And the salt air is real. Marine air is hard on exposed metal. The regulatory picture
Sausalito is inside the Bay Area Air Quality Management District. In 2023 the district amended Regulation 9, Rule 6, which sets what the district calls "point of sale emission standards" for small water and space heating systems. Read those four words carefully, because they carry the whole answer: the rule governs what may be sold and installed, not what you are allowed to own. Small tank-type units come first, and larger tanks and tankless units are years behind them.

Reading the symptoms, in the order they matter here

It matters more than it looks, because those straps are what the seismic requirement is about.
Age sits across all three. Ten to fifteen years is the normal range for a tank. Past about twelve, plan the change rather than waiting for it, and plan it earlier here than you would elsewhere: an unplanned replacement on a stair-access lot or a dock berth is a much harder job to arrange at short notice, and short notice is exactly when it happens.

What breaks, and where
The tank. Steel with a glass lining and a sacrificial rod doing the corroding on its behalf. Once the anode is spent and the lining fails, corrosion reaches steel. Replacement only.
The anode rod. The cheapest life extension available, and almost nobody has it checked.
External corrosion. Marine air attacks fasteners, straps, flue components, and anything unprotected outdoors. Inland this is a footnote; in Sausalito it belongs on the inspection list.
Thermostats, gas control valves, and heating elements. All serviceable items. Nothing here is a reason to buy a water heater.
The temperature and pressure relief valve. A safety device with one function. If it drips, or if a previous installer capped it, that is corrected on the spot.
Venting and combustion air. Compact hillside mechanical spaces are exactly where undersized venting and inadequate combustion air turn up.

Tank, tankless, or heat pump in Sausalito
A conventional gas tank is the lowest-disruption replacement and, in a tight space, often the only like-for-like option. Given where the district's dates sit, a gas tank going in now is plausibly the last gas unit that house receives, which is an argument for checking whether the electrical route exists before you commit to another one.

Permits and code in Sausalito
Water heater replacement requires a permit through the City of Sausalito Building Division. Unincorporated Marin permits through the Marin County Community Development Agency.
Earthquake restraint leads the inspection, and in this town it is also where the inspection most often finds something. Health and Safety Code section 19211 reaches units "for which a preengineered strapping kit is readily available", and it covers what you already own rather than only what you are installing. That is the part homeowners miss. The part Sausalito adds is that the requirement is really about the anchor, not the band: salt air attacks the fastener and the wall behind it first, so a strap can look intact while holding onto very little.
After the strapping, the inspection is a list of hazards rather than preferences. The relief valve has to be able to discharge somewhere safe, through piping of the right size and material, terminating with nothing that could be closed off and no threaded end that invites a cap. Where a check valve, pressure regulator or backflow device has sealed the system, thermal expansion has nowhere to go and an expansion tank becomes part of the job whether or not it was there before. Gas equipment brings its own set: combustion air, venting, draft hood clearance and the rise on the connector. Then Title 24, which reaches the pipe insulation, under California's 2025 Building Energy Efficiency Standards, in effect since January 2026.
Two of those turn up disproportionately in this town. Compact hillside mechanical spaces are where undersized venting and thin combustion air hide, and a closed system is easy to create without noticing when a pressure regulator gets replaced.
Unpermitted work does not save money. It comes back as a disclosure item when the house is sold, and it removes the only independent look at whether the work was safe.
