Novato is not the same job as the rest of Marin
Your water comes from somewhere different than your neighbors' to the south. Novato is served by North Marin Water District, not Marin Water. NMWD balances local supply from Stafford Lake with imported Russian River water obtained from the Sonoma County Water Agency. That makes Novato's supply partly the same river water that Sonoma County towns run on, which is a different chemistry story from the Mount Tamalpais reservoir supply serving San Rafael, Mill Valley and Sausalito.
Practically, that means Novato homeowners should not assume a maintenance schedule borrowed from the rest of Marin. Flushing a tank and descaling a tankless unit are jobs worth keeping on a calendar here.
Hamilton Field is its own housing category. The former Air Force base has been converted to housing, and converted or purpose-built-on-a-base construction does not always follow the patterns you would expect from a normal subdivision of the same era. Utility routing, mechanical space, and electrical service can all differ from a standard tract house down the road. We look rather than assume.
Novato is inside the Bay Area air district, and the zero-NOx timetable arrives in stages rather than all at once. A small tank-type unit is in the first group, at 2027. Larger tanks and every tankless model are in the last, at 2031. Since the district notes that the only zero-NOx appliances currently available are electric ones, the practical destination is heat pump equipment, which is why the panel question below is not a side issue.
Novato covers a lot of ground. It is one of the largest cities in Marin by area, with a genuine rural edge where properties run on wells and septic. A well property is a different water heater conversation from a downtown Grant Avenue home on district supply.
Signs your water heater needs attention
Rust in the hot water and not the cold. That asymmetry is the diagnostic. It means the corrosion is inside the tank rather than in the supply reaching it, so the glass lining has failed and the steel behind it is going. There is no repair for that one.
Water collecting under the unit. A leak in the tank itself is terminal. A leak at a fitting or valve above it usually is not, so identifying the source matters before anyone quotes a replacement.
Hot water running short. Sediment reduces usable capacity, and a failed lower element or deteriorated dip tube produces the same complaint.
Rumbling or popping while heating. Water flashing to steam beneath a sediment layer on the tank floor.
Temperature that swings. Usually a thermostat or gas control valve, both repairable.
Twelve years or more on the unit. Ten to fifteen is the normal range. Past twelve, plan rather than wait.
Scorching or moisture near the draft hood. A venting problem on a gas unit, and one to have inspected promptly.
What gives out first
The tank. Steel, lined with glass, guarded by an anode rod that is designed to be eaten. When the anode is consumed and the lining fails, corrosion reaches steel. Replacement only.
The anode rod. The cheapest way to extend tank life, and the item almost nobody has checked.
Sediment build-up. A performance problem long before it is a failure. Novato's supply drops more of it than central Marin's does, and the layer that settles on the tank floor sits between the burner and the water it is meant to heat.
Thermostats, gas control valves, and heating elements. Each is a component with a part number, and none of them ends the appliance.
The temperature and pressure relief valve. Must be able to discharge. A weeping valve, or one a previous installer capped, needs correcting immediately.
Venting and combustion air. Mid-century Novato tracts have accumulated decades of alterations, and undersized vents or closets without adequate combustion air turn up regularly.

Tank, tankless, or heat pump in Novato
A conventional gas tank is the lowest-disruption replacement today. With the 2027 date approaching, a gas tank fitted now is likely to be the final gas unit in that house.
A tankless gas unit gives continuous hot water and frees floor space. Because part of Novato's supply is imported river water rather than reservoir supply, descaling belongs firmly on a schedule here. The installation constraints are gas line sizing and dedicated venting, which is where retrofit cost sits in an older home.
A heat pump water heater is the most efficient option, carries the current incentives, and is the direction the code is going. It needs a dedicated 240-volt circuit, enough air volume, and tolerance for operating noise. Novato's inland warmth makes a garage installation a good fit, better than it would be in the cooler coastal towns.
On a rural Novato property with a well, add water treatment to that conversation, because untreated hard water will shorten the life of whichever option you choose.
The electrical question behind heat pump conversions
A heat pump water heater needs a dedicated 240-volt circuit where the gas unit it replaces needed no electrical supply at all. In Novato that question splits cleanly by where you are.
East of Highway 101, in the tracts built from the 1980s onward, we usually find a garage with room to work and a panel with headroom, and the conversion is close to a straight swap plus a circuit. Nearer the original town core, and out on the unincorporated parcels, the service was sized for a much shorter appliance list and a load calculation is the only way to answer the question properly.
There is a second constraint here that has nothing to do with amps. A heat pump water heater extracts heat from the air around it, so it needs volume to draw from and somewhere for condensate to go. A Novato garage generally supplies both. A tight interior closet in an older house on the west side frequently supplies neither, and no amount of panel capacity fixes that.
We check both during the estimate rather than on installation day. Holding C-36 plumbing and C-10 electrical on the same license means the load calculation, the circuit and the appliance sit inside one project rather than waiting on a second contractor.
What drives the cost in Novato
No flat price appears here, because the same appliance in two Novato houses is genuinely two different jobs. What moves the number:
The technology. A tank, a tankless unit and a heat pump are three different installations, not three prices for one installation. Each brings its own trade with it: gas sizing for one, electrical capacity for another, nothing much for the third.

Distance and rural access on the outlying properties.
Electrical work on a heat pump conversion, gas line and venting on a tankless conversion, and water treatment where a well makes it worthwhile.
The job is priced before it is begun, and a replacement can be spread over payments.
Permits and code in Novato
Water heater replacement requires a permit. Inside city limits that runs through the City of Novato Building Division; unincorporated Marin permits through the Marin County Community Development Agency.
Earthquake restraint heads the list, under Health and Safety Code section 19211, which reaches existing residential units and not only new installations, for any standard heater up to 120 gallons where a preengineered kit exists.
The rest of the list follows the hazards rather than the paperwork. The temperature and pressure relief line has to be the right size and material and terminate correctly, with no valve and no threaded end on it. A closed system, which is what a check valve or a pressure regulator creates, needs an expansion tank. Gas equipment needs combustion air, a correct vent and draft hood clearance, and rise on the connector. And the energy standards in force are the 2025 cycle, effective since the start of 2026, which is where pipe insulation and the rest of the compliance detail on this job comes from.
Unpermitted work does not save money. At resale it becomes a disclosure, and in the meantime nobody outside the transaction has confirmed the work is safe.

Rebates for Novato homeowners
Marin County is served by MCE as its community choice energy provider rather than Sonoma Clean Power. Sonoma County water heater rebates do not apply to a Novato address, whatever a search result may suggest.
MCE's heat pump rebates are the local option, and only on the electric route. They cover heat pump water heaters for customers who have owned and lived in a single-family detached home in MCE territory for at least twelve months, require a participating contractor to file the application, and cannot be claimed retroactively. A like-for-like gas replacement attracts none of it.
The utility and state side still exists, budgets there change, and we check before quoting.
Keeping a Novato water heater healthy
Flush the tank once a year. Because Novato's supply includes imported river water rather than pure reservoir supply, this matters more here than in the southern Marin towns, and it is the single cheapest thing you can do for the appliance.
Have the anode rod inspected every few years and replaced once consumed, since that is usually what decides whether you get ten years or fifteen. If you run tankless, put descaling on the manufacturer's schedule rather than waiting for output to drop.
Operate the temperature and pressure relief valve annually so it does not stick, set it about 120 degrees, since without a mixing valve anything hotter reaches the taps as it leaves the tank, and keep the surrounding space open, because both types depend on the air around them, for different reasons. Then look at it occasionally, because rust at the base or moisture in the pan is your notice that you can still choose the timing.

Often, and it is worth establishing which before anyone quotes a replacement. Thermostats, gas control valves, heating elements, thermocouples and relief valves are all repairable parts, and a unit failing on one of those may have years left. A leaking tank is not repairable, because the leak is the vessel itself giving up rather than a component on it. Why is my water heater rumbling in a house on Novato water?
Sediment has built up on the tank floor and water trapped underneath it is flashing to steam, which is the popping and rumbling you hear. It is not dangerous on its own, but it is a symptom worth acting on, because that sediment layer insulates the burner from the water above it and makes the unit work harder for the same output.
