What the choice is
Most drain calls start with a symptom: a shower is standing in water, a kitchen sink is gurgling, or a toilet backed up into a tub. The decision underneath that call is whether to clear the line and get on with your day, or to find out what stopped it and deal with that instead.
Those are two different jobs. One takes an afternoon and buys you time. The other costs more and ends the problem. What your pipe is made of usually decides it
Method follows material. Much of Sausalito is older housing on hillside lots, and in those homes we routinely open walls and crawlspaces to find cast iron drain stacks carrying decades of scale, with clay lateral segments outside and roots established at the joints. Neither material is defective. Both age predictably, and each rules certain methods in and others out.
Cast iron corrodes from the inside out. The scale building on the wall is rough, it catches anything fibrous that passes, and it steadily reduces the effective diameter until a nominally three or four inch line is functionally much smaller. A cable punches a hole through the obstruction and the drain runs again that afternoon, but the wall is still lined and the next obstruction is already forming. Descaling and a controlled jet restore the actual bore. On iron that has thinned badly, aggressive cleaning can find a weakness that was going to fail anyway, which is the reason we camera first and set pressure to what the pipe will take.
Clay behaves differently. The material lasts, but it comes in short sections with joints between them, and roots find those joints. Intrusion is a moisture problem before it is a plumbing problem: roots grow toward vapor escaping a slightly open joint, then thicken inside into a mat that catches solids. Cutting them out works repeatedly, but the opening is unchanged, so the interval between visits is the number to watch. A shortening interval means you are managing a defect, not maintaining a line.
Then there is the shape of the run. Hillside lots produce laterals that are longer, steeper, and harder to reach than anything on flat ground, and steep is not automatically good, because water can outrun solids on an aggressive slope. At the waterfront the problem inverts, so the City's sewer permit list includes sewer ejection systems alongside laterals and grease interceptors on its Permit Center page. An ejector is what you install when a fixture sits below the sewer it must reach.

Sewer or septic: the fork worth naming early
Properties in Sausalito drain into a public collection system. The Sausalito Marin City Sanitary District covers the City of Sausalito and the unincorporated areas within its boundaries, including Marin City, as its sewer lateral compliance page states. Your responsibility runs from the fixture out to the point where your lateral meets the District's line.
Confirm that rather than assume it, because elsewhere in Marin, on parcels no collection system reaches, identical symptoms mean something else. Every drain slowing at once, a soggy patch in the yard, and a smell outdoors are the signature of a full tank or a saturated leach field. Cabling clears nothing there, because the line is not what is full.
Permits, the municipal code, and the District's certificate
Clearing a stoppage is maintenance, not construction. What carries paperwork in Sausalito is everything downstream of the camera: repairing, replacing, or certifying the lateral itself.
The City side. The Building Division issues sewer permits for repair, replacement, and new installation of exterior sewer laterals, sewer ejection systems, and grease interceptors. The Sausalito Municipal Code also requires sewer service laterals to be inspected for surface water connections or inlets, by pressure test or video camera, and the City states that sewer video submittals carry a minimum review period of two weeks from the date a complete submittal is received. The District side. The Sausalito Marin City Sanitary District requires a compliance certificate for private laterals when a property's title is transferred, when the customer of record changes, when a remodel or construction project exceeds the District's stated threshold, and when the use of the property changes. Its inspection must be performed by a certified plumber using the District's designated "Go Forward Lateral" inspection software, with a CCTV camera run internally from the cleanout near the property foundation to the point of connection with the District's collection system.
Two consequences follow. A casual video is not a compliance inspection, so if a certificate is anywhere in your future, ask whether the work will be delivered in the format the District accepts before anyone pulls a camera off the truck. And because the scope begins at a cleanout near the foundation, a property lacking an accessible one has a problem to solve first.
For property in unincorporated Marin rather than inside city limits, building permits go through the Marin County Community Development Agency instead. We confirm both authorities before quoting lateral work.
What drives the cost of drain work in Sausalito
We give a price before we start, and it is built from these factors rather than from a menu.
Access. This is the Sausalito variable and it is a real one. Stair access, no driveway, a distant parking position, and a long carry to the cleanout all change what equipment reaches the work and how long setup takes. A jetter running hose up two flights is a different job from one parked alongside a cleanout, even when the pipe work is identical.
Whether a cleanout exists, and where. A well-placed cleanout is the cheapest item on this list and it affects everything else. Without one, entry comes through a roof vent or a pulled toilet, which adds time and worsens cable geometry.
Length, slope, bends, and material. A short straight run to the street is quick. A long sloping run with several direction changes is not, and every bend is somewhere a cable can bind. Scaled iron and root-invaded clay both need more than one pass, and both have to be assessed before they are cleaned.
Stoppage or defect. Clearing is one scope. Locating a break, marking it at the surface, and restoring the line is another, and where the route crosses hardscape, a retaining wall, or a steep bank, restoration can outweigh the pipe work.
Documentation and pumps. An inspection recorded for your own information and one prepared to a district's submittal standard are not the same deliverable, and a sewage ejector is one more component to test.

Rebates, grants, and what does not exist
Say the plain part first: there is no utility rebate for clearing a drain. MCE is the community choice energy provider in Marin and its programs cover electricity, not plumbing. Neither pays for drain work.
Where local money does appear is on the lateral itself. The Sausalito Marin City Sanitary District publishes a sewer lateral rehabilitation and replacement grant program, which exists because private laterals in poor condition let rainwater and groundwater into the sanitary sewer system. Terms, eligibility, and funding are set by the District and they change, so we check current status with them at project time rather than quoting from memory. If a camera shows your lateral is a replacement candidate, that program is worth a conversation before you commit to a scope.
Maintenance that actually prevents the next call
Keep surface water out of the sanitary line. This is the Sausalito-specific one, and it is exactly what the municipal code inspection looks for. Downspouts, area drains, and yard drains belong in the storm system or daylighted, never tied into your sewer lateral. Connections like that are usually inherited, and they surface on camera at the worst possible moment.
Grease is a pipe coating, not a liquid. It leaves the pan warm and lines the wall cool. Wipe pans, jar the drippings, and stop trusting hot water to carry it away, because all that does is move the problem somewhere colder.
Nothing fibrous, nothing labeled flushable. Wipes, floss, cotton, and paper towel do not break down. They snag on scale, roots, and offsets and build the mat that becomes your stoppage.
Go easy on caustic chemicals, and screen every shower. Chemicals pool at the blockage instead of clearing it and do nothing against roots. Hair and soap are the most common branch line blockage in any house, and a weekly-cleaned strainer removes most of them.
Camera a known-bad lateral before the wet season. Marin rain arrives in a concentrated stretch, and a line that is marginal in September is the one that backs up in a downpour. Knowing its condition early turns a repair into a planned project.

Up the hill the constraints are access, grade, and long laterals routed around retaining walls and steep drives.
