In Sausalito, where the car parks comes before the panel

The first question on a Sausalito charger project is where the car actually parks, because the electrical panel is only the second constraint here.

Sausalito climbs a steep face above Bridgeway, and much of the housing sits on lots where the road and the front door are on different levels. Cars end up wherever the grade allowed: a stacked carport cut into the hillside, a pad at street level with a stair up to the house, a shared lot serving several units, or a marked space on a public street. The floating home communities park ashore in common lots rather than at the berth.

That settles the project before any electrical question gets asked, because a charger has to serve a space you control and reach it without crossing anything public. A cord run across a public sidewalk, a shared stair, or a street is not something we will install or an inspector will pass. So the sequence here runs: identify the space, confirm you have the right to put equipment there, then work out what it takes to get power to it. For a single-family house with its own carport that is quick. For the rest of Sausalito's housing it is a real conversation, and state law helps more than most homeowners realize.

Condominium and common interest development owners are protected by California Civil Code section 4745, which makes any covenant, restriction, or condition in the governing documents that "either effectively prohibits or unreasonably restricts the installation or use of an electric vehicle charging station" void and unenforceable, including at a space in an owner's exclusive use common area. An association can still impose reasonable conditions, but the statute defines those narrowly: restrictions "that do not significantly increase the cost of the station or significantly decrease its efficiency or specified performance." That is a much shorter leash than most boards assume.

Renters have Civil Code section 1947.6, which requires a lessor to approve a written request to install a charging station at a leased parking space, subject to code compliance and the landlord's approval process. The exemptions are real: properties already offering charging at ten percent or more of designated spaces, leases without parking, and properties with fewer than five spaces. Rent control is the exemption people get wrong, because it lapsed for any lease executed, extended, or renewed on or after January 1, 2019. The tenant carries installation, permits, electricity, and removal.

Floating homes park ashore in shared lots, which makes the charger a common-area question with the harbor as a party to it. We start with a site visit, because the path from a shore panel to a common lot is nothing like a run from a garage subpanel.

Park, path, panel, protection

That is the order we work in Sausalito, and each answer constrains the next.

Park. Which space, who controls it, and is it covered. A sheltered carport and an exposed pad facing Richardson Bay are two different installations for the same car.

Path. How conductor gets from the service equipment to that space, how far it travels, and what it passes through. On a hillside lot this is usually the largest line item.

Panel. What the existing service can carry once a charger is added, and whether the answer is a larger service, a smarter circuit, or nothing at all.

Protection. What enclosure, hardware, and raceway survive salt air for a decade rather than three years.

Contractors working flat inland tracts can collapse this to "panel, then mount." Here the path routinely costs more than the equipment, and the parking answer sometimes rules a location out entirely.

Why the length of the run decides most Sausalito jobs

On a hillside lot the utility service and the main panel sit where PG&E could reach them, near the street. The house is above or below that point, and the parking is often at a third elevation again. A circuit that would run twenty feet in a flat subdivision garage becomes eighty, a hundred and twenty, or more, routed around a foundation, up a stair, or through a crawl space.

Length matters more for EV charging than for anything else in a house, because of how the load behaves. A clothes dryer draws hard for a few minutes at a time. A charger is a continuous load: it pulls at or near full rated current for hours without pause. The electrical code treats continuous loads differently for that reason, sizing the branch circuit at 125 percent of the continuous output rather than at the output itself. A charger set to draw 48 amps needs a 60 amp circuit, not a 50.

Now add distance. Voltage drop over a long run becomes heat in the conductor and a slower charge at the car. The design target electricians work to is holding drop to roughly three percent on the branch circuit, and on Sausalito runs that frequently means going up a wire size, sometimes two, beyond what the amperage alone would call for. That is the difference between a circuit that performs as specified and one that runs warm four hours a night for fifteen years.

The better answer on a long path is often engineering rather than heavier wire: run a feeder to a small subpanel near the parking area and take the charger circuit off that. It shortens the high-current branch and leaves capacity in place if a second vehicle arrives later. That option only gets offered by someone who has walked the route.

Level 1, Level 2, hardwired, or plug-in

Level 1 is the cord that came with the car in an ordinary 120 volt outlet. It adds range slowly, but an overnight window covers a modest commute. Where the parking is far from the panel and the driving is light, it deserves a fair comparison before anyone commits to a Level 2 run.

Level 2 is the 240 volt dedicated circuit most people mean by "home charger," and it is the right answer for most households.

Hardwired or plug-in gets decided carelessly and matters more here than inland. A plug-in charger uses a NEMA 14-50 receptacle, which is easy to swap and caps continuous draw at 40 amps. A hardwired charger connects directly, supports higher continuous current, and removes the receptacle entirely. That matters in Sausalito, because a receptacle is a mechanical connection with exposed contacts and, in salt-laden air, the component most likely to corrode and develop resistance. For an exterior wall, an open carport, or anywhere facing the bay, we generally recommend hardwiring. Inside a closed garage on the sheltered side of the hill, a receptacle is fine.

Match the charger's amperage to the vehicle's onboard charger rather than to the number on the box. A car that accepts 32 amps draws 32 amps from an 80 amp charger. Paying for capacity the vehicle cannot use, plus the heavier conductor that capacity requires over a long run, buys nothing.

What the panel has to say about it

Sausalito's older hillside homes carry the panels their era gave them, many sized for a house with a gas range, a gas water heater, and no second 240 volt load of any kind. Adding a charger is a calculation, not an assumption in either direction. There are three outcomes, and we tell you which one you have before quoting.

Your service has room. More common than expected here, because the mild bayfront climate means most Sausalito homes carry no central air conditioning competing for capacity. A load calculation confirms it, we add the circuit, and the panel is untouched.

Your service is close, and load management solves it. The electrical code permits an energy management system to control the charger so it draws only what is available, backing off when the range or dryer runs, which is far less disruptive than a service upgrade. A second tool sits alongside it: rather than adding up nameplate ratings, the code allows an existing dwelling's load to be established from a year of its own metered demand data, which PG&E makes available for your account. On a house that calculates as full on paper but has never run near capacity, that sometimes clears a charger outright.

Salt air and the hardware that survives it

Marine exposure is why Sausalito equipment fails early, and it is almost never discussed in a quote.

Outdoor and carport installations need a weather-rated enclosure suited to the actual exposure, not the minimum that technically passes. Fasteners want to be stainless, because plated screws holding a charger to a wall facing Richardson Bay will streak rust down the siding within a couple of seasons and fight you when the unit is serviced. Raceway and fittings need to suit a corrosive environment, and the electrical code requires materials exposed to corrosion to be protected against it. Where a receptacle is used outdoors it needs ground fault protection and a weatherproof in-use cover, and it should be treated as a wear item rather than assumed permanent.

None of this is exotic. It is the difference between specifying for the bay and specifying for a generic suburb, and over ten years it is most of the difference in how the installation ages.

Signs the charger or its circuit needs attention

Heat you can feel at the plug, receptacle, or breaker is a resistance problem, and resistance problems worsen. Discoloration or melting at a NEMA 14-50 receptacle is the classic failure on a plug-in installation and is more common in coastal air. Charging slower than both the car and the charger are rated for points at voltage drop on an undersized run or a connection that has degraded. A breaker tripping during charging means an overloaded circuit, a failing breaker, or a fault, and none of the three is a reason to reset it and hope. Repeated ground fault trips usually mean moisture intrusion or cord damage.

The failure list underneath those symptoms is short. Receptacles lead it, followed by terminations never torqued to specification that then heated under continuous load until they loosened further. Cables and connectors are wear items and go faster in a carport where they get dragged across concrete. Undersized conductor on a long run is a permanent underperformance that only new wire fixes. Enclosure corrosion is the Sausalito-specific one, and correct specification at the outset prevents it.

What drives the cost of an EV charger installation in Sausalito

We do not publish flat prices, and here the reason is concrete: the same charger on the same car is a different job at two Sausalito addresses because the path between panel and parking space is different.

  • The length and difficulty of the run. Distance, elevation change, whether it crosses finished space, and whether conduit runs exposed or concealed. On hillside lots this is usually the largest variable.
  • Conductor sizing. Longer runs need larger wire to control voltage drop, and larger wire costs more at every foot.
  • Whether a subpanel beats a long branch circuit. Sometimes more equipment and less wire is the cheaper answer.
  • What the panel needs. Nothing, a load management device, or a service upgrade. Three different projects.
  • Hardwired or receptacle, and the amperage the vehicle can use.
  • Marine-appropriate enclosure and hardware where the equipment is exposed.
  • Whether the space is shared or common area, which adds coordination with an association or harbor.
  • Permit and inspection, included in what we quote rather than added later.

Permits and code in Sausalito

EV charger installation is permitted work. Sausalito properties permit through the City of Sausalito Building Division, and properties in unincorporated Marin through the Marin County Community Development Agency, which is worth confirming for waterfront and marina addresses where a Sausalito mailing address does not always mean a city address.

California treats EV charger permits differently from other electrical work, and in the homeowner's favor. Government Code section 65850.7 and section 65850.71, added by AB 1236 and AB 970, require every city and county to run an expedited, streamlined permitting process for charging stations. The Attorney General wrote to every local planning director in California in March 2025 to say the law was being ignored, and that legal alert is the clearest statement of what a homeowner is owed:

  • Localities must administratively approve charging station applications by issuing a building permit or similar nondiscretionary permit.
  • Review is "limited to the building official's review of whether [the facility] meets all health and safety requirements of local, state, and federal law."
  • Local zoning is preempted, and a use permit cannot be required absent a written finding on substantial evidence of a specific, adverse public health or safety impact.
  • "Localities may not consider aesthetics or subject applications to aesthetic review." Design guidance tied to health and safety, such as clearance or safety lighting, is allowed. Screening and landscaping requirements on a published checklist are not.
  • Required parking counts for existing uses must be reduced by enough to fit the station and its equipment.
  • An application meeting the published checklist is deemed complete five business days after submittal for projects of 25 or fewer stations, and the locality then has 20 business days to approve it.

The aesthetics point deserves emphasis on this hillside, where a homeowner reasonably expects to be told a wall-mounted box is visible from the street. As of December 2024 the Attorney General counted 114 California jurisdictions with no streamlined process at all, so the gap between what the law requires and what a counter does is real. Knowing which one you are in front of is part of what we bring.

One coastal footnote does not apply here, and it is worth knowing why. The streamlining laws do not supersede the Coastal Act, so a charger inside the coastal zone can pick up an extra layer of review. Sausalito is not inside it. Public Resources Code section 30103 provides that "the coastal zone does not include the area of jurisdiction of the San Francisco Bay Conservation and Development Commission," and Richardson Bay and the Sausalito shoreline sit on the bay side of that line. A homeowner on the outer Marin coast has a conversation a homeowner on Bridgeway does not.

Two local caveats sit alongside the state protections. First, the streamlining covers the charging station application, so if the job also replaces the panel, that portion is ordinary electrical work under the city's own rules and carries its own consequences. Second, the work is inspected against the California Electrical Code, which is Part 3 of Title 24, and the 2025 edition took effect January 1, 2026. We pull the permit and meet the inspector. Skipping it removes the independent check on a circuit that runs at full current, unattended, overnight, for years.

Rebates, rate plans, and the running cost

MCE is the community choice energy provider for Marin County, not Sonoma Clean Power, so Sonoma County programs do not apply at a Sausalito address. MCE's EV charging program is aimed at multifamily properties of four or more units offering charging to residents, and at workplaces, rather than at single-family homes. For a Sausalito condominium association or a multi-unit hillside building, that is worth raising with the board before anyone pays for a private installation.

PG&E rate plans are where most households find the ongoing savings, and switching is free. PG&E publishes three residential EV options. EV2-A keeps the house and car on one meter, with off-peak from midnight to 3 p.m., partial-peak from 3 to 4 p.m. and 9 p.m. to midnight, and peak from 4 to 9 p.m. EV-B puts the vehicle on a separate meter with off-peak from 11 p.m. to 7 a.m. E-ELEC is built for households electrifying more broadly. Which one wins depends on total household usage, not only on when you charge.

What a household here can actually use is PG&E's residential charger rebate, which Community Choice customers are eligible for, and MCE Sync, a smart-charging reward with a sign-up bonus and monthly cash back. Treat either as a bonus and budget the job without it.

PG&E may turn off power during severe weather to reduce the risk of its equipment causing a wildfire, through the program it calls a Public Safety Power Shutoff, and on the hillside that changes how people think about a car that stores a large amount of energy. Keeping the vehicle above a working state of charge through shutoff season costs nothing and is worth doing. Backup power for the house is a separate project from the charger, with its own sizing, siting, transfer equipment, and permit, and some vehicle and equipment combinations can supply a home while others cannot. Keeping a Sausalito EV charger working

  • Look at the connector and cable monthly. Cracks, cuts, and worn pins show before they become a problem.
  • Feel the receptacle and housing after a long charge. Anything beyond mildly warm is worth a call.
  • Inspect exposed hardware and terminations twice a year for corrosion. This is the coastal item inland homeowners can skip.
  • Keep firmware current, and do not leave the connector resting on the ground where it collects moisture.
  • Charge off-peak on whichever rate plan you land on. It lowers cost and reduces the hours your service runs near its limit.
