lot of Corte Madera equipment reaches that mark together.

What fails
The tank. A glass-lined steel vessel whose survival depends on the anode rod inside it. Once the anode is spent and the lining fails, corrosion reaches steel. Replacement only.
The anode rod. The cheapest life extension available and the item almost nobody has checked.
Restraint anchoring. Distinct from the strap itself. On settled ground, what the anchor is fixed into is the part that matters.
Rigid connectors under differential movement. A ground-movement failure mode rather than a wear failure mode.
Thermostats, gas control valves, and heating elements. Parts, not appliances. Worth replacing on a tank with life left in it.
The temperature and pressure relief valve. Its whole job is to open. A valve that weeps, or one somebody has capped, gets corrected the same visit.

Tank, tankless, or heat pump in Corte Madera
A conventional gas tank is the lowest-disruption replacement today. With the 2027 date approaching, a gas tank fitted today is probably the final gas appliance that house will hold.
A tankless gas unit carries a specific advantage on unstable ground and in a flood zone: a wall-mounted unit fastened into sound framing is a smaller mass to restrain than a full tank, and it sits above the floor by design. The offsetting requirements are a larger gas supply line and dedicated venting.
A heat pump water heater is the most efficient option, carries the current incentives, and is the direction of code travel. It needs a dedicated 240-volt circuit, adequate air volume, and a location that makes sense given the property's flood exposure.
The electrical question
The electric route needs its own 240-volt circuit, which the gas unit it replaces never did. Permits and code in Corte Madera
Water heater replacement requires a permit through the Town of Corte Madera Building Division; unincorporated Marin permits through the Marin County Community Development Agency.
Earthquake restraint leads the inspection, and in this town it deserves genuine attention. California Health and Safety Code section 19211 requires "all new and replacement water heaters, and all existing residential water heaters" up to 120 gallons to be braced, anchored, or strapped per the California Plumbing Code. On ground that has settled several feet, the question is not only whether straps are present but what they are fixed to.
Past the strapping, the inspector works through a list of ways a water heater can hurt somebody. The relief valve has to be free to discharge, through correctly sized pipe of the right material, ending where nobody can cap it or valve it shut. A system closed off by a check valve, pressure regulator or backflow device has nowhere to put thermal expansion, so an expansion tank joins the scope whether or not one was there before. Gas units add combustion air, venting, draft hood clearance and the rise on the connector. Title 24 then reaches the pipe insulation, under standards in force since January 2026.
On the bayside fill one of those matters more than the rest. A discharge line has to terminate somewhere safe, and "safe" on a property that has settled several feet is not always where the original installer put it.
Unpermitted work does not save money. It turns into something you have to disclose when you sell, and it removes the one outside check that the work was safe.
Rebates for Corte Madera homeowners
