Signs your water heater needs attention

Discolored hot water. Rust showing only on the hot side points at the tank's interior rather than at anything in the supply. A tank at that stage is not repairable.

A wet floor beneath the heater. A leaking vessel means replacement, not repair. A leak at a fitting or valve above it usually is not, so the source needs identifying before anyone quotes a replacement.

Hot water running short. Sediment plays a part, but on moderately hard water a tank that stops keeping up is just as often a failed lower element, a deteriorated dip tube, or a unit that was undersized for the household from the start.

Lukewarm water at the taps in an Eichler or radiant-heated home. Worth separating carefully: a fault in the space heating loop and a fault in the domestic hot water can produce similar complaints when one appliance serves both.

Temperature swings. Usually a thermostat or gas control valve, and usually repairable.

It needs a dedicated 240-volt circuit and a location with enough air volume, and it makes noise while running. In a garage it is usually straightforward. In a tight interior closet, or in an Eichler with limited mechanical space and a slab underfoot, it takes a proper look before anyone promises it will fit.

For a home where one appliance serves both the taps and a radiant floor, the decision is genuinely more involved, and we would rather map the system than guess at it.

The electrical question behind heat pump conversions

That appliance needs 240 volts on a circuit nothing else is using. Plenty of San Rafael homes, particularly the 1950s and 1960s tracts, still run modest service capacity already carrying a range, a dryer, and increasingly an EV charger. Adding another 240-volt load may need a load calculation and, in some houses, a service upgrade before the water heater can go in at all.

Eichlers add their own wrinkle. Panel locations, limited wall space, and slab construction can make the circuit run less trivial than it looks on paper.

Permits and code in San Rafael

Water heater replacement requires a permit. Inside city limits that runs through the City of San Rafael Building Division; unincorporated Marin permits through the Marin County Community Development Agency.

The inspection covers a predictable set of items, and they are exactly the ones unpermitted work tends to skip. Earthquake restraint comes first, under Health and Safety Code section 19211, which reaches existing residential units and not only new installations. Then combustion air and vent connector sizing on a gas unit, the temperature and pressure relief discharge line and where it terminates, an expansion tank where the supply has a check valve or pressure reducing valve on it, drain pan and drain routing, and the gas shutoff and flexible connector. On an electric conversion the list shifts to conductor sizing, overcurrent protection and the disconnect.

From there the inspector follows the hazards. The temperature and pressure relief line must be the right size and material and must terminate correctly, with no valve in the run and no threaded end. Where a check valve, pressure regulator, or backflow device has closed the system, thermal expansion needs an expansion tank. Gas units are checked for combustion air, venting, draft hood clearance, and connector rise. Title 24 adds the energy requirements including pipe insulation, and California's 2025 Building Energy Efficiency Standards took effect January 1, 2026. Where the unit sits in a garage a car can reach, elevation and physical protection apply.

Unpermitted work does not save money. It becomes a disclosure problem at resale and removes the one independent check that the job was done safely.

Rebates and incentives for San Rafael homeowners

A like-for-like gas replacement attracts none of it.

Somewhere between 3.5 and 6.5 grains per gallon depending on the blend, scale accumulates steadily rather than aggressively. Flushing a tank annually and descaling a tankless unit on schedule keeps ahead of it. What water chemistry does not touch at all is the anode rod, the relief valve, the venting, or the circulating pump on a radiant system, all of which fail on their own timetable.

The practical upshot: in San Rafael the things most likely to shorten your water heater's life are a neglected anode rod and a fault in an associated system, rather than the mineral load alone. That changes what a sensible maintenance plan looks like.
