What is being decided
A stopped drain looks like one problem with one answer. Open it. In practice you are choosing between two jobs that share a first hour and then diverge completely: a maintenance clearing that ends when the water runs, and a repair that starts when the camera shows why the water stopped. Bad outcomes on drains rarely come from the wrong cable. They come from nobody separating those two jobs before the invoice was written.
Napa gives you an unusually clean way to make that separation, because the sewer system here draws a hard line through the middle of the problem, and that line sits at a fitting in your own yard.
The boundary-first drain decision
Three questions, in this order. Answer them out loud with whoever is standing in your utility room, and you will not get surprised later.
One: which side of the property-line cleanout is it on? In the city of Napa, the sanitary sewer is run by Napa Sanitation District, and NapaSan splits every service in two. Its own FAQ puts it plainly: each sewer lateral has two components, a "Lower lateral (District's responsibility)" and an "Upper lateral (Property owner's responsibility)," and "the cleanout is typically located behind the property line and is the connection point between the upper and lower lateral" (NapaSan, sewer system FAQs). NapaSan also states that when a problem is reported, a district crew member "will come out and inspect the public sewer main and lower lateral, free of charge." That is the most valuable sentence on this page. Before authorizing excavation, you can find out whether the failure is even yours.
Two: is this a blockage or a defect? A blockage is material sitting inside a sound pipe. A defect is the pipe itself: an offset joint, a crushed section, a belly holding standing water, root mass through a seam. Cabling and jetting answer the first properly and the second temporarily. A line that stops twice in a season is telling you it is the second kind, and that conversation moves to sewer repair in Napa rather than another clearing.
Three: will the pipe survive the method that clears it? The question most often skipped. Vitrified clay with a longitudinal crack, or the bituminous fiber pipe we still occasionally pull out of a mid-century yard, will not take what a sound ABS building drain takes. Method gets chosen against pipe condition, which is a second reason the camera earns its keep on a main line.

What fails, by where it sits
Calls sort into zones, and the symptom names the zone before anyone arrives.
A single fixture running slow while everything else drains normally is local: hair and soap film in a lavatory or tub trap arm, or a kitchen line glazing over with cooled fat. The kitchen version is the most preventable failure in residential plumbing. NapaSan's guidance is direct: "Never pour oil or dispose of fats and grease down the drain," because even flushed with soap and hot water it firms up again as the water cools downstream (NapaSan, sewer overflow prevention).
A dishwasher that will not drain is its own category. The air gap on the counter deck stops drain water siphoning back into the machine, and the short hose running from that air gap to the disposal inlet is a debris trap by design. Too long, kinked, or looped, and it holds food waste until it plugs. It presents as a dishwasher fault and usually is not one.
Several fixtures slow at once, gurgling from a toilet when the washer discharges, or waste appearing in the lowest fixture in the house, means the building drain or the lateral is restricted. Nothing upstream will fix that, and running more water in makes the mess worse.
Repeat stoppages in the same run point at roots or a defect. NapaSan names the cause set exactly: "Most sewage overflows occur when sewer lines are blocked by roots, grease, debris, or breakage." Roots find the pipe through joints and cracks, and in a dry Napa summer they chase the only reliable moisture in the yard, which is why root calls cluster late in the season on the older streets rather than in the wet months when people expect plumbing trouble.
Then there is the category that is not a drain problem at all. Hot water slowing to a trickle at one fixture is a supply-side symptom: aerator debris, a failing angle stop, or sediment in the tank. The City of Napa runs its own water system on three separate sources, so mineral content varies with which treatment plant is operating, and it shows up as scale inside appliances rather than as a stoppage in the waste line. If the complaint is flow rather than drainage, the fix lives in water heater service in Napa, not in a drain cable.
Choosing the method

Cabling opens a channel. Jetting restores the pipe's original bore. On a kitchen line cabled four times in three years, the cable is not failing, it is doing exactly what it does: making a hole through a deposit that is still there. On a clay lateral with a cracked hub, jetting will get you flow and will also tell you, by how fast the line reloads, that you are managing a defect rather than fixing one. Neither tool is the good one. The pipe decides.

Permits, code and who has jurisdiction
Clearing a stoppage is maintenance. It carries no building permit requirement anywhere in the county, and a contractor who says otherwise is worth a second opinion.
Replacing, rerouting or extending drain, waste and vent piping is permit work. Inside the city, that goes through the City of Napa Building Division, whose submittal and plan review process is published on the city's own permits page. Outside city limits, unincorporated parcels go through Napa County Planning, Building and Environmental Services.
Jurisdiction gets a second layer for anything touching the sewer itself. The upper lateral is yours to maintain and repair. The lower lateral and the main belong to NapaSan, and work there is theirs, not a private contractor's. That boundary is not a technicality: it decides who is paying.
Properties not on the public sewer land somewhere else entirely. Napa County's Well and Onsite Wastewater Treatment group "is responsible for regulating wastewater treatment and disposal systems in the unincorporated area of Napa County and parcels not served by public sewer located within city limits" (Napa County PBES). On septic, a house that drains slowly at every fixture is frequently not clogged at all. It is a tank overdue for pumping, or a saturated leach field pushing back. Cabling a house line into a full tank accomplishes nothing.
What drives the cost
No two drain calls price the same, and the variables are physical.
Access. A house with an accessible exterior cleanout is a straightforward job. A house without one means pulling a toilet or working through a roof vent, which adds labor and puts a fixture at risk. Adding a proper cleanout is often the highest-return plumbing purchase an older Napa home can make.
Where the blockage sits and how deep. A trap arm is minutes. A restriction seventy feet out under mature landscape is a different scope, and depth drives everything about a repair.
Method. Cabling and jetting are not interchangeable line items, and a jetter is a different machine with a different setup.
Pipe material and condition. Sound ABS takes aggressive clearing. Deteriorated clay, cast iron scaled to half its bore, or fiber pipe needs a gentler approach and more diagnostic time.
Restoration. Excavation under a driveway, patio or mature landscaping carries a putting-it-back cost that has nothing to do with plumbing and often exceeds the pipe work.
Whose side it is on. If the failure is in the lower lateral, the answer is a call to the district, not an invoice from us. For owner-side repairs, financing options let the scope be the right one rather than the cheapest one.

Rebates and incentives, and where drain work fits
Direct answer: we have not found a program at any level of government that pays toward drain clearing, and we would not expect one. Drains are maintenance and repair, and the public incentive money in Napa is energy money.

Where this touches a drain job is timing. If a repair already has the floor open near the water heater, that is the moment to look at whether a heat pump conversion makes sense, because it usually wants a 240-volt circuit and enough service capacity to carry it. If the panel is the constraint, an electrical panel upgrade in Napa belongs in the same planning conversation rather than a separate one a year later. Program terms change often, so we confirm what is open when your project is scheduled instead of quoting from memory.
Maintenance that prevents a backup
Most of what gets sold as drain maintenance does nothing. Four things work.
Keep fat out of the kitchen line. Wipe pans before they reach the sink. This is the single highest-value habit in the house, and it is free.
Flush paper only. NapaSan is unambiguous that even products "labeled 'flushable' should not go down the drain," and lists baby wipes, bandages, hair, kitty litter, make-up pads and sanitary products as trash rather than toilet items. Wipes do not break down, they braid together, and they collect on any root or offset already in the line.
Skip caustic drain openers. They sit on a stoppage they cannot dissolve, they generate heat against pipe and trap seals, and they turn a routine clearing into a hazardous one for whoever opens the line next. Mechanical clearing solves the actual problem.
Camera a known-bad line on a schedule instead of reacting to it. If your lateral has produced roots once, cutting them again is management, not repair, and the interval between failures shortens each time. Scheduled jetting on a kitchen line with a history follows the same logic. Both fit into a maintenance plan alongside the rest of the house.
One more, specific to a small number of Napa homes. If a below-grade bathroom or laundry is served by a sewage ejector or grinder pump, that pump is electric and it stops when the power does. PG&E may call a Public Safety Power Shutoff when severe weather raises wildfire risk, and outages in the hills around town are a normal planning assumption. Know where that pump is, and stop using what it serves while it is down.

The Napa neighborhoods and areas we work
Downtown Napa and the older streets around it hold Victorian and early-twentieth-century housing, and the plumbing history under those homes is layered: original drainage, a mid-century remodel, a modern kitchen, sometimes three materials in one run. Cast iron scaled to a fraction of its diameter and clay laterals with root intrusion at the joints are the working assumption there, not a surprise. The low ground near the river keeps the soil around those laterals damp, and roots go where the water is.

Browns Valley runs west of town, and much of south and east Napa is newer subdivision stock, where the common finds are ABS with a settled belly holding standing water and construction debris sitting in a line since the house was built.

How to choose a contractor for drain work
Four questions separate a technician from a salesperson.
Ask which license class covers the work. Drain and sewer work is C-36 plumbing, and any contractor should name their class without hesitating.
Ask where the blockage was, in feet from the access point, and which side of the property line it sits on. Anyone who actually cleared your line knows both, which makes this the question that surfaces whether a diagnosis happened at all.
Ask to see the camera footage on your own screen, not described to you, and ask for a surface locate with it. Knowing a defect exists is not the same as knowing where to dig.
Ask what happens if the line does not clear. The answer should exist before the work starts, not after.
Then be careful with any replacement recommendation made without a camera. Root intrusion at one joint and at every joint look identical from the cleanout and lead to completely different scopes. So does a partially collapsed section next to sound pipe. A full lateral quote written off a backed-up sink is a priced guess.

How do I know whether the clog is mine or the district's?
NapaSan divides each lateral at the property-line cleanout, with the house side belonging to the owner and everything downstream belonging to the district. NapaSan says a crew will inspect the main and the lower lateral at no charge when a problem is reported. Making that call before hiring anyone to dig is the cheapest possible first move.
Do I need a permit to have a drain cleared in Napa?
No. Clearing a stoppage is maintenance work and carries no permit requirement. The threshold is replacement: once piping is being replaced, rerouted or extended, the job needs a permit through the city's Building Division inside Napa, or through the county for unincorporated parcels. Recurring stoppages in one run mean either a persistent source, such as roots entering through a joint, or a physical fault holding waste in place, such as a belly or an offset. Clearing it again resets the clock without changing the underlying condition. A camera run ends the guessing.
Can hydro jetting damage an older pipe?
It can if the pipe is already compromised and the operator does not check first. That is why sequence matters more than pressure: assess condition, then choose the method. On sound clay, cast iron or ABS, jetting is safe and thorough. My house has no exterior cleanout. Does that matter?
Yes, and it will keep mattering. Without one, access to the main line means pulling a toilet or working from the roof vent, which adds time and puts a fixture at risk on every call. Installing a proper cleanout gives every future technician a direct path into the line and is worth doing at the same time as any other main-line work.
What if my property is on septic instead of the sewer?
Then a whole-house slowdown is usually a tank or field problem rather than a pipe problem. Napa County's environmental health group regulates onsite wastewater systems in the unincorporated area and for parcels within city limits that are not on public sewer. Confirm the tank's pumping history first, because clearing a house line that discharges into a full tank changes nothing.
How often should a Napa main line be cleaned?

Does slow water flow mean I have a drain problem?
Usually not. Slow flow out of a fixture is a supply-side symptom and points to an aerator, a valve or sediment in the water heater.
