Napa is not fed by a regional wholesaler the way most North Bay cities are. The city runs its own water system, drawing on three separate sources that do not all run year round. Add a downtown built generations before anyone imagined a 240-volt water heater, and plumbing here stops being a generic trade problem and starts being a Napa one.

This page walks a Napa plumbing job the way it actually happens: the first visit, the measurement that decides the scope, the permit, the quote, install day, inspection, and what you do afterward. The technical material lives inside those steps, because that is where a homeowner runs into it.

What the first visit covers

A symptom is a starting point, not a diagnosis. The first visit is spent working backward from what you noticed to what is causing it, and most of that work happens away from the fixture you called about.

No hot water, or not enough of it. On a tank heater the usual culprits are a failed thermocouple or gas control valve, a burned-out element on an electric unit, or a broken dip tube that lets cold water short-circuit straight to the outlet. Rumbling and popping means sediment has built a layer on the tank floor and the burner is boiling water trapped underneath it. One slow drain versus several. A single slow fixture is almost always local: hair and soap in a lavatory trap, grease and food solids in a kitchen line, a failed pop-up assembly. When two or more fixtures on the same side of the house slow together, the blockage has moved into the branch or the main. When the lowest fixture in the house backs up while an upstairs shower drains, or a toilet gurgles every time the washing machine discharges, the problem is downstream of the building and we stop guessing and put a camera in the line.

Discolored water on the first draw, or pressure that dropped over years. In the older streets near downtown we routinely find galvanized steel supply lines, and galvanized fails from the inside out. The pipe narrows with corrosion until the shower on the second floor drops off whenever someone starts a load of laundry. That is not a fixture problem and no aerator cleaning fixes it.

Water pressure that is too high, or that bangs. A failed pressure regulator lets street pressure into the house, which shortens the life of every supply hose, fill valve and cartridge in the building. Once a check valve or regulator makes the system closed, a water heater has nowhere to push against as it heats, and the thermal expansion has to be absorbed somewhere.

A gas smell, or an appliance that keeps shutting itself down. Gas work is its own scope and its own inspection, and it is one of the places where a licensed C-36 plumber and a general handyman are genuinely different things.

A fixture that is just worn out. Cartridges, stems and hose assemblies wear on a schedule. Plenty of the calls we take in Napa end with a part replaced and the customer told the manufacturer still owes them a warranty on the body of the faucet, which costs less than the alternative and is what we would want told to us.

What changes the answer to nearly all of these is where in Napa the house sits. Downtown and the streets around it hold Victorian and early-twentieth-century homes with crawlspaces, cast iron and clay drainage, tight utility closets, and mature street trees standing directly over the sewer lateral. South and east Napa run newer subdivisions where the water heater is in the garage, the drainage is plastic, and there is room to work. Same city, same code, completely different job.

The measurement that decides the job

Every plumbing decision worth making is downstream of a number somebody has to go get. This is the step people skip, and it is the step that determines whether the install goes cleanly.

Water heaters. Sizing is not gallons, it is first-hour rating against how the household draws hot water. Then the constraints: gas line capacity and the vent for a gas unit, and for a heat pump water heater a 240-volt circuit and enough surrounding air volume to work in. That circuit is the sticking point in a lot of Napa houses, because it means a load calculation and sometimes an electrical panel upgrade before the plumbing is even in play. We do both trades, so that conversation happens once rather than as a surprise the week after.

Tankless. A tankless unit is sized by flow rate at a design temperature rise, not by the tank it is replacing. It also demands gas volume that a line sized for an old 40-gallon tank frequently cannot deliver, so a larger gas run and a new vent path are part of the real scope more often than not. Sewer laterals. We camera the line and we locate it, which gives us four things: the material, the depth, the grade, and the exact position of the defect relative to the driveway, the sidewalk and the tree. A clay lateral with root intrusion at the joints, an offset where two sections have shifted, and a belly holding standing water all look similar on a symptom sheet and call for three different repairs.

Repipes. Static pressure at the hose bibb, fixture count, and the routing available through attic, wall or crawlspace. In a downtown house with plaster walls and no attic, the route is the whole project.

Out of that we get a framework we use on nearly every call, and it is worth knowing because it lets you check our reasoning. Call it the repair, replace, or reroute test, and it is three questions.

1. Is the failure at a joint, or through the body of the pipe? A failure at a joint is usually a repair. A failure through the wall of the pipe means the material itself has reached the end, and the same failure is coming everywhere else on that run. 2. Is the failing material still practical and legal to join to? Some materials you can cut and couple all day. Others you can only transition away from. 3. Does the rest of the run share that material and that age? If it does, spot repairs buy time at increasing cost per month of time bought.

If you take one technical idea off this page, take that one. The deciding factor in a Napa plumbing job is almost never the fixture you called about. It is what the existing pipe is made of and what it lands on at either end: the gas line, the electrical panel, or the lateral out to the street.

The permit, and why Napa's process is its own thing

Inside the city limits, permits go through the City of Napa Building Division. The city's own permits and plan review page states that "Over the counter permits are issued for projects that do not require plans," and lists "furnace and water heater change-outs" and "electrical service change-outs" among the examples. A straight water heater replacement is an over-the-counter permit. A repipe that opens walls, a water service replacement, or an accessory dwelling unit can land in a plan review track instead, and scope decides which line you are in.

The part that catches people out: the same city page states in capitals that "THE CITY DOES NOT HAVE AN ONLINE PORTAL FOR SUBMITTALS." Applications are handed across a counter in person, and that counter is not open five days a week. This is not a complaint, it is a scheduling fact, and it is the single biggest difference between how a Napa job and a Petaluma job get sequenced. We plan the counter trip into the timeline instead of discovering it on install morning.

If your address is outside the city limits, you are with Napa County Planning, Building and Environmental Services instead, and the process inverts. The county states that as of January 1, 2024, all building permit applications are handled digitally through its Online Permit Center. Two authorities a few miles apart, opposite intake systems. Knowing which one your parcel falls under before anything is ordered is part of our job, not yours.

Seismic bracing on water heaters. California Health and Safety Code section 19211 requires that "all new and replacement water heaters, and all existing residential water heaters" be braced, anchored or strapped to resist falling or horizontal displacement, following the California Plumbing Code. The statute defines a water heater for this purpose as one "with a capacity of not more than 120 gallons." This is not a local preference an inspector may or may not care about. It is state law, and it applies to the heater already in your garage.

Title 24 energy standards. Every new and replacement water heater has to meet California's energy standards, either prescriptively or through performance modeling. The 2025 Building Energy Efficiency Standards took effect January 1, 2026 per the California Energy Commission. That cycle set a single fuel baseline for new single-family construction, with heat pumps prescriptively required for water and space heating alike. It did not convert your replacement into a mandatory fuel switch, and anyone telling you otherwise is extending a new-construction rule past where it reaches.

The air district rule, which is the live one. Napa is fully inside the Bay Area Air Quality Management District, so Regulation 9, Rule 6 applies here. The 2023 amendment established zero-NOx requirements for residential water heaters, with compliance dates arriving across 2027 and 2031 by size and equipment type, and tankless units sitting in the last of those groups. Nobody is banning your gas water heater. What is true is that the requirement is moving, so we confirm what is in force on the day your project is permitted rather than quoting last year's version of the rule.

What the quote is made of, and what can offset it

We give you a price before work starts, and it helps to know what is driving that number.

Access. A crawlspace you can sit up in and a crawlspace you can army-crawl through are different jobs on the same drawing. A water heater in a downtown hallway closet on the second floor, reached through a doorway narrower than the tank, is a different job from the same tank standing in a garage in south Napa.

What the existing system is made of. Joining to modern material is quick. Transitioning off galvanized or cast iron means fittings, careful support, and a real chance that the pipe next to the one you cut is in the same condition.

Whether another system has to change. A like-for-like swap touches one system. A fuel switch or a tankless conversion pulls in gas sizing, venting, condensate, or a 240-volt circuit and a panel load calculation. That is the largest single swing in a residential plumbing quote and it is entirely knowable in advance.

For sewer work, length, depth, and what is on top of the line. A shallow run through open lawn and a deep run under a poured driveway with a mature tree between the house and the street are not the same repair, and the surface restoration is often the larger half of it.

Permit and inspection scope, and disposal of what comes out.

On the incentive side, Napa's community choice provider is MCE, not Sonoma Clean Power, so the Sonoma County programs you may have read about do not apply at a Napa address. MCE runs a heat pump water heater rebate, and its own heat pump rebates page sets the eligibility: it is for "MCE customers who own and have lived in their single-family detached homes for at least 12 months in MCE's service area," and the work has to be done by a licensed contractor from MCE's list of professionals who offer the rebate. There are timing conditions attached as well, including a twelve-month window around other electrification projects such as solar, battery storage or EV charging, so sequencing matters if you are planning more than one upgrade.

Install day

The work starts with locating and labeling your main shutoff, because a surprising number of Napa homeowners have never found theirs and the day of a repair is a poor time to learn.

On a water heater, that means draining and removing the old unit, setting and strapping the new one to code, running the temperature and pressure relief discharge to an approved termination, fitting a drain pan where the location calls for one, adding thermal expansion control where the system is closed, and verifying combustion air and venting on a gas unit or condensate routing on a heat pump unit. The strapping and the relief line are the two items most often done wrong by whoever came before, and we replace both as a matter of course rather than reusing what is there.

On a repipe, the day is mostly routing and access. We open what we have to open, run the new system, pressure test it, and hand off a defined patching scope so you are not left wondering who closes the walls.

On a drain, the tool follows the diagnosis. Cabling clears an obstruction. Hydro jetting scours the pipe wall back to full diameter and is the right call on grease-laden kitchen lines, and the wrong call on a fragile old clay lateral where the pipe is doing well to hold its own shape. On a sewer lateral, the camera footage decides between a spot repair at a single defect, a trenchless replacement pulled through the existing path where depth and alignment allow it, and open-cut replacement where they do not. Inspection

Permitted work gets inspected, and we schedule it and meet the inspector rather than leaving that to you. It is worth understanding what gets looked at, because the list is short and consistent, and it doubles as a way to audit any plumbing work done on your house in the past.

On water heater and gas work, inspectors look for correct seismic strapping at both the upper and lower third of the tank, a relief valve discharge line of the right material running to an approved termination, combustion air and a properly sized and pitched vent, sediment trap and support on the gas piping, approved connectors, and thermal expansion control where a check valve or regulator has closed the system. On drainage and repipe work it is approved materials and fittings, correct venting, proper support spacing, and a pressure test held while the inspector watches.

We find failed versions of nearly all of those in Napa houses, usually from work done years ago without a permit. If a previous owner replaced a water heater and there is no strapping on it, that is not a code technicality. It is the thing state law is specifically about.

After we leave

Maintenance on plumbing is unglamorous and it is where the money is.

Flush a tank water heater annually to clear sediment before it insulates the burner from the water. Have the anode rod checked, since it is a consumable part whose whole purpose is corroding so the tank does not. Descale a tankless unit on an interval set by what is forming on the heat exchanger, not by a generic chart. Check the pressure regulator, which fails quietly and takes fixtures with it. If your lateral has a root history, put it on a camera interval rather than waiting for the next backup. Replace braided supply lines at fixtures before they let go, and shut off and drain hose bibbs before a cold snap.

There is a Napa-specific reason not to treat last year's interval as gospel. The city's supply comes from three sources. Lake Hennessey is the major local source, Milliken Reservoir is described by the city as "a seasonal source of supply used in the high-demand summer and early fall period," and the city added imported State Water Project supply delivered through the North Bay Aqueduct as a third source. What arrives at your meter in October is not necessarily what arrived in March. We set intervals from what we find on your equipment, which is the only measurement that describes your house. Where we work in Napa, and what changes street to street

Downtown and the surrounding older streets. This is the oldest housing in the city, the blocks around Main Street where the Napa Opera House stands. Expect crawlspaces, galvanized supply, cast iron and clay drainage, tight closets that were never meant to hold a modern appliance, and mature street trees standing over the lateral. Almost every repipe and lateral replacement we do in Napa comes from this part of town.

Alta Heights. Hillside, east of downtown and above the valley floor. Elevation changes what static pressure does at the fixture and lengthens the runs between the house and the street, and hillside laterals move over time in ways flat-ground laterals do not.

Browns Valley. West of the city center, a mix of eras rather than one, which means we walk each house rather than assume the neighborhood.

South and east Napa. Newer subdivisions, garage or exterior water heater locations, plastic drainage, and panels with more room in them. These are the houses where a heat pump water heater conversion tends to pencil out on the electrical side without a fight.

One more thing that applies across the hills around the city: PG&E's Public Safety Power Shutoff program can cut power for extended periods during severe weather. Plumbing consequences follow directly. A tankless water heater needs power for its ignition and controls, a heat pump water heater needs power to run at all, and sump and sewage ejector pumps stop the moment the circuit goes dead. If you are on a hillside parcel, that belongs in the conversation when you choose equipment, not after.

How to choose a plumber in Napa

Ask which license class the company holds. Plumbing is C-36 in California, and it is a fair question to put to anyone quoting your work.

Ask whether they are pulling a permit, and whether they know the city counter takes submittals in person. The permitting answer should be specific, because Napa's counter takes submittals in person and that affects the schedule.

Ask whether they will camera a sewer line before quoting a sewer repair. Quoting a lateral off symptoms alone is guesswork with your driveway as the stake.

Ask whether a heat pump water heater proposal includes a load calculation on the electrical panel. If it does not, the number you are looking at is incomplete.

Ask what they think can wait. A company that returns from every visit with an all-must-go list is selling, not diagnosing.

Do I need a permit to replace a water heater in Napa?

Yes. Inside the city, the Building Division treats a water heater change-out as work that does not require plans, so it is issued over the counter rather than routed through plan review. Outside the city limits, the county handles it through its own building permit process. Either way the installation is inspected, and the permit is what makes that inspection happen.

Can I apply for a Napa building permit online?

Not for a City of Napa address. The city's permit page states that it has no online portal for submittals, so applications are delivered in person during counter hours. Napa County works the opposite way: since January 2024 the county has taken building permit applications digitally through its Online Permit Center. Which system applies depends entirely on whether your parcel is inside or outside city limits.

Are gas water heaters being banned in Napa?

What does a heat pump water heater need that my current one does not?

Two things most often: a 240-volt circuit backed by a load calculation on your panel, and enough surrounding air volume for the heat pump to draw from. It also produces condensate, which needs somewhere to go. In newer south and east Napa homes with garage installations those conditions are usually met. In a downtown interior closet they frequently are not, and we say so before you order equipment.

Why is water pressure low in my older Napa house?

The most common cause we find in the older parts of town is galvanized steel supply piping corroding inward until the effective diameter is a fraction of what it started as. A failing pressure regulator or a partly closed shutoff valve will do it too, and those are cheap to rule out. If the drop came on gradually across years and gets worse when a second fixture runs, suspect the pipe itself.

How do I know whether my sewer lateral needs cleaning or replacing?

You do not know until somebody looks. A camera inspection distinguishes a blockage that clears from a structural defect that does not: root masses entering at joints, sections that have shifted out of alignment, and low spots holding water each show up clearly on video. Repeat backups at the same interval after cleaning are the strongest sign the pipe has a structural problem rather than a debris one.

What is involved in repiping an older home downtown?

Route first. In plaster-walled houses with crawlspaces and no usable attic, deciding where the new lines travel is most of the engineering, because it dictates how much wall gets opened. From there it is running and pressure testing the new system, transitioning at the meter and at each fixture, inspection, and a clearly defined patching handoff so you know who is closing what.
