Four Novato house types, four different repair calls

Novato mixes mid-century homes, including Eichler-era tracts, with later subdivisions. Those eras decide where the equipment lives, whether there is ductwork at all, and how much of the job is mechanical work versus carpentry and wiring.

The postwar tract house. Shallow-pitch roof, a thin attic or none, a furnace in a hallway closet or under the floor, supply ducts through a crawlspace. Cooling was almost always added decades later: a condenser on a side-yard pad, an evaporator coil set on the existing furnace, a line set run along an exterior wall. Most faults here trace back to that retrofit rather than the original build. Return air is undersized for the tonnage someone chose, the coil and blower were never matched, the line set insulation has crumbled in the sun. Diagnose only the failed part and you fix a symptom of a design problem.

The Eichler-era house. Post-and-beam framing, exposed tongue-and-groove ceilings, a low-slope roof with no attic above it, and in many cases hydronic radiant heat cast into the slab with no ducts anywhere. Cooling is nearly always a later addition and nearly always ductless: wall or ceiling-cassette heads fed by a line set routed through a soffit to an inverter-driven outdoor unit. So the phrase "AC repair" points somewhere else entirely. There is no furnace blower to suspect and no duct system to test. The fault sits in a head, a condensate pump, a line set connection, or the control board outside, and the walls of glass that make these houses worth living in also mean one head can be undersized for its room.

Hamilton and the later subdivisions. Hamilton, the redeveloped former airfield on the flats, plus the tract neighborhoods built through the 1980s, 1990s and 2000s. Mechanically these are the straightforward visits: an air handler in a garage or attic, a full duct system installed with the house, a panel with capacity to spare, and room to work around the condenser. Failures run age-typical rather than design-driven. Out on the flats near the bay, including Bel Marin Keys, salt puts corrosion on condenser fins and cabinets earlier than equipment age alone would predict.

The hillside house. Indian Valley and the wooded neighborhoods on the west side. Longer duct runs, equipment squeezed into a sloped crawlspace or tuck-under garage, condensers wedged into narrow side yards where hot discharge air has nowhere to go, and needles falling steadily into the coil. These homes are also the most exposed to fire risk and to PG&E Public Safety Power Shutoffs, which matters to a compressor more than most homeowners expect.

What fails, and what each symptom points to

Air moves but it is not cold. The blower is fine and the outdoor unit is not: a failed run capacitor, a burned contactor, a seized condenser fan motor, a high-pressure trip on a filthy coil, or a charge that leaked away.

It cools but never catches up on a hot afternoon. Usually capacity or airflow rather than a broken part. Undersized returns, crushed flex duct, a partially blocked coil, or a system sized for a mild county average instead of a warm inland one.

Short cycling. Start, brief run, shutdown, repeat. Often an oversized system, a thermostat in the wrong spot, a restricted filter, or a charge that is off in either direction.

Ice on the line set or indoor coil. Ice is a downstream effect, never the cause. The coil got cold enough to freeze the moisture on it, which happens when airflow is restricted or the charge is low. Melting it and walking away guarantees a repeat visit.

Water on the floor near the indoor unit. A condensate drain plugged with biofilm, a cracked pan, or a failed pump. Where the air handler shares a closet with the water heater, that puddle has two plausible sources and both get ruled out first.

Noise that was not there last summer. A hard-start rattle, a bearing whine, a blade clipping a bent grille, and a compressor going internally noisy are four outcomes, and only one is expensive.

How we decide repair or replace

Repair-or-replace should be a sequence, not a hunch. We run the same four checks on every Novato call, in order.

Safety and electrical. Disconnect, breaker sizing, wiring condition, and whether anything draws current it should not. A large share of no-cool calls end here with a capacitor or contactor, worth establishing before anything more invasive.

Refrigerant. Identify what is in the system and measure the charge. Refrigerant is not consumed, so if it is missing there is a leak, and where that leak sits (service valve, line set, evaporator coil, condenser coil, compressor body) changes the economics of the visit entirely.

The failed part, and whether it still exists. Motors, boards, coils and compressors for discontinued models are increasingly hard to source, and a part that has to be hunted down changes the timeline even when it does not change the approach.

The rest of the system. Coil age, duct condition, the furnace sharing the cabinet, the shape of the panel. Fixing a compressor on a system whose coil leaks and whose furnace is finished spends money on one leg of a three-legged problem, which is why furnace repair in Novato and cooling work get quoted together.

Refrigerant is usually what decides it

On a system older than about fifteen years, the refrigerant answer generally settles things before the mechanical one does.

R-22 production and import in the United States ended in 2020. Nothing new is being made, so every pound available for a repair is reclaimed or stockpiled and the supply keeps tightening. A small leak on an R-22 system can be worth chasing. A leaking evaporator coil rarely is, because you are buying scarce material for a component already failing on a system with no long-term future.

R-410A gets treated differently. EPA's technology transitions rule sets a 700 GWP limit on newly manufactured residential and light commercial equipment, which is why the systems arriving on trucks now run on lower global warming potential refrigerants than the one in your side yard. That transition governs what manufacturers may build, not what you already own. An existing R-410A system does not need replacing, the refrigerant remains available to service it, and a leak on one is an ordinary repair rather than a countdown.

Permits and code for AC work in Novato

Repairing a component on an existing system is generally not permitted work. Replacing equipment is, and Novato handles that better than most cities in the region.

The City of Novato Building Division runs a Residential Express Permits program, and residential HVAC like-for-like replacement with no change in location is on the list. A licensed contractor holding a valid City of Novato Business License applies and pays online through the Novato Permits portal, launched October 1, 2025, and the permit issues on the spot without plan review.

Read the conditions closely, because that is where projects fall out of express. Like-for-like means the same type of system, and no change in location means the equipment goes back where it was. Move the air handler, relocate the condenser, convert to a heat pump, or add ductwork where there was none, and the application returns to standard review. That is not a reason to avoid those changes, only a reason to know the schedule first. Addresses in unincorporated county territory go through the Marin County Community Development Agency's Building and Safety division instead.

Energy code sits on top of the building permit. California's 2025 Building Energy Efficiency Standards took effect January 1, 2026, per the California Energy Commission, and replacement equipment must meet the standards in force the day the permit is pulled. The practical consequence for cooling work is third-party verification. Swapping an electrical component triggers nothing. Installing or altering refrigerant-containing components, meaning the compressor, condensing unit or evaporator coil, can require a certified HERS rater to verify charge in the climate zones where that applies, and a complete replacement duct system brings a leakage test.

One more layer applies, because Novato sits fully inside the Bay Area Air Quality Management District. The air conditioner is electric and untouched by district rules; the gas equipment beside it is not. BAAQMD's Regulation 9, Rule 6 set zero-NOx requirements for residential water heaters with point of sale standards phased across 2027 and 2031 by equipment type, so they reach what may be sold and installed rather than the unit already in place, and Rule 9-4 addresses fan-type residential central furnaces on a later phase. No existing gas appliance is banned. For a cooling repair this is a sequencing question, since a furnace near the end of its life makes the order of replacement worth settling once.

Rebates and incentives, and which are live

Start with what most pages leave out: a straight AC repair does not qualify for a rebate anywhere. Incentives attach to equipment replacement, and in nearly every current program they attach specifically to heat pumps. That belongs in a repair-or-replace decision, not after it.

Its heat pump rebates cover eligible heat pump heating and cooling equipment as well as heat pump water heating, and three conditions decide eligibility: twelve months of ownership and residency in a single-family detached home in MCE territory, a participating contractor who processes the application on your behalf, and a filing made before installation, because MCE states its rebates cannot be applied to a project retroactively. Note what is absent from all of that. None of it reaches an air conditioner repair, or a like-for-like condenser swap.

Power shutoffs, wildfire season, and your compressor

PG&E calls a Public Safety Power Shutoff when conditions align: a Red Flag Warning, humidity generally at or below twenty percent, sustained winds above 25 mph with gusts near 45 mph, and dry fuel on the ground. Hillside Novato is the terrain those criteria describe, and late-season heat here has a habit of arriving the same week as the wind.

Cooling stops when power does, and a heat pump behaves no differently, since it only runs while it has electricity. The less obvious consequence is mechanical. Repeated interruptions and the voltage sags around them wear on a compressor, because every restoration is a locked-rotor event and a compressor restarting against pressure that has not equalized draws current it was not built to draw for long. Where outages are frequent, a hard-start component and surge protection at the outdoor unit are cheap relative to what they protect.

If backup power is on your mind, size it realistically. A generator able to carry a cooling compressor is a different specification from one keeping a refrigerator and some lights alive, and it is a load calculation before it is a purchase. Maintenance that changes the outcome in this climate

Most of what we replace on Novato cooling calls in July was preventable in April.

Change the filter before the season rather than during it, since restricted airflow is the most common root cause behind a frozen coil. Rinse the outdoor coil gently from the inside out, more than once a season on hillside properties where needles build up fast, and on the flats near the bay because salt accelerates fin and cabinet corrosion. Keep two feet of clear space around the condenser so it is not breathing its own exhaust. Clear the condensate line before it clogs, and if it ties into household drainage, a slow drain elsewhere is worth solving during a drain cleaning visit.
