The problems that lead to a proper charger install
Most of these projects start after something has already gone wrong.
The common version: a new EV arrives, the owner runs it off the 120-volt cord from the trunk plugged into a garage receptacle, and gets three or four miles of range per hour. Two months later the car is never full, the receptacle feels warm, and the plug face has begun to discolor.
The quieter version matters more. Nothing trips, nothing smells, and the panel simply carries more than it was built to carry. A 1970s panel in a Rohnert Park section home does not announce that it has reached its limit. It runs hot for years.
Both trace to one root. A charger is not an appliance you add to a house. It is a load you add to a service, and most services here were sized long before anyone parked a car that draws power.

Reading the symptom before choosing the hardware
Before we talk equipment, we want to know which failure you have, because the fixes diverge.
Slow charging and nothing else. Not a fault. That is Level 1 behaving as designed, pulling a small current from a shared general-purpose circuit. The fix is a dedicated 240-volt branch circuit, which is what Level 2 means.
Warm cord ends or a discolored plug face. A high-amperage plug is a mechanical joint carrying current for hours at a stretch, and any looseness in it turns into heat. Discoloration at the blades is the visible record. This is the strongest single argument for hardwiring rather than plugging in, and why we inspect the receptacle first.
Breaker trips under load. Either the circuit is undersized for the charger's continuous draw, the charger is set above what the circuit supports, or the breaker is worn from thermal cycling. Guessing among those three is how people replace a working charger, or tie one into whatever 240-volt circuit the garage already had.
Lights dimming when charging starts. That points at the service rather than the branch circuit, and it appears in August far more than February, when the air conditioner and the vehicle draw on the same panel.
Park, panel, path, plan
Every home charger project here passes or fails on four questions, in order, and we walk them with you before recommending equipment.
Park. Where does the car sit overnight? Not where you wish it sat. An attached bay with the panel on the same wall is the simplest install there is. A carport, a detached garage, a driveway apron, or the far bay of a two-car garage each change the answer, and a second EV changes it again.
Panel. What can the service carry once everything else is accounted for? That is a calculation, not a glance at the panel label, and it includes your heating and cooling, range, dryer, and water heater.
This is where most Rohnert Park homes fall short. Much of the city was built between the 1960s and the 1980s, and a panel from that era was sized for a gas furnace, gas water heater, gas range, lighting, and receptacles. Not for a vehicle. Some panels of that vintage also lack listed replacement breakers still in production, which turns "add one breaker" into a panel replacement discussion. When the service is genuinely maxed out, an electrical panel upgrade in Rohnert Park is the right sequence rather than an upsell.
Look forward while you are at it. Rohnert Park sits fully inside the Bay Area Air Quality Management District, whose Regulation 9, Rule 6 set zero-NOx requirements for residential water heaters on a schedule spread across 2027 and 2031 by appliance and size, applying at the point of sale rather than to the unit already in the house. Nothing is banned today. Still, if a heat pump water heater sits anywhere in your ten-year plan, its 240-volt circuit belongs in today's calculation.
Path. How does the conductor get from the panel to the car? An unfinished garage ceiling is easy. Finished walls, a slab, a driveway, or a detached structure are not. Length matters on its own, since a long run at high amperage needs larger conductors to hold voltage where it belongs.
Plan. Which PG&E rate plan will you be on, and will you enroll in Sonoma Clean Power's smart charger program? Both are shaped by hardware and scope, so they belong in the design conversation.

The equipment decision, and why charger brand is a financial choice here
Three choices remain once those four questions are answered.
Hardwired or plug-in. Hardwiring removes the plug-and-receptacle joint, and with it the failure mode above. A plug-in unit is easier to swap or take with you when you move. We lean hardwired for a permanent installation at higher output rather than letting the box the charger came in decide.
Amperage. This is where people overspend. Your vehicle's onboard AC charger has a hard ceiling the circuit cannot push past, so a 48-amp circuit for a car that accepts 32 amps buys nothing today. It can still be right if you expect a different vehicle soon and the wire path is open now, because larger conductors installed once cost less than pulling them twice.
Brand, and this is the local part. Sonoma Clean Power is the community choice energy provider for Rohnert Park, and SCP runs a smart charger enrollment program rather than an installation rebate. It pays a monthly bill credit plus a sign-up bonus for connecting an eligible Wi-Fi charger. Per Sonoma Clean Power's EV charger page, eligible devices are currently limited to WallBox and ChargePoint models, and SCP notes it is "working hard to add more EV chargers to our program." You need to be an active SCP customer and either the account holder or an authorized representative.
The consequence deserves saying outright: here the charger model you choose partly determines whether an ongoing bill credit is available at all, which makes brand a financial decision and not only an electrical one. SCP does slow charging during grid stress events, though the program states the customer "can override an event anytime." For overnight charging that hour is invisible. For someone who plugs in at 5 p.m. and leaves at 8 p.m., it is not.

Permits, code, and inspection in Rohnert Park
A home charger needs a permit. What sets EV work apart is that state law caps how long a city can take with it.
- The permit is required and the review is ministerial. Government Code 65850.7 requires every city and county to "adopt an ordinance... that creates an expedited, streamlined permitting process for electric vehicle charging stations," and to "administratively approve an application to install electric vehicle charging stations through the issuance of a building permit or similar nondiscretionary permit."
- The statutory clock. The deadlines come from a separate section, Government Code 65850.71. For an application covering at least one and not more than 25 charging stations, it is deemed complete five business days after submission and deemed approved twenty business days after it was deemed complete, unless the building official has acted, made adverse-impact findings, denied it, or an appeal is pending. That streamlines the permit; it does not remove it.
- Rohnert Park publishes its own checklist. The City of Rohnert Park Building Division lists an "Electric Vehicle Charging Checklist (PDF)" and an "Electrical Service Panel Policy (PDF)" among its Building Handouts & Forms. Both are worth reading before anyone quotes you.
- Electrical permits can be filed online. The city's Online Permit Services portal "allows the public to request inspections, apply for permits, obtain application status and pay fees online," and Electrical is one of the available permit types.
- Outside city limits the authority changes. Unincorporated properties near town permit through Permit Sonoma, and the submittal package differs, so confirming your jurisdiction is step one.
- What the inspector checks. A dedicated branch circuit carrying no other loads, conductor sizing matched to the charger's continuous rating and the run length, a matching overcurrent device, ground fault protection where required, proper bonding and grounding, working clearance at the panel, and a load calculation supporting all of it.
- We file it. You should not be the applicant on your own electrical permit, and anyone suggesting otherwise deserves a second look.

What moves the price
We do not publish figures, because a number without its conditions is a guess dressed as a quote. Here are the variables that move it, so you can read any proposal and understand why it lands where it does.
The largest driver is distance and difficulty between the panel and the car. A panel a few feet from where the vehicle parks is the floor of this whole category. Every foot past that adds conductor and every obstacle adds labor: fishing finished drywall, coring stucco, running conduit around the exterior, or trenching out to a detached structure each move the job into a different bracket. Length compounds with amperage, because a long run at high current needs larger conductors to hold voltage within tolerance. The wire gets more expensive at exactly the point the labor does.
The second driver is what your service can absorb. If the calculation clears with headroom, this stays a one-circuit job. If it does not, the options are not equally priced: reduce the charger's continuous output, add a load management device that throttles charging when the rest of the house draws hard, add a subpanel nearer the parking area, or upgrade the service. Load management is the underrated middle path, since it can let a modest service host a charger without a full upgrade. Whether it fits depends on your usage pattern, which is why the calculation comes first. Panel condition feeds the same answer: available breaker spaces and the state of the bus decide whether adding a circuit is routine.
After that come the smaller levers: hardwired versus receptacle, surface conduit versus concealed wiring, indoor versus outdoor rated equipment, the charger itself, and the City permit fee, which the city sets and we pass through. One timeline note: if a service upgrade requires PG&E to touch the service drop or the meter, that step runs on the utility's calendar.
Incentives and rate plans, current as of this writing
There is no Sonoma Clean Power rebate covering the installation itself, and we would rather say that up front than let you discover it afterward. What SCP offers residents here is the ongoing enrollment described above, with its device limits.
The larger lever is your rate plan. PG&E delivers power everywhere we work and publishes two electric vehicle rate plans worth understanding before the install rather than after.
EV2-A uses your existing single meter and, in PG&E's words, "applies to both your home energy and your vehicle's electricity use." Off-peak runs midnight to 3 p.m. daily, partial-peak is 3 to 4 p.m. and 9 p.m. to midnight, and peak is 4 to 9 p.m. A household that ran above 800 percent of its baseline allowance in the previous twelve months is excluded from EV2-A, which is a real limit on a large property rather than a footnote."
EV-B is the other shape: a second dedicated meter that bills the car separately from the house, on a narrower overnight window running 11 p.m. to 7 a.m. That second meter is physical work on the install drawing rather than a billing preference, and the plan is closed to CARE, FERA and Medical Baseline customers. The plan most often overlooked is E-ELEC, which carries a Base Services Charge against lower per-kilowatt-hour prices and is aimed at homes electrifying in more than one direction.
That second meter is a scope decision, so tell us before we design the install if EV-B is where you are headed. We will not quote a credit that may not exist when your inspection is signed off.

Maintenance, and the Rohnert Park summer factor
A charger is low maintenance, not no maintenance.
Check the connector and the vehicle's charging port once a year for discoloration, pitting, or a burnt smell, and look at the receptacle face too if your unit plugs in. Terminations deserve a tightness check after the first year, since conductors settle under thermal cycling. Keep the cable on its hanger, not on the floor where a tire finds it. Let a connected unit take firmware updates, because enrollment and load management depend on that link.
The local variable is heat. This city runs hot inland, and a closed garage on a west-facing wall holds that heat past sunset. Chargers and cables have thermal limits, so a unit in direct afternoon sun will reduce output or fault before an identical unit in shade does. Mounting location is a performance decision here, for the same reason we weigh cooling load carefully on our AC repair in Rohnert Park calls.
PG&E Public Safety Power Shutoffs also reach the areas around Rohnert Park, and a charger consumes power rather than producing it, so it does nothing while the grid is down. If charging through a multi-day shutoff matters, that is a battery storage or standby generator conversation, and sizing depends on the same panel math. Do I have to upgrade my panel first?
