Sausalito is one of the few towns in Marin where the city itself can change the shape of an electrical project. Most jurisdictions care about the panel. Sausalito also cares about how power reaches the building, and that question moves more scope and calendar than any equipment choice. What follows walks the job in the order it happens.
The walk-through, and what we are looking at
The first visit is diagnostic, not a sales call. We want four things before pricing.
Where the power enters. We find the meter, the service point, and the path between them. On a hillside house that path is often a riser on an exterior wall, a run under a deck, or a lateral buried in a driveway nobody has documented since it went in. We record whether the home is fed from an overhead drop or an underground lateral, because that answer shapes the permit and the utility side of the job.
What the equipment is. Panel manufacturer and vintage, bus condition, how many spaces are genuinely usable, whether replacement breakers are still made, whether the system is grounded and bonded, and whether a sub-panel was ever added without a permit. Plenty of older Sausalito homes carry three generations of work in one enclosure.
What is already failing. Symptoms point in different directions, and the direction matters:
- A breaker tripping on the same circuit at the same time of day is a load problem. Swapping the breaker hides it.
- Trips scattered across unrelated circuits, or a main that opens, point at the service or the bus rather than any one branch.
- Lights dimming when a motor starts suggest voltage drop from undersized or corroded conductors, or a loose termination upstream.
- Warm cover plates, discolored receptacles, or a faint acrid smell mean a connection is heating under load. That is the finding we act on first.
- 120-volt appliances behaving strangely while 240-volt loads seem normal suggests an open neutral, a service-side fault we treat as a priority because it can push elevated voltage onto branch circuits.
- Two-prong receptacles, cloth-insulated conductors, and no ground path anywhere are a rewire conversation, not a device conversation.
- Corrosion at the weatherhead, meter socket, or an outdoor disconnect is a Sausalito signature. Salt-laden fog attacks steel enclosures from the door seam outward and oxidizes aluminum lugs, so gear that lasts decades inland pits here in a fraction of the time.
What the lot allows. Whether a truck can park near the work, whether material comes up a stair, whether a trencher can reach anything, and whether a crawl space exists to route through get answered on the walk, not on install day.

The load calculation, and the service check
Nothing gets specified from a guess about panel amperage. A box labeled 100 amps with thirty spaces tells you almost nothing about demand, and circuit count has never measured load. We run a standard calculation from conditioned square footage, fixed appliances, and the largest connected loads, and where the picture is borderline we can log actual demand on the service instead of arguing about assumptions. Then the project runs through four questions in order.
Does the calculated load fit the service you already have? If it does, the answer is circuits, not a service change. Many "I need a bigger panel" calls end right here.
Can load management close the gap instead of raw capacity? Circuit-level controllers and smart panels let two large loads share headroom by never energizing at once, so a vehicle charger and a heat pump water heater can coexist on a service that could not carry both at the same moment. When the project is an actual SPAN smart electrical panel, we are a SPAN Certified Installer. This path is not always cheaper, but it is often faster, and it can avoid the utility side entirely.
Does the equipment need replacing on its own merits? Capacity is only one reason to change a panel. An obsolete bus with no available breakers, heat damage at a stab, or a corroded meter main is a replacement regardless of the calculation.
Does anything have to change on the utility side? This is the question that decides Sausalito projects. An upgrade on a house already fed underground is one job. On an overhead-fed house, touching the main service equipment can pull the service drop underground with it, which is a different job on a different timeline. What the work is
Once those questions are answered the scope writes itself. Here is the full range of electrical work we run in this city.
Panel and service upgrades. A true service upgrade is more than a box swap. It typically includes new service equipment and conductors, a rebuilt grounding electrode system, bonding of metallic systems, a new riser or lateral, and re-termination of every branch circuit with a legible directory. On older homes here the branch circuits are the slow part, because conductors cut short decades ago need extending inside a properly sized enclosure. EV charger installation. The circuit is sized for continuous output, not the marketing number, and turning a charger's output down is often what keeps the project on the existing service. Placement is the local complication: many homes park at street level while the living space is up or down a stair, so the charger lands far from the panel and the conduit run becomes the real scope. Backup power for outages. PG&E may turn off power during severe weather to reduce the risk of its equipment causing a wildfire, through the program it calls a Public Safety Power Shutoff, and on the hillside above town this is a normal request. On a steep lot the binding constraint is usually siting rather than electrical: where equipment can legally sit relative to openings and property lines, and how the sound reads to a neighbor uphill.
Rewires and older-home circuit work. Old Town and the older hillside stock hold homes whose branch wiring predates grounded receptacles. A full rewire is disruptive, so a staged rewire by area is often better, taking kitchens, baths, and bedrooms in a sequence that matches how you use the house. Routing is the hard part, because these homes often lack a continuous attic or crawl space, so runs travel through closets, chases, and exterior walls.
Circuits for electrification. Heat pumps, heat pump water heaters, induction ranges, and dryers each want a dedicated circuit at the right ampacity, and every one lands back on the load calculation. A heat pump water heater conversion commonly needs a 240-volt circuit, which is why plumbing and electrical decisions collapse into one conversation. Regulation is moving here too, and Sausalito sits fully inside the Bay Area Air Quality Management District.
The district's zero-NOx appliance dates govern what may be sold or installed, not what you are allowed to keep: 2027 for tank-type water heaters up to 75,000 BTU per hour, 2029 for furnaces under 175,000, and 2031 for larger tanks and for tankless. Lighting, troubleshooting, and commercial. Stair, path, and deck lighting matters more on this topography than almost anywhere in Marin, because the walk from street to door is often a flight of exterior stairs, and wet-location fixtures with corrosion-resistant hardware are standard near the water. A diagnostic visit is its own scope: isolate the fault, prove it, show the evidence. The written price, what moves it, and what programs exist
You get a fixed price in writing before work starts. What moves it on a Sausalito job is predictable once the walk-through is done:
- Overhead or underground. The largest single swing. Converting from an overhead drop to an underground lateral means trenching, conduit, a new point of connection, and utility coordination a like-for-like panel change never touches.
- Distance and route. How far the service point sits from the panel, and whether that path is exterior conduit, a trench, or a run through finished space.
- Access. Hand-digging where no machine reaches, rock, stair-only material handling, and no on-site parking add labor unrelated to the wiring itself.
- Configuration. Whether meter and main are combined or separate, and whether the existing location still meets working-clearance requirements.
- Grounding electrode system. If the incoming water service from Marin Water is metallic, it gets bonded. If a previous owner replaced it with plastic, the electrode system has to be established another way.
- Restoration and scheduling. Plaster and lath does not patch like drywall, and coordinating a utility shutdown plus temporary power is real time on the calendar.
On incentives, current status matters more than a list of names, because this landscape shifted materially over the past year:
- MCE is the community choice provider for Marin. Its EV charging program is aimed at workplaces offering charging to employees or fleets, multifamily properties of four or more units, and commuter parking such as a park and ride or ferry terminal. So MCE will not fund a charger on a Sausalito house. The equipment rebate that does reach one is PG&E's, whose terms state that Community Choice Aggregation customers are eligible; MCE's residential offer, MCE Sync, pays for smart charging rather than hardware.
- PG&E rate plans belong in the estimate, not in a call three months later. EV2-A applies to home and vehicle use on one meter, with off-peak hours from midnight to 3 p.m. daily, and excludes customers whose usage exceeded 800% of baseline allowance over the prior twelve months. EV-B requires a second dedicated meter, separates vehicle costs from household costs, and is unavailable with CARE, FERA, or Medical Baseline. That second meter is installation scope. A third plan is worth checking too. E-ELEC is PG&E's Electric Home plan, written around exactly the combination this page keeps describing: a charger, a heat pump, sometimes a battery.
- Every one of those dates is behind us. Panel and service work was not creditable on its own in the first place, so what a Sausalito homeowner loses is the ability to carry it in on the back of a qualifying appliance.
The permit, and the Sausalito clause that catches people
Electrical work inside the city limits goes through the City of Sausalito Building Division. Before you get to drawings, the city asks three screening questions that look harmless and are not. Will the electrical energy of the structure increase, meaning amps. Will the main electrical service equipment be modified. Will there be any new aerial wires or related components such as transformers. A yes to the middle one is the answer that reshapes the job.
Here is why. Sausalito Municipal Code section 18.08.020 requires overhead electrical and communication service drops to be placed underground when the main electrical service equipment, the panel included, is relocated, replaced or modified. That is worth noticing, because most homeowners assume undergrounding is something a city imposes on a street at a time, or on new construction, or above some size of remodel. In Sausalito it attaches to the panel itself. Replace the gear and the wire overhead comes down with it.
The consequences run through the whole application. Where undergrounding applies, the city expects the applicant to work with the affected utility companies during completeness review and hand the city a set of undergrounding plans, so the utility becomes a party to your permit rather than a phone call after approval. Plans also have to be designed to avoid adding overhead lines, poles or transformers, which is a view protection standard sitting inside an electrical requirement. That combination is why we ask about the service drop on the first visit and not on install day.
Sausalito also publishes a retroactive permit process, which matters when a walk-through turns up a sub-panel that was never inspected. Addresses outside the city limits are unincorporated Marin, where the Marin County Community Development Agency issues the permit instead, and confirming which side of the line a parcel sits on is the first thing we do rather than the last.
Vehicle charger permits are the exception, because state law took the discretion away. Government Code 65850.7 confines the building official's review to "whether it meets all health and safety requirements of local, state, and federal law," and a use permit becomes available only on a finding, "based on substantial evidence," of a specific adverse impact on public health or safety. The clocks live in the companion section, 65850.71, which sets the deemed-complete point at five business days for a job of one to twenty-five stations at a single site, and ten business days once you go past twenty-five. Note what that does and does not do for an overhead-fed house: it caps how long the charger permit can sit, it does not switch off 18.08.020 for the panel work underneath it.

Install day
Install day starts with the utility, not the panel. A service change needs a coordinated shutdown, and where the window runs long we arrange temporary power first.
From there the sequence is fixed: set the new service equipment, pull and terminate the conductors, build the grounding electrode system and bond the metallic systems, then land every branch circuit and label it against a written schedule. Arc-fault and ground-fault protection goes in where code requires it for the circuits being touched.
Two details are specific to working here. First, the marine environment: outdoor enclosures get specified for wet, weather-exposed locations, penetrations get sealed on the weather side, aluminum terminations get treated, and every lug gets torqued to spec rather than to feel. That last one is unglamorous and it is the most common cause of a connection failing years later. Second, the terrain: on a stair-access lot, staging gets planned the day before rather than discovered at eight in the morning.

Inspection and the utility reconnect
We pull the permit in our name and we meet the inspector. The inspection covers the service equipment and its mounting, conductor sizing and terminations, grounding and bonding, working clearances at the panel, circuit protection, and whether the directory matches reality. On a service upgrade the utility release follows sign-off, and the reconnect gets sequenced with the city so the house is not on temporary power longer than necessary. You finish with a record you can hand to a buyer's inspector years from now without a story attached.
After the job
Equipment near the bay wants a maintenance rhythm that inland equipment does not:
- Look at the service equipment yearly, especially on a waterfront or lower-hillside home. Rust at a door seam or chalky deposit on a lug is an early warning, not cosmetic.
- Have terminations checked after the first full heating and cooling season, because conductors settle under thermal cycling.
- Press the test button on ground-fault and arc-fault devices on a schedule. A device that will not trip on test will not trip on a fault.
- Consider whole-home surge protection on a grid that cycles through shutoff and restoration.
- Run the standby generator's self-test and keep it on an annual service interval. One that has not started since last fire season is one you cannot count on.
- Get a fresh load calculation before adding any large appliance. The headroom you had before the charger is not the headroom you have now.
Where we work in Sausalito
The hillside. Steep lots, long service runs, stair access, and the highest concentration of overhead-fed homes, which is where the SMC 18.08 question surfaces most. Also the part of town most exposed to fire risk and shutoff events, so backup power projects cluster here.
The waterfront. The most aggressive corrosion environment in the city, where enclosure ratings, hardware selection, and sealing details matter most. Exterior gear here gets specified differently than gear a mile inland.
Old Town. The oldest housing stock, with the highest likelihood of ungrounded branch circuits, obsolete panels, and undocumented additions. Staged rewires and careful plaster restoration are the normal shape of work here.
How to choose an electrician for this work in Sausalito

Do I need a permit for electrical work in Sausalito?
Almost always, for anything beyond swapping a device. Panel and service changes, new circuits, rewires, and charger installations all go through the Building Division inside the city limits. Expect three screening questions early: whether the amperage of the structure is going up, whether the main service equipment is being modified, and whether the work adds aerial wires or transformers. Those answers decide how large the application becomes, so we settle them at the walk-through.
Will Sausalito make me put my overhead service underground?
It can, and the trigger is narrower and more common than people expect. Touching the main service equipment is the trigger. Relocate it, replace it or modify it, and section 18.08.020 requires the overhead electrical and communication drops serving the property to go underground with it. If headroom exists, you get circuits and keep your money. If it does not, we look at whether a load controller can let two large appliances share capacity before recommending a service change.
Does a home EV charger need a permit here?
Yes, and state law caps how long the city can take. Government Code 65850.7 limits the building official to health and safety review and allows a use permit only on a substantial-evidence finding of adverse impact. Yes, measurably, on the exterior gear. Fog carrying marine salt attacks steel enclosures at seams and fastener heads and oxidizes aluminum terminations, which raises resistance and generates heat at the connection. Equipment near the water gets the right enclosure rating and corrosion-resistant hardware, and a yearly visual check is worth making a habit.
My house still has two-prong outlets. What are my options?
Three, depending on what is behind the wall. If a ground path exists nearby, circuits can sometimes be properly grounded. If not, ground-fault protection can make specific receptacles safer to use, with the labeling that requires. If the branch wiring has degraded, a staged rewire by room is the durable fix.
What does an electrical project in Sausalito cost?
