The actual choice

When cooling quits in July, the question a homeowner asks is "can you fix it." The decision underneath has four answers: repair the failed component, repair the sealed refrigerant system, replace the outdoor equipment and indoor coil together, or replace the whole system and change what it runs on. Those paths differ in what they cost now, what they cost over a decade, what permits and testing they pull in, and whether they qualify for anything.

Windsor sharpens that decision. Windsor runs hot in summer like the inland Sonoma corridor, so cooling carries real load, and a marginal system that limps along near the coast fails outright here on the fourth straight triple-digit afternoon. A capacitor out of tolerance still starts the compressor in May and does not in August, which is why so much of our repair volume in town arrives inside a two-week window.

Age distribution matters too. Windsor grew substantially from the 1980s onward, so it mixes newer subdivisions with older town homes. A large share of the town's condensers date from that growth, which puts a lot of local equipment in the window where repair is genuinely arguable either way.

Symptoms, and the fault behind each one

The fan runs but the air is not cold. The indoor blower is working and the outdoor unit is not. Usual causes: a failed run capacitor, a pitted contactor, a seized condenser fan motor, or low charge from a leak. Capacitors and contactors are wear items and cheap to change. The order a technician checks them in tells you how the visit will go.

The outdoor unit hums and will not start. That is a starting problem, not a cooling problem. A compressor draws far more current at startup than while running, and a weak capacitor cannot supply it. Left alone, it keeps attempting to start into locked rotor and overheats.

Ice on the copper line or the indoor coil. Ice is never the fault. It means the coil is running below freezing, which happens when airflow across it drops or when charge is low. A clogged filter, a fouled evaporator, a collapsed flex duct, a closed-off return, or a leak will all produce it. Melting the ice and adding refrigerant without finding the cause guarantees a repeat visit.

Short cycling. Rapid on and off points to a control fault, a pressure condition tripping a safety, or equipment oversized for the house. Oversizing is common where a replacement was specified by copying the old unit's label instead of calculating load.

Water where it should not be. The evaporator condenses moisture out of the air, and that water leaves through a drain line. When the line clogs the pan fills, and in an attic installation the water finds a ceiling. A float switch should shut things down first, and so the switch is worth testing rather than bypassing.

A tripped breaker. Something is drawing more current than the circuit allows: a failing compressor, a shorted motor, damaged conductors, or a breaker weakened by thermal cycling. Diagnose that, do not just reset it.

Repair or replace, in order

We work this decision in four steps, in order. The earlier it settles, the simpler the job.

Which refrigerant. This decides more outcomes than age does, and the next section covers it.

What failed. Failures outside the sealed system (capacitors, contactors, fan motors, boards, thermostats, float switches, wiring) are repairs at almost any age. Failures inside it (compressor, coils, or an unreachable leak) are where replacement enters.

Age and service history. A twelve-year-old system that has been maintained, holds charge, and has clean coils is worth repairing. A twelve-year-old system recharged twice, never cleaned at the blower wheel, and showing acid in the oil is a different machine, whatever the label says.

What else the job touches. In most Windsor homes the air conditioner is half of a split system, sharing a cabinet, a blower, and a duct run with a gas furnace. If that furnace is the same vintage and the ducts leak, replacing the outdoor unit alone leaves most of the problem in place.

Refrigerant usually decides it

R-22 systems. Production and import of R-22 ended in the United States in 2020. Everything used for a repair now is reclaimed or drawn from stockpiles, and that supply only tightens. A small electrical repair on an R-22 unit is still worth doing. A sealed-system repair requiring a full recharge is far harder to justify, because you are investing in a machine whose consumable is on a one-way path. This is the most common reason a Windsor homeowner with an original subdivision-era condenser replaces rather than repairs.

R-410A systems. R-410A is being phased down under the AIM Act, and new residential equipment is moving to lower global warming potential refrigerants, under a 700 GWP limit on newly manufactured residential and light commercial equipment. An existing R-410A system does not need replacing, and service refrigerant remains available. What the transition affects is matching: as production shifts, pairing a new outdoor unit to an older indoor coil gets harder, and a mismatched pair will not deliver rated capacity or efficiency however well it is installed.

Refrigerant is also not a consumable, and a sealed system does not use it up. If the charge dropped, it left through a hole. We would rather find that hole and tell you where it is and whether it is reachable.

The line set matters as well. On a replacement, the copper between the outdoor unit and the indoor coil can sometimes be reused and sometimes cannot, depending on size, condition, and what has run through it. A compressor that failed and pushed acid through the system contaminates that copper, and reusing it will take the new compressor with it.

Permits and code for air conditioning work in Windsor

Component repairs generally need no permit. Equipment replacement does, and it is worth knowing which desk your project lands on. Inside town limits, permits come from the Town of Windsor Building Division. Windsor addresses outside the town boundary go through Permit Sonoma, the county's permitting agency. The town's edges are where this catches people out. We pull the permit either way.

Replacement equipment has to meet California's Title 24 energy requirements, and the 2025 Building Energy Efficiency Standards took effect January 1, 2026, per the California Energy Commission. Depending on scope, a permitted HVAC alteration can also trigger third-party field verification and diagnostic testing. The Commission's own guidance is that "Depending on the work being done, HERS testing may be mandatory. Properly permitted work will trigger any necessary HERS testing," and it names "making a home alteration (for example, changing the HVAC system)" as a case where that applies. As of January 1, 2026 the responsibility moved from the HERS program to the Energy Code Compliance Program under Title 24, Part 6. We confirm what a scope triggers at permit time and schedule the verification as part of the job.

Windsor sits on the air district line

Most of Sonoma County belongs cleanly to one air district. Windsor does not. Per Sonoma County's air quality district map, the town is only partially inside the Bay Area Air Quality Management District, straddling the boundary with the Northern Sonoma County Air Pollution Control District. Which rules reach a given property depends on where in town it sits.

That matters because BAAQMD has adopted zero nitrogen oxide requirements for gas appliances, phased in by type and unit size.

None of that bans anything you already own, and nobody should tell you your gas furnace is illegal. Practically, the gas side of a split system replacement has a schedule attached, that schedule is still moving, and the answer depends partly on which district covers your address. Homeowners weighing the timing often look at a heat pump in Windsor, which removes combustion from the equation, or at straight furnace repair in Windsor if heating is the failing half.

What drives the cost of this work

Which side of the sealed system the fault is on. An electrical component bolts on the outside and swaps in one visit. Anything needing recovery, evacuation, and recharge is longer work with regulated refrigerant handling attached.

Which refrigerant. R-22 costs what a scarce reclaimed product costs, and a large charge becomes the dominant line on an older repair.

Whether the leak is reachable. A leaking service valve or corroded braze joint at the condenser is accessible. A leak inside an evaporator buried in a furnace cabinet, or in a line set running through a wall or slab, is a different scope.

Access. An attic air handler on a July afternoon is slower than a garage closet unit at eye level. Side-yard clearance, gate width, and carry distance all count.

Airflow. If static pressure is high, new equipment will underperform and fail early. Correcting a duct restriction belongs in the estimate, not in a surprise second visit.

Electrical capacity. On a conversion, or on an older service, the load calculation may put an electrical panel upgrade in Windsor on the table. Better to know at estimate stage than after equipment is ordered. If a project runs larger than expected, financing is available.

Rebates and incentives, and where they stand

Incentives here are volatile, so we confirm every program before a customer counts on it.

Sonoma Clean Power, the community choice energy provider in this county, currently offers rebates on heat pumps used for heating and cooling. The conditions matter more than the amount. The installation address must be on an SCP account, equipment has to meet specified SEER2 performance thresholds that vary by system type, applications must be submitted no more than 90 days after the project is completed, and there is a limit of one rebate per equipment type per account number.

New construction is excluded, with an exception for fire rebuilds that is relevant in this part of the county. Dual fuel systems are also excluded, and that detail catches Windsor homeowners out: pairing a new heat pump with your existing gas furnace is a reasonable engineering choice, and it takes you out of the program. Customers enrolled in CARE or FERA qualify for a larger amount covering a share of project cost remaining after other rebates apply. Conditions are on Sonoma Clean Power's heating and cooling page.

Maintenance that changes the outcome

Filters come first, because everything downstream of airflow depends on them. A restricted filter raises static pressure, lowers coil temperature, and pushes the system toward the freezing behavior described above. Second is the condenser coil, which rejects heat to outdoor air and cannot do it when packed with dust and debris, so head pressure climbs and the compressor strains in exactly the weather where it is already strained. Keep planting and fencing back so air can move through the unit.

Third is the condensate path: a drain line and pan cleared each spring will not flood an attic in August. Fourth is the electrical side. Capacitors drift out of tolerance gradually and can be measured, and a capacitor replaced during an April visit is a very different experience from the same part failing on a Saturday in September. That is most of the value of a maintenance plan, which moves work from the failure window into the scheduling window.

Windsor adds one more planning factor. Northern Sonoma County around Windsor saw the 2019 Kincade Fire and faces PG&E Public Safety Power Shutoffs, and those shutoffs land in fire weather, when cooling demand peaks. Repeated interruptions and restarts wear on start components and contactors, so a system that has ridden out several shutoff events deserves an electrical check before summer. If backup power is part of your thinking, size it deliberately: central air draws a large inrush current at startup, and a generator sized only for running load will not carry it. Two building types dominate what we see. In the subdivision homes that came with the town's growth, the air handler usually sits in a garage closet or an attic, the ducts run through unconditioned attic space, and the condenser occupies a side yard pad. These are straightforward to work on, and their weak points are attic duct leakage, undersized returns, and equipment reaching first-replacement age all at once across a street.

The older housing near the town core is a different job. Cooling was often added later rather than designed in, which shows up as undersized return air, duct routes built to whatever path was available, and a condenser placed where it fit rather than where it breathes. There the fix for a comfort complaint is frequently in the duct work, and swapping the condenser alone will not deliver what the homeowner expects. How to choose a contractor for this work

Five questions separate a diagnosis from a guess.

1. What refrigerant is in my system, and is it still in production? Anyone who cannot answer in the first ten minutes has not read the data plate. 2. What did you measure? Ask for superheat and subcool, supply and return temperature split, static pressure, and capacitor readings against the rated value. Those separate diagnosis from pattern matching. 3. If you are adding refrigerant, where is the leak? "It was a little low" is not a finding. 4. Who pulls the permit, and does this scope trigger field verification? 5. On a replacement, how did you size it, and is the coil matched to the condenser? A load calculation, not the tonnage stamped on the failed unit.

Why does my air conditioner ice up in the middle of summer?

Frost forms when the evaporator coil runs below freezing, and only two conditions produce that: too little air across the coil, or too little refrigerant in it. Dirty filters, a fouled coil, crushed flex duct, and blocked returns cause the first. A leak causes the second. Thawing the unit buys a day, so identifying which condition applies is the actual work.

Is it worth repairing an air conditioner that uses R-22?

It depends on the repair. Swapping a capacitor, contactor, or fan motor is inexpensive and sensible even on an older unit. Anything requiring recovery and replacement of the full charge is much harder to justify, since US production and import of that refrigerant ended in 2020 and every pound now comes from reclaimed or stockpiled stock.

Do I need a permit to repair my AC in Windsor?
