What Windsor water does to a heat exchanger
Windsor runs its own water system rather than buying everything wholesale. Winter temperature rise decides whether you like the result
Almost every complaint about tankless traces back to sizing rather than to the appliance.
A tankless unit stores nothing. It heats water as it moves through, and its capacity is stated as gallons per minute at a given temperature rise, meaning how many degrees it can lift the water arriving at the house. Rise is target temperature minus incoming temperature, so the same appliance delivers fewer usable gallons per minute in January than in August, because January water starts colder. Size it on summer water, or on whatever number the brochure leads with, and it will disappoint the first cold morning. We size against winter. It is the least glamorous decision in the project and the one that determines whether you are happy with it.
Simultaneous demand is the other half of the arithmetic, and it has to be your household rather than a generic one. Two showers running while the dishwasher fills is a materially different appliance from one shower at a time.
Windsor has a real advantage on the third variable. In-town properties sit on a municipal system with steady pressure and predictable delivery, which we cannot assume everywhere we work. The burner tracks measured flow, which means an unsteady supply arrives at the tap as unsteady temperature. On town water that problem largely does not arise. On the rural parcels outside the town limits it very much does, because a private well's pump and pressure tank cap the available flow, and a system that comfortably satisfies a slow-refilling tank can still fall short during simultaneous draws.
Fuel is the last input. These appliances are built around one fuel. Swapping between natural gas and propane is not something settled on the morning of the install, and an electric whole-house unit usually asks for more service capacity than a retrofit can find. Where simultaneous demand is high, two units in parallel are sometimes a better answer than one oversized appliance, because they buy redundancy and a wider modulation range.

Which air district covers your address changes the gas answer
Windsor is one of a small number of places in our service area that does not sit cleanly inside a single air district. Sonoma County records the town as only partly covered by the Bay Area Air Quality Management District, with the Northern Sonoma County Air Pollution Control District covering the rest, and the county publishes the district boundaries.
This reaches a tankless page for a simple reason: a gas tankless unit is gas water heating equipment, so it sits under the same rule wherever that rule applies, though the district gives tankless units a 2031 date rather than the 2027 date for small tank water heaters. The 2023 amendment to Rule 9-6 sets standards at the point of sale, sorted by appliance across 2027 and 2031, with tankless in the last group. The Northern Sonoma district's rules are its own.
So whether you can still install a gas tankless unit in Windsor depends on your address and on where the amendment lands. We settle that as part of the quote rather than over the phone. Nobody should be telling you your gas water heater is banned, and nobody should be promising you the requirement will never reach your street.
What goes wrong, in the order you notice it
Scale is the dominant failure path on this water, and it arrives in sequence. First the unit stops keeping up at higher flow, which usually reads as a shower that feels weaker rather than cooler. Then temperature wanders during a draw. Then error codes appear. Owners describe the last stage as sudden, but the first began a year or two earlier and went unremarked. Ignition and flame sensing faults are common and usually less serious than they sound, often tracing to maintenance intervals or combustion air rather than a failed component. The cold water sandwich, a brief burst of cooler water between two draws while the unit fires again, is a characteristic of the technology rather than a defect, answered with a small buffer tank or a recirculation arrangement. A gas tankless unit still needs electricity

Is tankless the right call for your Windsor home?

It keeps a tank, so it needs the space, a dedicated 240-volt circuit, and adequate air volume. Windsor's hot summers suit it, because a heat pump water heater pulls warmth from the surrounding air and performs better in a warm garage than a cold basement. What the inspection is checked against:
- The gas supply and its sizing, verified against the appliance's input rating rather than assumed from the old tank.
- The venting system, including material, route, and termination clearances.
- Combustion air at the appliance location.
- Condensate handling on a condensing unit, including neutralization where required.
- Temperature and pressure relief discharge of correct size and material, properly terminated, with no valve and no threaded end.
- Mounting and seismic restraint. California Health and Safety Code section 19211 reaches "all new and replacement water heaters, and all existing residential water heaters" up to 120 gallons and requires them braced, anchored, or strapped per the California Plumbing Code. A wall-hung unit weighs a fraction of a filled tank, and the fixings still have to reach framing rather than stop at the drywall.

Skipping the permit does not save money. It leaves an unpermitted gas appliance to disclose at resale and removes the independent check that the installation was done safely.
