Why air conditioning in Santa Rosa is a different machine
Most of what gets written about AC repair is written for a climate where air conditioning is a comfort accessory. Santa Rosa is not that climate. Inland Sonoma County runs into triple-digit afternoons through the summer, and at those temperatures a residential system stops being an appliance that cycles on and off and becomes equipment under sustained load, running for eight and ten hours at a stretch against a heat load it was sized to just barely handle.
That changes the failure pattern in a way that surprises people. Santa Rosa systems rarely decline gently over a season. They run fine in June, and then the first serious heat wave arrives and finds whatever component was already marginal. A capacitor that was drifting out of tolerance, a condenser fan bearing that was noisy but turning, a charge that was slightly low: all of them survive mild weather and none of them survive a week of hundred-degree afternoons. This is why the county's HVAC calendars fill within days of the first extreme stretch, and why a fault you noticed in May is a scheduled appointment while the same fault noticed in August is a wait.
It also changes what a diagnosis has to cover. A system at full load will show you a symptom that has nothing to do with the actual fault. Head pressure climbs because the outdoor coil is packed with dust, the compressor draws more current than it should, the breaker trips, and the homeowner reports an electrical problem. The electrical event is real and the electrical part is not what broke. Diagnosing at load, in the conditions the system actually fails in, is the difference between a repair and a parts hunt.
Ducted central systems dominate here, which is worth saying plainly because it separates Santa Rosa from most of the rest of what we serve. Petaluma's Victorian core and the Eichler belt in Marin push a lot of homes toward ductless equipment. Santa Rosa mostly did not go that way. So a much larger share of Santa Rosa no-cooling calls are delivery problems rather than production problems: leaking ducts in a hot attic, a failing blower, static pressure the system was never designed to fight. The condenser everyone assumes is at fault is often working fine and being asked to do something the duct system cannot deliver.

Two equipment ages in one city
There is no other market we serve where the age of the equipment splits this sharply along neighborhood lines.
Coffey Park, Fountaingrove, and the other areas rebuilt after the 2017 Tubbs Fire carry systems less than a decade old. A great deal of that equipment is high-efficiency, a meaningful share of it is all-electric, and plenty of it is heat pump rather than a conventional split system with a gas furnace. When one of those homes loses cooling, the conversation is almost always a repair conversation. The equipment has service life left, parts are current, and the refrigerant is a current refrigerant. What those homes need is a technician who knows inverter-driven and variable-capacity systems well enough not to treat them like a single-stage condenser from 2004.
Older east- and west-side Santa Rosa neighborhoods are the other case entirely. Systems installed in the 1990s and 2000s are still running there, some of them well past the point where a manufacturer would call them serviceable, and a share of them are still charged with R-22. On those systems the same failure that is a routine repair in a rebuild home becomes a decision about whether to keep spending on the system at all.
Santa Rosa lived through the 2017 Tubbs Fire and the 2019 Kincade Fire, and PG&E Public Safety Power Shutoffs remain a regular reality in the hills. That belongs in the conversation whenever a Santa Rosa homeowner is weighing an all-electric replacement, because cooling equipment only cools while the power is on. It is one of the reasons backup power comes up on HVAC projects here more than it does closer to the coast.
Reading the symptoms, in order of what they cost you to ignore
Not every AC symptom deserves the same reaction. Some of them get worse by the hour, some get worse by the season, and a few are just information.
- Ice on the refrigerant lines or the indoor coil. Running an iced system risks liquid refrigerant reaching the compressor, which turns a modest repair into an expensive one. Turn the system to fan only and let it thaw.
- Burning smell, or a breaker that trips when the outdoor unit starts. Either points at an electrical fault under load, and repeat trips are not a nuisance to be reset around.
- Grinding from the outdoor unit. That is usually a motor bearing, and a fan motor that seizes while the compressor keeps running builds head pressure fast.
- Water pooling near the indoor air handler. Almost always a blocked condensate drain. Santa Rosa's dusty inland summers clog those lines faster than coastal ones, and the damage moves into drywall and framing while you wait.
- Warm air from the vents while the thermostat is set to cool. Refrigerant loss, a failed compressor, or a condenser that is not running while the indoor blower is.
- Short-cycling. The system starts, runs a few minutes, and shuts down without finishing a cooling cycle. Causes range from a failing capacitor to low charge to an oversized system, and short-cycling wears compressors out.
- A hard start that dims the lights. A compressor pulling too much locked-rotor current, often with a failing start component behind it.
- A summer electric bill that jumps with no change in how you use the house. Efficiency loss from low charge, a fouled coil, or a struggling component shows up on the bill before it shows up as discomfort.
- The house never quite reaches the setting on the hottest afternoons. On a hundred-degree day this can be a correctly sized system simply at its design limit. What matters is whether the indoor temperature holds steady or climbs. Holding steady points at sizing or duct capacity. Climbing points at a failure.
- One or two rooms that never cool as well as the rest. That is usually distribution, not the condenser, and no amount of repair to the outdoor unit fixes it.
- Longer run times than last year. The system telling you something while it is still small.

What the heat breaks, and in what order
Sustained load does not attack a system randomly. It works from the outside in, and knowing the sequence tells you a lot about where you are in the life of the equipment.
It starts at the condenser coil, because that is where the system rejects heat and where Santa Rosa's summer dust and cottonwood load ends up. A fouled coil does not fail so much as it raises the operating temperature of everything behind it. Efficiency drops first, then head pressure climbs, and the components downstream start living outside the conditions they were rated for.
Next come the capacitors and contactors, and these are the most common failures we see in this city. Capacitors carry a temperature rating, and sustained triple-digit days age them faster than a spec sheet assumes. A hum from the outdoor unit with the fan not turning is close to a signature for a failed run capacitor. This is generally a same-visit repair and the least involved real fix in air conditioning.
Then the condenser fan motor, which is the component keeping the coil doing its job. When the fan fails in Santa Rosa heat, the system loses its ability to reject heat entirely, head pressure spikes, and the compressor is next if the system keeps being asked to run.
Refrigerant leaks sit alongside all of this rather than in sequence. Refrigerant is not consumed. If a system is low, it has a leak, and topping it off without locating the leak sells you the same repair next summer. Vibration, formicary corrosion in evaporator coils, and decades of thermal cycling all produce them.
The compressor is where the money is. A compressor failure on a system past ten years, or on R-22, usually means the economics have moved to replacement, and that is a conversation to have with real numbers in front of you rather than a repair to reflexively authorize.
Running through all of it is airflow: the blower motor, the filter, the duct system, and the static pressure the whole assembly is fighting. In a ducted-heavy market this is where a large share of Santa Rosa cooling complaints live, and it is where the temptation to condemn a compressor without measuring anything does the most damage to a homeowner's wallet.

Repair or replace, in order
Homeowners usually want a rule, and there is not one clean rule. There is an order. We work through five questions in sequence and stop at the first one that gives a clear answer, because taking them out of order is how people end up buying a system they did not need or repairing one they should have let go.
What refrigerant is in it. This decides more Santa Rosa systems than any other factor, and it is the one most homeowners have never been asked about. Details in the next section.
What failed. A capacitor on a twelve-year-old system is a repair. A compressor or a leaking evaporator coil on that same system usually is not. The component matters more than the calendar until the two disagree.
Age against this climate. Under about ten years, repair is generally right. Ten to fifteen is a judgment call driven by what failed. Past fifteen, in a climate that runs equipment this hard, most systems have already given you their good years.
The repair against the replacement. When a repair starts approaching a meaningful fraction of a new system on aging equipment, you are buying time rather than solving anything. We say so rather than take the work.
How the house performs. If some rooms never cool, or the system has always struggled on the hottest afternoons, then a perfect repair still leaves you uncomfortable. That is a design and duct conversation, and no repair answers it. This is why we look at the whole system rather than just the failed part.
Most Santa Rosa systems get their answer on the first two. The rest of the list exists so the answer holds up.
Refrigerant decides most of it
If your system went in before roughly 2010, it very likely runs on R-22. Production and import of R-22 in the United States ended in 2020, so any R-22 a repair requires now comes from reclaimed or stockpiled supply. That supply is finite and the cost of it is not going in a friendly direction. On an R-22 system with a leak, that single fact usually settles the repair-or-replace question by itself, and any Santa Rosa homeowner being quoted a large R-22 repair deserves to be told why before authorizing it.
Newer systems use R-410A, which is itself being phased down under the federal AIM Act. New residential equipment has been moving to lower global warming potential refrigerants, under a 700 GWP limit on newly manufactured residential and light commercial equipment. This does not mean an R-410A system needs replacing. It will be serviceable for years, and we service them daily. It is context worth having when you are weighing a major repair on a system that is already twelve or fourteen years old.

In Santa Rosa, an AC decision is also a furnace decision
This is the part that genuinely differs by which side of Sonoma County you live on, and it is worth understanding before you replace anything.
Santa Rosa sits fully inside the Bay Area Air Quality Management District. Northern Sonoma County towns like Cloverdale, Healdsburg, and Guerneville do not, and Windsor and Sebastopol straddle the boundary. That distinction matters because BAAQMD has adopted zero-NOx requirements for residential space heating and water heating appliances that the northern district has not.
The reassuring part of the district's own framing is worth quoting directly: "These new requirements apply only upon burn out of one's current equipment." Nobody is coming for a working furnace.
Why this lands on an air conditioning page: in a conventional Santa Rosa home, the AC and the furnace are one system. They share a cabinet, a coil, a blower, and a duct run. When a condenser fails on a fifteen-year-old system, the furnace attached to it is also fifteen years old, and replacing one without the other means paying twice for access, twice for permits, and living with a mismatched pairing that runs at neither component's rated efficiency. The furnace rule's 2029 date does not force anything today. It does mean that if you are already replacing the outdoor half of an aging system in Santa Rosa, the sequencing question deserves five minutes of real conversation rather than being deferred to whenever the furnace happens to quit.
The same district also amended Regulation 9, Rule 6 for residential water heaters, with dates that land on different water heater types in 2027 and 2031, and that govern what may be sold or installed rather than what you may keep. We confirm current requirements at the time of your project rather than quoting a rule that changed.

What drives the cost of AC repair in Santa Rosa
We do not publish flat repair prices, because an air conditioner is not a flat problem and nobody can quote one over the phone with any confidence. What you should understand is what moves the number.
The specific failure. A capacitor and a compressor are the two ends of a very wide range. This is why the diagnosis comes first and the price comes after it.
Refrigerant type and quantity. An R-22 system needing charge is materially more involved to service than an R-410A system, for the supply reasons above. Quantity matters too: a larger system holds more.
Whether the leak has to be found. Locating a leak in an evaporator coil buried in an attic air handler is a different job than finding one at an accessible service valve, and the first one is worth doing rather than skipping.
Access. Attic air handlers in a Santa Rosa summer, tight closets, and equipment on a roof all take longer than a garage installation and a condenser on an open pad.
Parts availability. Common components ride on our trucks. Proprietary or discontinued parts on older equipment can add days, which matters a great deal during a heat wave.
Whether the repair is worth doing at all. We would rather tell you a repair is not the right money than take it and watch the system fail again next August.

Permits, Title 24, and HERS verification
Straightforward repairs do not require a permit. Replacing equipment does, and this is where California differs from most of the country.
Inside city limits the permit runs through the City of Santa Rosa Building Division, whose building permit page applies the code language directly to mechanical work: a permit is required to "erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system." Properties in unincorporated Sonoma County permit through Permit Sonoma instead.
Permitted HVAC work also carries an energy code dimension. California's 2025 Building Energy Efficiency Standards took effect January 1, 2026, and Title 24 brings third-party HERS verification into many residential HVAC alterations. The California Energy Commission puts it on its HERS program page: "Depending on the work being done, HERS testing may be mandatory. Properly permitted work will trigger any necessary HERS testing." The Commission adds that "a contractor should understand and be able to explain permitting requirements to the homeowner. HERS testing should be part of this discussion."
Two things follow from that. A bid that quietly skips permitting and HERS is not a cheaper bid, it is an incomplete one, and the gap surfaces at resale when the work has no record. And HERS is a genuine quality check performed by a rater independent of the installing contractor, which means somebody other than us verifies that your system was charged correctly and your ducts seal. We pull the permits and coordinate HERS verification on the jobs that require it.
Rebates, and the fire rebuild exception worth knowing
Repairs do not carry rebates. If a repair conversation turns into a replacement conversation, there is real incentive money in Sonoma County, and the eligibility rules have some Santa Rosa specifics in them.
Sonoma Clean Power is the community choice energy provider for Sonoma County, and it offers a rebate on heat pump systems installed for heating and cooling, with qualifying efficiency thresholds that differ by system type for ducted, ductless single-zone, and multi-zone equipment. Customers enrolled in the CARE or FERA bill discount programs qualify for a substantially larger rebate covering a share of the project cost remaining after all other rebates are applied. The installation address must be an active SCP account, applications are due within 90 days of project completion, one rebate is available per equipment type per account, and dual fuel systems are not eligible.
The detail that matters here more than anywhere else we work: SCP's own rebate terms state that "New construction is not eligible, with the exception of fire rebuilds." In most cities that is boilerplate. In Santa Rosa it is Coffey Park and Fountaingrove, and the question gets asked rather than assumed.

Maintenance that matters on a Santa Rosa duty cycle
Generic maintenance advice is written for systems that run a hundred hours a summer. Yours runs a great deal more than that, and the items below are ordered by how much they change outcomes here.
- Rinse the outdoor coil every spring. This is first on the list for a reason. Dust and cottonwood pack condenser fins in this valley, and a blocked coil raises the operating temperature of every component behind it. It is also the cheapest thing you can do yourself.
- Change filters before summer and check them mid-season. Restricted airflow is the most common cause of avoidable failures, and on a system running eight hours a day a filter does not last the way the box says it does.
- Run the system in April or May. A fault found in spring is an appointment on your schedule. The same fault found in August is a wait behind everyone else who postponed.
- Keep two feet of clearance around the condenser. Plants, new fencing, and stored items choke airflow, and landscaping grows into that clearance a little more every year.
- Have the condensate drain cleared as part of service. Inland dust loads those lines, and a clogged drain damages the building, not the equipment.
- Do not ignore a new noise. A change in sound, run time, or cooling is the system talking while the repair is still small.

Yes. I am rebuilding after a fire. Do rebate rules treat that as new construction?
Sonoma Clean Power's rebate terms exclude new construction "with the exception of fire rebuilds," so a rebuild is treated differently than a new home. Confirm eligibility before the equipment is ordered rather than after, and we check the current terms as part of the quote.
My AC runs constantly on hundred-degree days. Is something wrong?
Not necessarily. A correctly sized system in Santa Rosa will run long cycles at design conditions, and long run times are how these systems are supposed to behave in this climate. The question is what the indoor temperature does. If the house holds its setting, the system is working at its limit. If the temperature climbs while the unit runs, something has failed and it should be diagnosed.
Some rooms never get cool. Can that be repaired?
Usually it is not a repair at all.
