In Corte Madera the ordinance sets the scope before the pipe does
Most towns treat a sewer lateral as a private pipe nobody thinks about until it backs up. Corte Madera does not. Collection here is run by Sanitary District No. 2, which "was incorporated on January 21, 1901, and was re-incorporated as a subsidiary district to the Town of Corte Madera (Town) on January 15, 1969." It "provides sewage collection services for the Town, limited areas of the surrounding communities of Larkspur and Tiburon, and certain unincorporated land within Marin County." The agency governing your lateral is therefore neither the county nor a regional utility. It is a district attached to the Town.
That district adopted Ordinance No. 45, the Private Sewer Lateral Ordinance, and it is the most consequential rule on this page. It requires an inspection of the private lateral when any of four things happens, worth reading in the order they actually catch people.
First is a property transfer. The requirement applies "when a property is sold or has any transfer of property title," with a 180-day compliance period attached. If you are listing a Corte Madera house, the lateral is now part of the transaction whether or not the line has ever given you trouble. Second is a building permit, for improvements valued at or above the ordinance's stated threshold measured cumulatively across three years, or any permit that involves legalizing or constructing an accessory dwelling unit. A kitchen remodel and a bathroom remodel two years apart can add up to an inspection nobody planned for. Third is a failure event, when "sewage overflow, malfunction or other public health threat occurs." Fourth is triggered by the agencies themselves, when sewer mains or the roads above your lateral are rebuilt as a capital project.
The consequence is easy to miss. Here the question is rarely whether the pipe needs work. It is when your trigger fires, and whether you want to find out under a 180-day clock with a buyer waiting.

Compliance is a pressure test, not a video
This is where the local path diverges from what homeowners expect, and it changes which repair is the right repair.
The District's sequence runs from a check of whether the property is exempt, through a CCTV inspection performed by the contractor, a submitted inspection report, a pressure test application, any repairs the line needs, and a final test witnessed by District staff. Its position on the outcome is direct: a Certificate of Compliance "is only granted after passing a pressure test." Clean video is the diagnostic step, not the finish line.
Mechanically, those are different questions. A camera shows the inside surface of the pipe. A pressure test asks the whole run, joint by joint, to hold. A lateral can look acceptable on video and still leak at a dozen mortared clay joints that have each crept apart a fraction of an inch. Groundwater gets in, which is the infiltration problem every collection district in central Marin spends money on, and sewage gets out.
So a spot repair that would satisfy a homeowner in a town without a lateral ordinance often will not close a compliance file here. One crushed segment under a driveway with sound pipe either side is a targeted repair, and it will test. Old jointed material end to end is different, because patching the worst joint only relocates the leak. We scope against the test the District will run, not the symptom that prompted the call.
What fails under a Corte Madera yard
The town is largely mid-century and older, and the material under the lawn usually matches the era of the house.
Vitrified clay is the classic. It is chemically durable and will outlive almost anything, but it arrives in short sections with mortared joints, and the joints are the failure point. Roots do not drill through clay. They find a joint that has opened slightly, follow the moisture, and thicken until they hold back everything else. Cast iron scales from the inside, which narrows the bore and gives paper and grease something to catch on, then channels along the bottom and eventually perforates. Bituminized fiber conduit, the tar-and-pulp pipe sold through the postwar building decades, does not crack so much as soften and lose its round shape, and nothing you push down an ovalized section will restore it. Early plastic runs are the best news on the list, though we still find them separated at a poorly bedded joint.
The soil adds a signature. Low, flat ground near the creek and the bay margin settles, and pipe in it moves. The hillside lanes fail differently: long runs with real elevation change, crossing terrain nobody would choose to hand-dig today.

Symptoms worth a camera inspection

- Sinkholes, soft spots or settling pavers along the line's path
One of those alone can be a branch problem. Two together, in a house of this town's typical vintage, is a lateral conversation. If cabling is all that has ever been done, that matters too, because drain cleaning removes an obstruction without changing the condition that created it.
Continuity, roundness, grade, access
We run every lateral through four questions before recommending a method, ordered so that a failure at any one rules out the options below it.
Continuity asks whether the pipe is unbroken from the house to the connection at the main. Separated joints, missing sections and offsets where one length has dropped below the next all break it, and a liner needs a host pipe to line. Roundness asks whether the bore is still circular, because a cured liner takes the shape of whatever it cures against: line an oval and you get an oval with a new surface. Grade asks whether the pipe falls consistently toward the main, and it decides most jobs in this town. Access asks where equipment can get in, since any trenchless method needs a launch point and a receiving point, which a steep or hemmed-in lot may not offer.
Answer those four and the method picks itself. Skip them and you get whichever method the contractor happens to own.

Grade is the factor that usually decides the method
Buildings on the low ground here are engineered for soil that moves. Pipe is not. A lateral works entirely on gravity and needs a steady fall of roughly a quarter inch per foot at standard residential sizes. Remove an inch of support in the middle of a fifty-foot run and you have a belly: a dip where solids drop out of suspension, settle, and begin collecting whatever follows.
Here is the part homeowners are rarely told. Cured-in-place lining does not fix a belly. The liner is a resin-saturated tube inverted or pulled into the existing pipe and cured against it, so it reproduces the host pipe's path exactly, sag included, minus a little diameter. Pipe bursting shares the limitation for a different reason: the bursting head follows the old pipe, fracturing it outward and drawing new pipe into the same corridor. It replaces the material without re-establishing the fall.
Only an open trench lets us re-bed the pipe on new compacted material and reset the slope. On a line with a genuine belly the answer is to open the ground over that segment even when the rest of the run suits a trenchless method. Combining approaches is common and usually the least expensive route to a line that passes: open-cut where the grade is gone, trenchless where the pipe is simply old. It is also why we survey depth and slope before quoting. A price written from the symptom instead of the survey is a price that changes.
What drives the cost of sewer repair in Corte Madera

Permits, and who issues which one
The District is explicit about what needs a permit. Its list covers repair of an existing sewer lateral, installation of a new sewer lateral, and a new connection to a sewer main. Essentially every version of this job is permitted work, including the ones some contractors treat as maintenance.
Permits for the house side go through the Town of Corte Madera's building permit process. If your property sits in the unincorporated Marin County land the District also serves, the building authority is the Marin County Community Development Agency rather than the Town, a distinction worth settling at the start rather than mid-job. Anything reaching into the public street pulls in the Town's public works side as well.

Rebates and incentives: what exists and what does not

Keeping a lateral out of trouble
Know where your cleanout is and keep it reachable. Think about what is planted over the line, judged by where those roots will be in ten years rather than today. Keep the compliance paperwork too, since the certificate is time-limited and knowing its date stops the lateral from becoming a surprise later.
