What usually leads to a panel upgrade in Windsor
Panel upgrades here usually start as some other problem. The air conditioner and the oven will not run together in August without the main tripping. A charger quote came back with a line about a service upgrade being required first. A solar company said there is no room on the bus for a backup breaker. Or a home inspector wrote a paragraph about the panel, and it has to be resolved before a sale closes.
Windsor produces a particular version of that call, because the housing splits cleanly in two. The town grew substantially from the 1980s onward, so much of the stock is subdivision construction with a breaker panel that suited the loads of its decade: a gas furnace, a condenser, a range, a dryer, little else. Those panels are usually not defective. They are full. The older homes nearer the town center are a different situation, with smaller services, fewer spaces, and equipment installed long before anyone imagined a house charging a car overnight. Summer sharpens both, because Windsor runs hot like the rest of the inland Sonoma corridor and a service that copes in April becomes the constraint in July.

What is actually failing behind the cover
"The panel is too small" is shorthand for at least five separate conditions, and they do not share a fix.
The bus is physically full. A spaces problem, not a current problem. It shows up as tandem breakers squeezed into positions the panel was never listed to accept, or two conductors landed under a single screw designed for one. Such a panel has no clean way to take another two-pole 240-volt circuit, which is exactly what a charger, a heat pump, or a heat pump water heater needs.
The bus is heat damaged. Where a breaker clips onto the bus stab, a slightly loose connection makes heat, heat builds oxide, oxide raises resistance, and resistance makes more heat. The failure feeds itself. The tells are discoloration on the stab, a breaker that feels loose when seated, or a hot plastic smell near the enclosure.
The service is undersized, not the panel. The panel is one link in a chain. The overhead drop or underground lateral, the meter socket, the mast, and the service entrance conductors each carry their own rating. Putting a 200-amp panel on the original 100-amp conductors is a bigger box on the same wire.
A service connection has degraded. Lights that brighten on one side of the house while dimming on the other when a pump or compressor starts is the signature of a compromised neutral or a loose main lug. It reads like a lighting problem and it is not one.
The panel line is out of production. When a manufacturer stops building a panel, listed replacement breakers stop being available. You cannot add a circuit to a panel you cannot buy a breaker for, and fitting a device not listed for that enclosure is not something we will do.
One distinction is worth carrying into the conversation: a branch breaker tripping points at that circuit, while the main tripping points at total demand across the service. Homeowners describe both as "the breaker keeps going," and they lead to different work.
Four questions that decide a Windsor panel job
Capacity. What does a written load calculation say, rather than what does the panel's age suggest? The method adds the general lighting and receptacle load derived from floor area, adds fixed appliances at their nameplate ratings, applies the demand factors the code permits for loads that never run simultaneously, and compares the total against the service rating. It surprises people in both directions. A 100-amp service in a gas-heated house often has more usable headroom than expected, while a 200-amp service already carrying a heat pump, electric water heating, an induction range, and a car can be genuinely committed.
Condition. Capacity can be adequate while the equipment still has to go: heat damage at the bus, unavailable breakers, water intrusion at the top of an exterior enclosure, circuits with no equipment grounding conductor, or a grounding electrode system that was acceptable under an older code edition.
Clearance. A panel needs defined working space in front of it and safe access to it. Equipment that ended up inside a closet, behind a water heater, or walled in by a later remodel usually has to relocate, and relocating is a different scope than replacing in place.
Coordination. The one Windsor homeowners underestimate. A service change needs the utility to drop and restore power and the town to inspect, in a specific order, and the calendar belongs to whoever is slowest.

The load calculation is what decides it
Everything else here is downstream of that number. It is not a rule of thumb about square footage or an electrician's instinct after a walkthrough. It is arithmetic against a defined method, and it produces the service size the permit rests on.
It also answers what people are really asking, which is whether they can avoid the job. Sometimes they can. If the service has headroom and the panel simply has no open spaces, a subpanel fed from the existing service adds room for new circuits without touching the meter or involving the utility. If one new load is the only pressure, load management hardware can let a charger share capacity with another appliance instead of forcing an increase. Those paths are cheaper, and they are right more often than the trade admits. They are wrong when the plan includes a heat pump, an EV charger, and a heat pump water heater across the same decade, because three sequential partial fixes cost more than one correctly sized service.
What a smart panel changes, and what it does not
A SPAN smart electrical panel replaces the load center with one that meters every circuit and can shed selected loads on command. Ongaro & Sons is a SPAN Certified Installer, and on the right house it is a legitimate way to add a large load without increasing the service, because the panel prevents the combination that would have overloaded it rather than relying on nobody running everything at once.
What it does not do is repair an undersized service entrance, replace a failing meter socket, or substitute for a load calculation. It manages capacity, it does not create capacity. Installed over an existing service problem, it puts a better interface on that problem.

Permits, inspection, and the utility side
- Inside town limits, the permit comes from the Town of Windsor Building Division. Forms and requirements are published through the Town's Permit Center.
- The 200-amp line is a real threshold here. Launching online permitting on February 27, 2014, the Town stated that "online application and approval for the following over-the-counter permits is now available for the installation of solar systems, water heaters, furnaces, air conditioners, reroof projects, and electrical service panel upgrades of 200 amps or fewer." A larger service falls outside that category, so choosing 225 or 320 amps also chooses a different administrative route. We confirm the current process before every job.
- That channel is contractor-side. The same notice states it "is offered only to California licensed contractors registered with the Town's Building Division," through the Town's eTRAKiT system.
- Inspections are the permit holder's to request, and the window is narrow. The Town states that "it is the responsibility of the permit holder to request inspections from the Building Division as their project progresses," and that "inspections are performed Monday through Thursday, from 8:30am until 4:30pm." No Friday inspection, which is why we avoid scheduling a service change late in the week.
- Outside town limits, it is Permit Sonoma. Parcels on the fringes can be unincorporated county even when the mailing address says Windsor, and jurisdiction follows the parcel.
- The utility opens and closes the job. PG&E lists "Electric panel upgrade or replacement (max 320 Amps)" among the work covered by its disconnect and reconnect service, and "panel change/upgrade/added load" among projects handled through its Building & Renovation process. Restoration follows the local inspection clearance, and so a one-day replacement lives inside a multi-week schedule.
- Title 24 attaches to the appliance, not the panel. California's 2025 Building Energy Efficiency Standards took effect January 1, 2026, per the California Energy Commission. Where the electrical work supports a heat pump or electric water heating, that equipment carries its own compliance obligations.
There is also an air quality wrinkle specific to this town. Windsor is only partially within the Bay Area Air Quality Management District, straddling the boundary with the Northern Sonoma County APCD, per Sonoma County's air district map. BAAQMD's Rule 9-6 applies at the point of sale, with dates by appliance between 2027 and 2031, so which side of the line an address sits on changes the answer. So the electrification timing pressure felt in Santa Rosa or Petaluma is not uniform across Windsor, and we will not use a pending rule as a reason to sell you a larger service today.

What drives the price
You get a written number before work starts, and what follows is the list of things that move it rather than a publish a range that means nothing. Amperage is the first lever, and not only for hardware: staying at or below 200 amps keeps the job in the town's over-the-counter category. Service type is the second, since overhead work involves the mast and the point of attachment while an underground lateral can involve trenching, conduit, and restoration of whatever sits on top of it. The meter arrangement is the third. A combination meter-main is a different assembly than a separate socket feeding an indoor panel, and replacing a deteriorated socket adds utility coordination a panel-only swap avoids.
Location drives labor. Equipment on a garage exterior wall with clear access is straightforward, while an interior wall shared with finished space, or a panel that must move because it no longer has legal working clearance, means drywall, feeders, and a longer day. Then there is what we find behind the cover. Older Windsor homes routinely need a corrected grounding electrode system, and circuits without an equipment grounding conductor cannot simply be landed in new gear and forgotten. Modern panels bring arc-fault and ground-fault protection the original never carried, so device type and count both shift. Every conductor is identified, re-terminated, and labeled, and short, brittle, or aluminum conductors need specific hardware. Whether anything else rides on the same shutdown day, a charger circuit, a condenser disconnect, a subpanel for an ADU, changes the economics, because you interrupt power once. Rebates and incentives, and what they attach to
These programs generally pay for the appliance that created the electrical need, not for the load center. Sizing a project around a rebate is usually backward.
Sonoma Clean Power is the community choice provider for Sonoma County, and it runs an enhanced heat pump water heater rebate that is time-limited; once it steps down, the rebate is available only to customers on the CARE or FERA bill discount programs. After that, those rebates continue only for customers enrolled in CARE or FERA, and income-qualified CARE or FERA customers can receive a share of remaining project cost after other rebates apply.
On the vehicle side, Sonoma Clean Power runs a smart charger enrollment program rather than an installation rebate, paying a monthly bill credit plus a sign-up bonus to active SCP customers who enroll an eligible Wi-Fi connected charger. Eligible devices are currently limited to WallBox and ChargePoint models, with SCP noting it is working to add more. So here, the charger model you choose determines whether you can enroll, which makes the hardware decision more than electrical.
Living with a new panel
Keep the working space in front of it clear. Storage stacked against a panel is the most common fault we find on otherwise good installations, and a hazard when someone needs the main shutoff quickly. Look at the enclosure once a year, particularly outdoors: rust along the top edge, a missing cover screw, or staining below a knockout all indicate water finding a way in. Press the test buttons on arc-fault and ground-fault devices periodically, since that is the only way to learn whether they still function. Keep the directory accurate after any circuit change.
The local piece is backup power. Northern Sonoma County lived through the 2019 Kincade Fire. PG&E may turn off power during severe weather to reduce the risk of its equipment causing a wildfire, through the program it calls a Public Safety Power Shutoff, and so much panel work here is really generator or battery work in disguise. Interlocks, transfer switches, and battery systems all interact with the load center, and they are far cheaper to build in during a service change than to retrofit later. We are a Certified Generac Generator installer, and if storage is the direction you lean, the solar and battery conversation belongs in the same appointment.
Where we work in Windsor
We cover the whole town: the Town Green area, Vintage Oaks, Windsor Creek, the neighborhoods that filled in around them, and the unincorporated parcels outside the line that permit through Permit Sonoma. The pattern tracks the town's growth. Houses built from the 1980s onward usually have a modern breaker panel with an intact bus and a service constrained more by spaces than by amperage, which is where subpanels and load management earn their place. Nearer the center we more often find undersized services, missing equipment grounds, and entrance gear at the end of its useful life. On the edge of town, a private well pump is a fixed 240-volt load that belongs in the calculation from the start and one that has to keep running through a shutoff.
Choosing an electrician for this work
Ask to see the load calculation in writing before you see a price. If the answer is that they will just install 200 amps because everyone does, you are being sold a product rather than a solution. Ask whether they are registered with the Town of Windsor Building Division, since that determines which permitting path is open to them. Ask whose name goes on the permit, because a contractor who suggests you pull it as the owner is moving liability onto you. Ask what happens to the grounding electrode system and to any circuit landing in the new panel without an equipment ground, since that is where corner-cutting hides.

Do I need a permit to change an electrical panel in Windsor?

If anyone in the house depends on powered medical equipment, tell us at the estimate. Refrigerators hold fine for a day with the doors shut.
Do I need 200 amps just to add an EV charger?
Often not. Plenty of Windsor houses have enough headroom on an existing service once the numbers are run, and load management hardware lets a charger share capacity with another large appliance. What changes the answer is a stack of future loads: a car plus a heat pump plus electric water heating.
My house has a Windsor address but sits outside town limits. Does that matter?
It matters for permitting. Authority follows the parcel rather than the mailing address, so a home beyond the boundary goes through Permit Sonoma with its own process and inspection scheduling. We verify which agency has jurisdiction before applying for anything, because filing with the wrong one costs a week for no reason.
Can I keep my existing breakers?
Sometimes, and often you should not want to. Breakers are listed for specific panels, so they rarely transfer to new gear. Where a panel line has gone out of production, replacements are unavailable and that alone can force the job. New equipment also brings arc-fault and ground-fault requirements the original never carried.
Is a smart panel worth it?
It depends why you are here. If the service is sound and the constraint is running several large loads at once, a SPAN panel lets you add equipment without increasing the service, and the circuit-level data is useful through a hot Windsor summer. Compromised entrance gear is untouched by smart features.
Are there rebates for the panel itself?
Not for the load center itself. What warning signs should I not wait on?
A cover warm over one area, a hot plastic smell near the enclosure, a persistent buzz, visible scorching around a breaker, or a main that trips under ordinary summer use. Lights that surge on one circuit while dimming on another when a motor starts belongs on that list too.
Does adding a heat pump require a bigger service?
Not automatically. Modern variable-capacity equipment draws less than the resistance systems people remember, and auxiliary electric heat strips are the part that pushes the number up. The calculation, run against the actual nameplate data for the equipment being installed, gives the answer. We would rather size once than upgrade twice.
