The tank. A glass lining over steel, kept intact by an anode rod that corrodes so the tank does not. When the anode is consumed and the lining is compromised, corrosion reaches steel. A leaking tank is replaced, never repaired.
The anode rod. The one genuinely preventable failure, and on inland water it is consumed faster than most homeowners would guess. Replaced on schedule it adds years.
Sediment. Not a failure so much as a slow tax. It insulates the burner from the water, costs efficiency, and works the tank harder for the same output.
Thermostats, gas control valves, heating elements. Worth replacing individually while the tank behind them still has years left.
The temperature and pressure relief valve. Must be able to discharge properly. A weeping valve, or one a previous installer capped, is a defect to correct immediately.
Venting and combustion air on gas units. Decades of improvisation are visible in Santa Rosa's older housing: vents a size too small, closets that never had the air to feed a burner, and shared connectors nobody would install today.

California Health and Safety Code section 19211 reaches further than most homeowners realize: it covers "all new and replacement water heaters, and all existing residential water heaters" up to 120 gallons, which means the requirement applies to the unit already sitting in your garage, not only to the one being installed.
After that the inspection follows the hazards. The temperature and pressure relief line has to be the right size and material and has to terminate correctly, with no valve in the run and no threaded end where someone could cap it. Where a check valve, pressure regulator, or backflow device has turned the plumbing into a closed system, thermal expansion has to go somewhere, which means an expansion tank. On a gas unit, the inspector checks that the appliance can get combustion air and that the venting, draft hood clearance and connector rise are right. Title 24 adds the energy requirements including pipe insulation, and California's 2025 Building Energy Efficiency Standards took effect January 1, 2026. If the heater lives in a garage where a car could reach it, elevation and physical protection come into play.
None of this is where money gets saved by skipping a permit. It is where an unpermitted job becomes a disclosure problem at resale, and where you lose the one independent check that the work was done safely.
